I. SCOPE OF SOLICITATION
Clemson University’s Department of Environmental Engineering and Earth Sciences seeks to
purchase a new Laser Particle and Shape Analyzer Instrument for Sediment Grain-Size Analysis.
All equipment must be new.
Comparable products of other manufacturers will be considered if proof of comparability is
contained in your bid proposal. It is the responsibility of the bidders to furnish such
specifications, catalog pages and brochures with your bid. Failure to provide proof of
comparability will be considered valid justification for rejection of bid and could deem your
proposal as non-responsive. At a minimum, all alternative products offered by supplier are to
meet or exceed all specifications as detailed in this scope of work.
Any reference to brand names, trade names, model numbers or other descriptions particular to
specific brand products is made to establish a required level of quality and/or functional
capabilities and not intended to exclude other products at that level.
II. INSTRUCTIONS TO OFFERORS
Regardless of specific requirements below or in this document, Offerors are required to submit
their proposal electronically through the Clemson University online bidding system. To do so
you must login (registering first) at https://clemson.ionwave.net/Login.aspx and follow specific
instructions for this solicitation. You should register several days in advance of the bid closing
date so you can be approved and login in time to submit a response.
Supplier Registration in buyWays - Unless the successful Offeror is currently an active supplier
in Clemson University’s buyWays system, you will be invited to complete a new supplier
registration. You must complete registration within three business days of receiving the email
invitation. Registration will require the successful Offeror to provide information about its
company and to receive electronic payment as outlined in the registration.

1. The successful Offeror shall provide satisfactory evidence of all required insurance
coverage and licenses PRIOR TO PERFORMANCE.
2. All Offerors must submit a written quotation. Your written quotation must include:
a. The specifications of the product you are offering. All proposed equipment must
meet the requirements listed herein.
b. The price of the equipment written as the MSRP or list price minus any discount
or price reduction being offered.
c. Detail shipping requirements and delivery schedule after receipt of order.
Shipping terms are FOB Destination.
d. List all pertinent information in your written quotation that can be used to
evaluate your offer.
3. All Offerors must enter their pricing into the online bid event where designated.
4. Questions shall be submitted, in writing, to Sam Young at scy@clemson.edu by date and
time listed in the online bid event in the “Activities” tab. Answers will be submitted as an
addendum to this bid. All Offerors are charged with a duty to inquire. By submitting an
Offer, the Offeror represents that submitter has read and understood the Solicitation and
that the Offer is made in compliance with the Solicitation. Offerors are expected to
examine the Solicitation thoroughly and should request an explanation of any
ambiguities, discrepancies, errors, omissions or conflicting statements in the Solicitation.
Failure to do so will be at the Offeror’s risk.
III. SCOPE OF WORK / SPECIFICATIONS
Laser Particle & Shape Analyzer Instrument for Sediment Grain-Size Analysis:
• Laser diffraction for grain-size analysis
o Grain-size measurement range: 0.01–3500 μm.
o Semi-conductor laser within the 500–559 nm spectral region (i.e., green light).
o High-resolution detection capabilities: 80+ detectors with front and back detectors
able to capture wide scattering patterns and diffraction angles (as sediment is in
suspension).
Maximum angle range: 165°
• Shape analysis
o Integration of 2 high-resolution, high-speed cameras with the ability to perform
real time image capture simultaneously as the laser particle analyzer.
Temporal density range: 0–10000 particles/minute
Cameras with different grain-size ranges: 4–100 μm and 100–3500 μm
• General equipment operations
o Sonicator tank for sample dispersion.
o Automatically fill and drain medium containing sonicated/dispersed sample.
o Multiple licenses to allow software to be installed across multiple devices (in
addition to the computer connected to the instrument).
o Onsite installation and training required.
o Must feature equipment warranty for at least 1 year.

Other:
• Do not include sales tax in your bid.
• Do not include shipping in your bid. A Not To Exceed (NTE) shipping estimate must be
entered in the space provided in the “Attributes” section of the online bid event.
• All manuals and installation instructions must be included with equipment at delivery.
IV. TERMS AND CONDITIONS – SPECIAL
Award Criteria: An award will be made to the responsible and responsive Offeror whose
proposal is the most advantageous to Clemson University.
