REQUEST FOR PROPOSALS – June 1, 2023

2024 Yard Waste Management Services

PROPOSALS REQUESTED: Formal Proposals will be received, per the instructions below until 12:00 PM on Wednesday, July 12, 2023. Proposals received in response to this request will be forwarded to the City’s Director of Public Works for evaluation and consideration. Note: This is not a public bid opening.

The City of Wauwatosa is requesting proposals from qualified and experienced and experienced Contractors to perform grinding and removal of yard waste materials collected each year by the City. The formal bid process is intended to provide the City with competitive bids to assist in the selection process. It is not intended to be comprehensive, each contractor is responsible for determining all factors necessary for submission of a comprehensive proposal in accordance with City’s Request for Proposal dated June 1, 2023 this Official Notice.

The facility is open to the public and processes approximately 7,500 tons of yard waste materials collected each year by the City through curbside yard waste collections, curbside leaf collection, resident drop off, and forestry operations. Over the past five years this has averaged out to approximately 1,700 tons of yard waste, 1600 tons of Forestry pruning and removal debris, and 4,200 tons of leaves.

Approximately 80 hours of grinding and screening were completed in 2022. The City will work with the vendor to coordinate these operations to maximize the vendors operations at the City’s facility.

The City of Wauwatosa does not accept grass clippings with its yard waste collections. All yard waste, leaves, garden debris, and logs of 10” in diameter or less will be accepted on an “as is” condition for processing although larger logs are occasionally left in the drop-off area.

Pre-proposal Meeting - One pre-proposal meeting to discuss the project will be held on Wednesday, June 7, 2023 at 1:30 PM. All participants will meet and sign in at the City’s Public Works Yard located at 11100 West Walnut Road, Wauwatosa, WI 53226. The purpose of this meeting is to discuss the work to be performed with the prospective Contractors, review the site and allow for questions concerning the RFP. (Questions and answers shall be sent to all RFP holders of record in accordance with the dates and times outline in Part F of the Request for Proposal Document).

All proposal prices shall be firm for the life of the contract subject to acceptance of proposals within thirty (30) days from the date of opening. Written prices to govern.

No bid bond or performance bond is required.

Collusion between firms (contractors) is cause for rejection of all the involved proposals.

PATENTED DEVICES, EQUIPMENT AND PROCESSES: It is understood and agreed that without exception, bid prices include all royalties and costs arising from patents, trademarks, and copyrights. The successful bidder shall, in all cases, indemnify and save harmless, the City of Wauwatosa from any and all claims for infringement by reason of the use of any such patented design, device, material, or process to be used or delivered, and shall indemnify the said City of Wauwatosa for any cost, expense, and damage which it may be obliged to pay by reason of such infringement, at any time during or after delivery.

The City of Wauwatosa reserves exclusively to its self, the right to reject any, or all proposals, or to accept the proposal deemed most advantageous to the City and to waive any or all technicalities or informalities in submitted proposals.

When deemed relevant by the Public Works Director, answers to questions received will be distributed to all RFP holders of record by 12:00 PM on Thursday, June 22, 2023.
