HISTORIC RENOVATION OF GALE MEMORIAL LIBRARY
The City of Laconia is requesting Statements of Qualifications from construction management firms for
CM services related to historic restoration and repair of the Gale Memorial Library. Statements of
Qualifications labeled “RFQ No. 24-03-02 CM Services” shall be submitted to the Purchasing Office, 45
Beacon Street East, Laconia, NH 03246 by 2:00pm on Wednesday, April 10, 2024.
The City of Laconia reserves the right to accept or reject any and/or all submissions or any part thereof, to
waive any formality in the process, and to accept the submission considered to be in the best interest of
the City. Failure to submit all information called for may be sufficient grounds for disqualification. The
City of Laconia reserves the right to cancel this request at any time for any reason.
INTRODUCTION:
The Gale Memorial Library building was completed in 1903 and was added to the National Register of
Historic Places in 1985. The Library was built in the Romanesque Revival style, which emphasized
weight and mass through rock-faced masonry and heavy arches. The library’s exterior is comprised of
Deer Island and New Brunswick granite as well as a Rutland Red Slate roof. A major addition/renovation
project was completed in 2005 and is architecturally compatible with the historic 1903 portion of the
building.
The City of Laconia aims to preserve the historic Gale Memorial Library building and is seeking a
Construction Management firm to perform services including preparation of bid documents, evaluation of
proposals, coordination of project schedule, and on-site supervision of projects as needed at a fixed fee.
The Laconia Public Library estimates the construction budget for phase I of the project to be $200,000.
SCOPE OF SERVICES:
Anticipated work will include, but is not limited to:
Historic masonry restoration
Slate roofing repairs
Skylight/laylight system replacement
Re-seal exterior apron
Exterior window trim repair and painting
Interior repairs to plaster and wood wainscoting
Interior painting and finishing
SCHEDULE:
The City of Laconia is looking to begin construction during the 2024 building season.
SUBMISSION REQUIREMENTS:
Four (4) copies of a Construction Management Qualifications Statement should be delivered to the City
of Laconia Purchasing Office, 45 Beacon Street East, Laconia, NH, 03246 by 2:00pm Wednesday, April
10, 2024. Submissions must be in a sealed envelope clearly marked “RFQ No. 24-03-02 CM Services”.
Late submissions will not be accepted or considered.
A brief description of the firm and its related experience. Include summaries of similar projects
with the names, telephone numbers, and email addresses of references that may be contacted.
Relative importance = 30%
A brief description of the firm’s experience with historic building restoration. Relative importance
= 25%
A statement regarding the firm’s ability to be on-site quickly to address issues as they arise.
Relative importance = 20%
Resumes of key personnel (i.e., principal-in-charge, project manager, and cost estimator).
Relative importance = 10%
Description of the firm’s current workload commitments, and the firm’s capacity to participate in
this project. Relative importance = 10%
Other information you consider pertinent to your firm’s consideration. Relative importance = 5%
EVALUATION:
The Laconia Public Library’s Buildings and Grounds Committee will evaluate submissions. The
Committee will review and score the submissions in accordance with items and relative importance as
noted above and will select up to four qualified firms to submit full proposals. The firm will be selected
no later than Wednesday, April 17, 2024, at which time the firm will need to provide evidence of financial
solvency and appropriate bonding capacity.
Notes: At any time in the process, the Laconia Public Library’s Building and Grounds Committee may
utilize interviews to support the selection of a Construction Manager.
INSURANCE:
The selected firm will be expected to provide a certificate of insurance satisfactory to the City of Laconia
for General Liability, Auto, and Workers Compensation. General Liability insurance shall name the City
of Laconia as Additional Insured. Certificates of insurance shall be received and approved by the Cit of
Laconia prior to the performance of any services by the selected firm for this project.

Wednesday, April 10, 2024.
