I. SCOPE OF SOLICITATION
Clemson University is seeking proposals from qualified and reputable firms to establish a term contract
to provide STEM-focused programming at 10 separate locations across the state of South Carolina from
May 2024-June 2025.
II. INSTRUCTIONS TO OFFERORS
Regardless of specific requirements below or in this document, Offerors are required to submit their
proposal electronically through the Clemson University online bidding system. To do so you must login
(registering first) at https://clemson.ionwave.net/currentsourcingevents.aspx, and follow specific
instructions for this solicitation. You should register several days in advance of the bid closing date so you
can be approved and login in time to submit a response. Bidders are to register in the online bidding
system, IONWAVE, no less than 48 hours after bid publication. It is highly encouraged that you submit
your bid prior to the closing date. All questions are to be submitted to the online bidding system ionwave
prior to the date and time shown on the online bidding schedule for questions and answers.
SUBMITTING YOUR PROPOSAL
Regardless of requirements below or in this document, Offerors must submit their proposal electronically
through the Clemson University online bidding system. To do so you must login
(registering first) at https://clemson.ionwave.net/Login.aspx, and follow specific instructions for this
solicitation. Do NOT simply email or mail in proposals based on this scope of work document. You must
attach your complete proposal response as two separates .pdf files in the online bidding system – one file
as a Technical Proposal only (i.e., no pricing information) and one file as a Financial Proposal. Failure
to submit 2 separate documents can result in your bid being deemed non-responsive and removed from
further consideration. Submit any additional files if required as redacted proposals. These attachments
must address all the specific requirements outlined in Section II, Instructions to Offerors, as well as Section
III: Scope of Work/Specifications. Your Technical Proposal must not include any reference to cost, if
cost is found to be included in your Technical Proposal your entire proposal will be deemed non-
responsive and eliminated from further consideration
Deadline for Questions – as specified in this online bidding event.
Non-mandatory questions shall be submitted in the online bidding system under the Questions tab.
Answers will be posted in the online system following the deadline date. All Offerors are charged with a
duty to inquire. By submitting an Offer, it represents that the Offeror has read and understands the
solicitation and that its Offer complies with it. Offerors are expected to examine the solicitation thoroughly
and should request an explanation of any ambiguities, discrepancies, errors, omissions, or conflicting

statements in the solicitation. Failure to do so will be at the Offeror’s risk.
1) INFORMATION FOR OFFERORS TO SUBMIT - In addition to information requested
elsewhere in this solicitation, Offerors should submit the following information for purposes of
evaluation:
A. Technical Proposal
1. Respondent is to provide detailed responses and supporting detail for each of the
specifications listed below in section III.
2. Organizational/Individual Profile
(a) Provide an overview of your organization or individual qualifications, including
relevant experience in STEM education and outreach.
(b) Please describe how your company is qualified to provide intentional, consistent, and
relevant community-based STEM engagement.
(c) Please provide evidence of successful large scale event coordination.
(d) Provide references from past clients that demonstrate organizational management of
STEM outreach events. Clemson University reserves the right to check references.
3. Program Design/Methodology - Outline your proposed approach to developing and
implementing 1 large STEM community festival and 9 targeted, local STEM workshops.
Methodology should include
(a) Key activities for each event including curriculum and supplies for workshops and
demonstrations covering various STEM topics, such as robotics, coding, environmental
science, and biotechnology. These sessions will be tailored to different age groups and
skill levels, ensuring inclusivity and accessibility
(b) Target audiences
(c) Approach for connecting students with STEM professionals and role models through
mentorship programs, and career panels. By highlighting diverse career pathways and
success stories, we aim to inspire and empower aspiring young scientists and engineers
(d) Description of community engagement model.
(e) Anticipated outcomes for each target audience
4. Work Plan – Provide a detailed timeline for the execution of the program, including
milestones and deliverables, and assessment timing.
1) Cost Proposal
1. Financial proposal must be submitted separately from the Technical proposal and be
clearly labeled “Financial Proposal”. Offerors are to develop a detailed pricing sheet that
details the total cost of this service. The cost must address the specifications outlined in
this RFP.
2. The cost must be all-inclusive of all materials, curriculum, and kits for 9 STEM Pop Up
Events and one large STEM Fest. Cost must also include and clearly delineate
administrative costs (personnel, administrative and overhead). The total proposed cost must
be entered in the online bidding system where required. This is the cost used for
evaluation purposes.
3. Include costs for all training including start-up on-site training, and ongoing training be it
virtual or on-site.
4. Clemson will require the successful offeror to provide ongoing support once this project is
implemented. Offerors must provide a breakdown cost sheet that details the total cost of
this project (hourly rate, cost per student, staff, faculty, etc.) to be charged to Clemson
along with a descriptive. This cost will not be part of the evaluation.
III. SCOPE OF WORK / SPECIFICATIONS

Clemson University is issuing this Request for Proposal (RFP) for a vendor to provide students and
communities with intentional, consistent, and relevant community-based STEM engagement through
STEM Pop Up events and a large STEM Fest for 6th –12th grade students in communities across the
state. The program must center on a community-engaged model that prioritizes youth, family, and
community. Additionally, the program must be scalable to include community and industry partners, as
well as college interns, and STEM employers.
Program Design and Delivery:
1) Develop and implement STEM education programs specifically designed for 6th - 12th graders in
rural communities.
2) Design curriculum and activities that align with grade-level standards and incorporate hands-on,
inquiry-based learning experiences.
3) Offer a variety of STEM topics and disciplines to cater to diverse interests and learning styles.
Accessibility and Inclusivity:
4) Ensure that programs are accessible to students from diverse socioeconomic backgrounds and
geographic locations within rural communities.
5) Implement strategies to promote inclusivity and diversity within STEM education, including outreach
to underrepresented groups and populations.
Engagement and Mentorship:
1) Facilitate interactive and engaging learning experiences that foster curiosity, critical thinking, and
problem-solving skills.
2) Provide opportunities for students to interact with STEM professionals, mentors, and role models
from their local communities and beyond.
Evaluation and Assessment:
1) Develop mechanisms for ongoing assessment and evaluation of program effectiveness, including
student outcomes, participant feedback, and program impact.
2) Utilize data-driven insights to continuously improve program quality, relevance, and impact.
Collaboration and Partnerships:
1) Collaborate with local schools, educators, community organizations, and stakeholders to maximize
reach and engagement within rural communities.
2) Foster partnerships with industry, academia, and government agencies to enhance resources,
expertise, and support for STEM education initiatives.
Deliverables:
1) Detailed curriculum outlines and program materials for each STEM education module.
2) Documentation of program implementation, including schedules, participant demographics, and
attendance records.
3) Assessment reports and data analysis highlighting program outcomes, participant feedback, and areas
for improvement.
4) Collaboration agreements and partnership documentation with relevant stakeholders and organizations.
IV. TERMS AND CONDITIONS – SPECIAL

(1) AWARD CRITERIA Offers will be evaluated based solely on the factors outlined below,
listed in order of importance, with the initial factor being the most critical. Upon completion
of the evaluation process, all responsive offers will be ranked from most advantageous to
least advantageous. The contract will be awarded to the highest-ranked offeror. Pricing for
the projects outlined must be entered into Line one (1) of the online bidding tool. Suppliers
are also required to populate the submit appendix C a labor rates work sheet, this should be
clear and represent known positions and rates. The decision regarding which awarded
Supplier Clemson University selects for future projects is solely at the discretion of the
University. Please follow submittal requirements outlined in the Bid Attributes in the online
bidding system for breakdown of proposals and number of copies that must be submitted.
(a) Please adhere to the submittal requirements outlined in the Bid Attributes in the online
bidding process.
(b) The successful Offeror shall provide satisfactory evidence of all required insurance
coverage and licenses before PERFORMANCE.
