I.
SCOPE OF SOLICITATION
Clemson University is seeking bids to establish a contract for preventative and
emergency services for indoor plumbing, storm, and sewer lines. This will be a one-year
contract with the option to renew for four additional years.
II. INSTRUCTIONS TO OFFERORS
A. INFORMATION FOR OFFERORS TO SUBMIT
In addition to the information requested elsewhere in this solicitation, Offerors should submit the
following information for purposes of evaluation.
1. Technical Proposal
a. Cover Letter
b. Offerors qualifications
c. Three references of similar service. Clemson may at our discretion reach out to
references.
2. Cost proposal
a. Completed copy of Appendix A
3. The successful Offeror shall provide satisfactory evidence of all required insurance coverage
and licenses PRIOR TO PERFORMANCE.
4. Be sure to see the Event Activities in the online bidding system for details on deadlines for
questions.
B. SUBMITTING YOUR PROPOSAL
Regardless of specific requirements below or in this document, Offerors are required to submit
their proposal electronically through the Clemson University online bidding system. To do so
you must login (registering first) at https://clemson.ionwave.net/Login.aspx and follow
specific instructions for this solicitation. You should register several days in advance of the
bid closing date so you can be approved and login in time to submit a response. Do NOT
simply email or mail in proposals based on this scope of work document. You must attach
your complete proposal response as two separate .pdf files in the online bidding system - one
file as a technical only (i.e. no cost information) and one file as a cost proposal. Submit any
additional files if required as redacted proposal. Also note that the online solicitation process
incorporates both Clemson Bidding and Purchase T&Cs into the contract that will be formed
by this process, so be sure to consider those as part of your response to this Bid.

All Offerors are encouraged to ask questions. Questions shall be submitted in this online bid
event at https://clemson.ionwave.net/Login.aspx by date and time listed in the online bid
event in the “Activities” tab. Answers will be submitted as an addendum to this bid after the
deadline for questions. All Offerors are charged with a duty to inquire. By submitting an
Offer, the Offeror represents that submitter has read and understood the Solicitation and that
the Offer is made in compliance with the Solicitation. Offerors are expected to examine the
Solicitation thoroughly and should request an explanation of any ambiguities, discrepancies,
errors, omissions or conflicting statements in the Solicitation. Failure to do so will be at the
Offeror’s risk.
III. SCOPE OF WORK/ SPECIFICATIONS
Clemson University seeks to establish a contract with an experienced provider for preventative
and emergency services for indoor plumbing and storm and sewer lines at Clemson
University. These services will include but are not limited to unstopping and cleaning indoor
plumbing, grease traps, lift stations, septic tanks, sewer lines, sewer manholes, and storm
drains.
A. Requirements:
1. The Contractor shall provide and pay for all materials, tools, equipment, labor, on-site
supervision, professional and non-professional services, perform all other acts, and supply all
other things necessary to fully and properly perform and complete the work.
2. The Contractor is required to have an emergency response strategy. Clemson expects a
response within one hour of receiving emergency service calls.
3. The Contractor must have available for its use, including but not limited to, the following:
Cable Machine [to unstop 1 ½, 2, 3, and 4-inch service lines (such as house sewers from
outside clean-out plugs, sinks, tubs, showers, floor drains, gutter drains, etc.]; Small High
Pressure Water Jet-15 gallons per minute; High Flow Jet Truck-65 gallons per minute; 4000
psi Jet Truck-18 gallons per minute; 3200- gallon Vacuum Truck; Small Push Camera; Tractor
Camera; and Electronic Line Locating Detector.
4. The Contractor must follow the University’s Confined Space Entry Procedures when the work
requires entry into a confined space.
5. Any line breaks discovered by the Contractor must be immediately reported to the University.
Broken line work will be done by others.
6. Contractor must provide services twenty-four hours a day, seven days a week for emergency
services.
7. Regular hours are considered Monday – Friday 8:00 to 5:00 pm. Preventive maintenance will
be performed at this time and will incur non-emergency/after hour rates.
8. The Contractor must be within thirty (30) miles, one-way of Clemson University, to ensure a
response time of no more than one hour in an emergency. with necessary equipment and
proper personnel (CDL, etc.) to address issues.

9. Billable time will begin upon the Contractor’s arrival at the Clemson University job site.
10. Successful Offeror shall provide itemized invoices that clearly reflect contract rates. Invoices
are to be submitted with line items detailing man-hours and the hours for equipment used on
the project, contract number, PO number, Clemson University contact name and date of
service.
11. Components not specifically mentioned, but necessary to furnish a complete project/job which
is ready for use shall also be included.
12. The absence of detailed specifications or the omission of detailed descriptions shall be
recognized as meaning that only the best commercial practices are to prevail and that only
first-quality materials and workmanship are to be used. All interpretations of the
specifications shall be made from this statement. It is understood that the specifications or
references to available specifications shall be sufficient to make the terms of such
specifications binding on the Contractor.
13. The Contractor’s performance of the work shall comply with applicable federal, state, and
local laws, rules and regulations. The Contractor shall give required notices, procure
necessary governmental licenses and inspections, and pay without burden to Clemson
University all fees and charges in connection therewith unless specifically provided otherwise.
In the event of a violation, the Contractor shall pay all fees and penalties, including attorney’s
fees and other defense costs and expenses in connection herewith.
14. Contractor shall ensure no personnel work on the University campus, in any capacity, if they
have a felony conviction for drug, alcohol, weapons, sexual offense, or any other violent
crime.
15. In the event that the University determines that the Contractor or its employees has been
remiss in his/her responsibility concerning requests, safety standards, offensive behavior, rules
and regulations set forth by the University and/or the Contractor (both written or verbal) the
University shall instruct the Contractor to remove the employee from the University and the
Contractor will comply. Employees so removed may not be reassigned to University service
without prior written approval from the University.
16. The Contractor shall maintain neat and orderly job sites during the entire course of the project
or job. Clemson University’s job sites shall be maintained in “broom-clean” condition at the
completion of work each day. At the completion of work in each area, the Contractor will
perform a final cleaning of debris prior to leaving campus or moving service crews to another
work area.
17. The Contractor is expected to be able to perform the work with minimal supervision and
should not rely on Clemson University to augment their resources.
IV. TERMS & CONDITIONS – SPECIAL INSTRUCTIONS
A. Offerors are required to complete the Bidding Schedule
The Bidding Schedule shall be included with its bid submission. This document is located in the
online bidding system under the Attachments tab. Failure to complete and attach your bidding
schedule with your bid submission may result in the rejection of your bid. In the event of

discrepancies between your completed bidding system and the amounts entered online, your
completed bidding schedule will take precedence.
B. Offerors are required to submit their proposal electronically

C. Term
The initial term of this agreement shall be one (1) year from the effective date as stated on the award
document. At the end of the initial term, and at the end of each renewal term, this contract will
automatically renew for a period of one year, unless Contractor receives notice that Clemson
University elects not to renew the contract at least ninety (90) days prior to the date of renewal.
Renewals may be less than, but will not exceed four (4) additional one (1) year period. The
maximum expiration date for this contract will be no later than five (5) years from the initial start
date as shown on the original statement of award.
V. APPENDICES TO SCOPE OF WORK
A - Bidding Schedule – Offerors are required to complete the Bidding Schedule and include this
document with their bid submission. Failure to do so may result in the rejection of your offer.
