I. Scope of Solicitation
This is a one-time bid for insulation to be installed in the attics of all 20 Lightsey Bridge apartment buildings over Winter Break from December 16, 2023, to January 5, 2024. before March 1, 2024. Work must be completed by May 1st, 2024.
II. Instructions To Offerors
Regardless of specific requirements below or in this document, Offerors are required to submit their proposal electronically through the Clemson University online bidding system. To do so, you must log in (registering first) at https://clemson.ionwave.net/Login.aspx, and follow specific instructions for this solicitation. You should register several days in advance of the bid closing date so you can be approved and login in time to submit a response.
1. The successful Offeror shall provide satisfactory evidence of all required insurance coverage and licenses PRIOR TO PERFORMANCE.
2. Supplier Registration in buyWays – The successful Offeror must be an active supplier in Clemson University’s buyWays system. If the Offeror is not an active supplier, the Offeror agrees to complete their supplier registration within three (3) business days of receiving an email invitation to register. The invitation will be sent from support@sciquest.com.
3. QUALIFICATIONS - MANDATORY MINIMUM (JAN 2006): (a) In order to be qualified to receive award, you must meet the following mandatory minimum qualifications: Offerors must have a minimum of five years of experience in the work described herein.
(b) The Procurement Officer may, in his discretion, consider (1) the experience of a predecessor firm or of a firm’s key personnel which was obtained prior to the date offeror was established, and/or (2) any subcontractor proposed by offeror. (c) Provide a detailed, narrative statement providing adequate information to establish that you meet all the requirements stated in subparagraph (a) above. Include all appropriate documentation.
4. Be sure to see the Event Activities in the online bidding system for details on deadlines for questions and/or pre-bid meetings.
a. Deadline for Questions
Non-mandatory questions shall be submitted in the online bidding system under the Questions tab by the date and time listed herein. Answers will be posted in the online system following the deadline date. All Offerors are charged with a duty to inquire. By submitting an Offer, represents that the Offeror has read and understands the solicitation and that its offer is made in compliance with the solicitation. Offerors are expected to examine the solicitation thoroughly and should request an explanation of any ambiguities, discrepancies, errors, omissions, or conflicting statements in the solicitation. Failure to do so will be at the Offeror’s risk.
III. Scope of Work / Specifications
Clemson University seeks an experienced supplier to provide blown wool insulation and labor for the attic spaces in all 20 Lightsey Bridge apartments. The attic spaces are all accessed by scuttle hole. A map of the Lightsey Bridge buildings is provided below.
A. Specifications
• Blown wool R-value 38 insulation at a depth of 12.25 inches.
• Blown wool R-value 30 insulation at a depth of 12.25 inches may be used as an alternate.
• Blown wool R-value 30 insulation at a depth of 6-8 inches.
• Attic to be accessed using scuttle hole. Offeror will need an 8 ft. ladder to reach the scuttle hole on the landings. Insulation should cover all fire protection and water lines in attic. Offeror should verify depths will cover all water and fire protection lines prior to bidding. Work be performed during the University’s Winter Break period starting December 16, 2023, and must be completed by January 5, 2024. May 1st, 2024. Work hours are 9am-5pm M-F.

B. General Requirements
• The absence of detailed specifications or the omission of detailed descriptions shall be recognized as meaning that only the best commercial practices are to prevail and that only first quality materials and workmanship are to be used. All interpretations of the specifications shall be made from this statement. It is understood that the specifications or references to available specifications shall be sufficient to make the terms of such specifications binding on the Contractor.
• The Contractor shall provide and pay for all materials, tools, equipment, labor and professional and non-professional services, and shall perform all other acts and supply all other things necessary, to fully and properly perform and complete the work.
• Any measurements included herein are for informational purposes only. The successful offeror is responsible for accuracy of final measurements.
• The Contractor performance of the work shall comply with applicable federal, state, and local laws, rules and regulations. The Contractor shall give required notices, shall procure necessary governmental licenses and inspections, and shall pay without burden to Clemson University, all fees and charges in connection therewith unless specifically provided otherwise. In the event of violation, the Contractor shall pay all fees and penalties, including attorney’s fees and other defense costs and expenses in connection herewith.
• All work performed and materials used shall conform in every detail to the current rules and requirements of the National Fire Protection Association (NFPA), the Occupational Safety and Health Administration (OSHA), the National Electrical Code (NEC), and all other applicable national, state, and local authorities as is applicable.
• The Contractor shall maintain Clemson University’s facility in a neat and orderly manner during the entire course of the project. Clemson University’s facilities shall be maintained in broom clean condition at the completion of work each day. At the completion of work in each area, the Contractor will perform a final cleaning of debris prior to moving the installation crew to the next work area.
• The Contractor is expected to be able to perform the work with minimal supervision and should not rely on Clemson University to augment their resources.
IV. Terms and Conditions – Special
Offerors will enter an all inclusive total price in the online bidding system. Line one will include all materials, equipment, costs, fees, etc. Line two will include labor only. Both lines will be added together and the lowest, responsive and responsible supplier will be awarded. No other costs will be considered.
