I. SCOPE OF SOLICITATION
This Scope of Work document outlines the Exclusive Use Private Aviation Service agreement
between Clemson University (or their assigns) as the Customer and the Operator. The contract is
for dedicated private aviation services to be provided over the four (4) year term of the contract
(with options to renew up to a total not to exceed 7 years) and will be based out of Oconee
County Regional Airport (KCEU). Target contract start is May 2024. Extension options will be
in definitive agreement based on performance of Operator.
II. INSTRUCTIONS TO OFFERORS
A. INFORMATION FOR OFFERORS TO SUBMIT
In addition to the information requested elsewhere in this solicitation, Offerors should submit the
following information for purposes of evaluation.
1. Technical Proposal:
a. Cover letter
b. Offeror’s Qualifications – In order to assess the qualifications of potential Offerors for
Contracted Aviation Services, provide the following:
i. Evidence of your experience serving customers of similar size, operational needs,
and travel patterns as described in this Scope of Work. This should include details
regarding the number of years in operation and the historical track record.
ii. Submit an Aviation Services Portfolio. This portfolio should include a minimum of
three (3) one-page summaries, each highlighting services that closely match the
scale and breadth outlined in this Scope of Work. These summaries should provide
a comprehensive understanding of each project, covering key aspects such as
background information, proposed strategies, and the achieved outcomes. Also
include contact information for each project in the portfolio - the name of a
designated contact person, along with their email address and telephone number for
reference purposes. It's important to note that although we reserve the option to

contact these references as part of our evaluation process, such contact is not
guaranteed.
c. Operational Proposal - A detailed response proposing how you will perform the scope
and requirements as outlined in Section III below. Your response should go item by
item as outlined in Section III and you should clearly state how you will meet or exceed
each requirement.
d. FAA 14 CFR Part 135 operation is required, but on occasion Clemson may wish to
operating with limited Part 91 services. Please describe if this would be a possibility
and explain how that scenario would be handled. Ownership of Aircraft: The intent of
this RFP is for the selected bidder to fully own and control the aircraft. As such, all
operations and activities related to the aircraft shall be in compliance with Federal
Aviation Regulation (FAR) Part 135.
e. Aircraft Repositioning: Regulation 91 shall govern instances where aircraft
repositioning is necessary solely for the needs of maintenance. In such cases,
compliance with FAR Part 91 will be required. The bidder will recommend the best
regulation for FAR regulation requirements for aircraft repositioning and maintenance.
f. Additional enhancements or offerings that may be beneficial to Clemson under this
contract above what is already required.
g. Documentation of the proposed Aircrafts
h. Compliance History
a. Describe any FAA enforcement actions or notices of investigations of the
Operator or its individual employees or contract personnel including company
operations, personnel, maintenance practices and procedures. Operations and
related areas where the license or certification of the company has been
suspended, revoked or placed into proceedings for the past 10 years.
i. Describe outcome of all such investigations or proceedings
i. Insurance
a. Describe qualifications for employment in various positions in the company in
operations, maintenance and training including experience, qualifications
b. Identify coverages available to charter customers and whether the same or
different for different types of carriage
2. Cost Proposal:
a. Offeror will provide pricing as follows:
Refundable Deposit: $ x,xxx at execution of term sheet
Monthly Fixed Fee: $ x,xxx prior to the first day of the month
Flight Hour Fee: $ x,xxx monthly in arrears
Excess Flight Hr Fee: $ x,xxx for flight hours in excess of 800 p/a
Excess Flight Hours: $ x,xxx reconciled on a quarterly basis
Over and Above Fees:$ x,xxx monthly in arrears
Other standard fees not defined: $ x,xxx
b. Pricing should be based on Clemson flying a minimum of 400 hours annually.

c. In your cost proposal, provide any additional details that go into your pricing to
include any other standard fees you would charge, definitions for any fees that
need to be defined (i.e. “excess flight hours”). Any fee not listed will be assumed
to be a simple pass thru fee invoiced at cost to Clemson.
d. Provide cost detail per airframe type to include Block Hour Rates and Flight Hour
Rates inclusive of Direct Costs, Indirect Costs, and SG&A costs by line item.
B. SUBMITTING YOUR PROPOSAL
Regardless of specific requirements below or in this document, Offerors are required to submit
their proposal electronically through the Clemson University online bidding system. To do so
you must login (registering first) at https://clemson.ionwave.net/Login.aspx and follow specific
instructions for this solicitation. You should register several days in advance of the bid closing
date so you can be approved and login in time to submit a response. Do NOT simply email or
mail in proposals based on this scope of work document. You must attach your complete
proposal response as two separate .pdf files in the online bidding system - one file as a technical
only (i.e. no cost information) and one file as a cost proposal. Submit any additional files if
required as redacted proposal. Also note that the online solicitation process incorporates both
Clemson Bidding and Purchase T&Cs into the contract that will be formed by this process, so be
sure to consider those as part of your response to this RFP.
C. QUESTIONS
All Offerors are encouraged to ask questions. Questions shall be submitted in this online bid
event at https://clemson.ionwave.net/Login.aspx by date and time listed in the online bid event
in the “Activities” tab. Answers will be submitted as an addendum to this bid after the deadline
for questions. All Offerors are charged with a duty to inquire. By submitting an Offer, the
Offeror represents that submitter has read and understood the Solicitation and that the Offer is
made in compliance with the Solicitation. Offerors are expected to examine the Solicitation
thoroughly and should request an explanation of any ambiguities, discrepancies, errors,
omissions or conflicting statements in the Solicitation. Failure to do so will be at the Offeror’s
risk.
III. SCOPE OF WORK / SPECIFICATIONS
This section outlines specific requirements that the Offeror/Operator will need to adhere to or
deliver under this contract.
A. Aircraft and Operations
1. Equipment: The Operator shall provide a minimum an airframe aircraft type mix
suitable to customer, including aircraft, pilots, catering, and any other operational
necessities, using a minimum of two aircraft ("Aircraft") that are not more than 10
years old at the time of contract performance. The Customer will typically provide
the Operator with 24-48 hours’ notice for flight scheduling, but on rare occasions,
shorter notice is provided.

2. Exclusive Use: The Aircraft will be exclusively available for the use of the
Customer or their assigns during periods of reserved use.
3. Regulations and Compliance: The aircraft will be 14 CFR Part 135 certified and
Operator will adhere to FAA 14 CFR Part 135 regulations and ensure that
appropriate aviation support facilities are available at the primary operating
location upon activation of the service or within a reasonable time frame.
4. Customer may request and Operator will make available Part 91 operations on a
prearranged basis. Regulation 91 shall govern instances where aircraft
repositioning is necessary solely for the needs of maintenance. In such cases,
compliance with FAR Part 91may be used per the recommendation of the
proposer. The bidder will recommend the best regulation for aircraft
repositioning for maintenance needs.
5. In-flight Connectivity: Each aircraft must be equipped with Wifi/internet
connectivity that equals or exceeds the performance of the Avance L-5 system.
The service shall cover the continental USA, with unlimited access included in
the contract cost. The system's reliability shall be considered in the calculations
for minimum rates of Full Mission Capability and Dispatch reliability.
B. Aircraft Performance
1. General Specifications: At least one aircraft shall meet the following
specifications:
i. Cruise speed of 400 KTAS long-range
ii. Cabin with six individual, belted passenger seats
iii. Non-stop IFR range of 1,650 nm with four (4) passengers
iv. Externally serviced lavatory
v. Operations in all US National Airspace, including RVSM
vi. Part 135 take-off capability from a 5,000 ft / 1,000 ft MSL runway at
ISA/MTOW
vii. Cabin dimensions of 4'9" H x 5'0" W x 17'0" L
viii. Operating altitude of 45,000 ft
ix. Capacity for six passengers
2. Operator will provide details for the second required aircraft. See historical flight
data in Appendix A. for details on typical Clemson usage. Offeror will propose
option(s) for additional aircraft beyond the one identified above.
C. Operations
1. Regulations and Support: The Operator shall provide services in compliance with
FAA 14 CFR Part 135 regulations and ensure that suitable aviation support facilities
are available at the primary operating location upon activation of the service, or
within a reasonable time frame.

All flight operations should be conducted under FAA 14 CFR Part 135 with two
fully qualified/type-rated pilots (exceptions noted on an individual basis). The
pilots shall have the following minimum experience:
PIC Airline Transport and Type rated in make and model 3500 PIC Hours-
2000- Multi Engine Land- 1000 Turbo Jet/Fan hours and 100 hours Make and
model; and Manufacturers approved Motion based Simulator training in make and
model in the previous 12 months.
SIC Commercial Multi Instrument 2000 PIC hours/ 1000 Multi Engine
land/500 turbo jet/Fan and 50 make and model and Manufacturers approved
Motion based Simulator training in make and model in the previous 12 months.
3. Rapid Response: The Operator shall be capable of conducting fully compliant
Part 135 flight operations with at least one aircraft within four (4) hours of
notification by approved Customer representatives.
4. Maintenance and Presentation: Prior to any contracted flight, the aircraft shall be
clean and fully stocked with basic catering provisions or any specific Customer
catering requests. The aircraft must adhere to Customer standards for
presentation, both interior and exterior, unless in maintenance status.
D. Aircraft Availability
1. Dispatch Rate:
i. The Fully Mission Capable Dispatch Rate of the exclusive-use aircraft
shall exceed 95% excluding periods of scheduled or unscheduled
maintenance. A dispatch rate of less than 95% will subject the contract to
being a non-exclusive agreement and possible cancellation for repeated
delays as specified in the Agreement The two exclusive-use aircraft shall
not be unavailable for scheduled maintenance at the same time at any
point during the contract period.
ii. The Operator shall report to the Customer regularly regarding the long-
term maintenance schedule and daily flight status of the two exclusive-use
aircraft.
E. Insurance
1. The Operator shall maintain liability insurance coverage of a minimum of
$100,000,000, and preferably $250,000,000, throughout the contract term.
Clemson University, its assigns, and affiliates must be named as "additional
insured" throughout the contract term. See Clemson University Standard Purchase
T&Cs for additional details on insurance requirements. The cost of this insurance
shall be the responsibility of the Operator.
F. Non-flight Operations
