REQUEST FOR PROPOSAL
1. Project Information
1.1 Project Name: 2025 Waterline Replacement Projects Design
Capital Improvement Project: Water
1.2 Project Overview:
Design of critical waterline replacements within the City of Upper Arlington system in accordance with the recommendations of Stantec Consulting Services, Inc. in the October 8, 2012, CIP Waterline Evaluation & Prioritization Report (updated February 2017).
This design project involves engineering for waterline replacement, including increasing all waterlines from 6” cast iron to 8” PVC pipe, and is broken out as a base project with three potential add alternate design services pending budget constraints. The base project includes the following waterlines:
• Chester Road (Canterbury Road to Leeds Road) 1,000LF
• Fairlington Drive (Fishinger Road to Kioka Avenue) 2,500LF
• Nayland Road (Mountview Road to Woodbridge Road) 1,000LF
The Construction Budget for the base project is $1,380,000.
The add alternate designs are the projects listed below. Hour submittal is not required for the add alternates. This is only provided for your information on potential additional projects:
• Beverly Road (Arlington Avenue to Andover Road) 1,400LF
• Shrewsbury Road (Sunset Drive to Ramsgate Road) 3,600LF
• Transfer of 63 water services from an existing 8” line to a newly constructed 12” waterline, including the abandonment of the existing 8: line on Zollinger Road from Kioka Avenue to Tremont Road.
Include hours anticipated for the base project only.
2. Scope of Services
2.1 Project Schedule:
The Consultant shall prepare and maintain a project schedule that includes periods for final design, reviews, and approvals through Upper Arlington and the City of Columbus Department of Water.
2.2 Survey:
The Consultant shall provide all necessary survey work for the completion of the project plans and specifications.
2.3 Design for the replacement of waterlines including service line and hydrants are required, in accordance with City of Columbus standards. Restoration to the surface including road patch as needed.
2.4 Man-hour estimate for various tasks noted with the scope of work, including if authorized.
2.5 Other items not listed; however, beneficial to the plan development.
3. Submittal Requirements
3.1 Proposals will be received by the City until 3:00 PM E.S.T. on Monday, February 26, 2024.

Please be advised that failure to comply with the following criteria will be grounds for disqualification:
3.1.1 Receipt of submittal by the specified date and time
3.1.2 Proposal submitted electronically to both recipients, as specified
3.1.3 Adherence to maximum page limits
3.1.4 Prohibition against contact or communication with any elected official, representative, or employee of the City of Upper Arlington regarding this solicitation or the type of work contemplated therein, unless otherwise provided for within subsequent instructions. The City is not responsible for the accuracy of the information obtained outside of the IonWave inquiry process.
Submittals are not returnable and will become the property of the City of Upper Arlington. Please be advised that after award, they become “public record” and are available to all for inspection and copying, upon request.
3.2 Proposal Format (only the following format will be accepted)
3.2.1 Submit proposals electronically in Adobe Acrobat (PDF format). The firm name and project title shall be displayed in the email. Title email as “2025 Waterline Designs Proposal”
3.2.2 Consultant shall limit the proposal to no more than ten (10) total pages, not including the covers, table of contents, sections dividers, or the cover letter. A ‘page’ is one side of a sheet of paper with text, graphics, etc. If the document were to be printed and both sides of a sheet of paper have text, that is two pages.
3.2.3 The proposal shall be accompanied by a one-page cover letter that shall be included in the submitted PDF document.
3.2.4 All pages shall be formatted for 8-1/2-inch by 11-inch, with 1-inch margins (headers and footers may encroach with the margins).
3.2.5 The minimum font size shall be 10 point, Times New Roman or Arial.
4. Evaluation Criteria
4.1 Project Team (based on the training, education, experience, and availability of the individuals assigned to the project) (20 points)
4.2 Past Performance (Past performance on similar projects based on quality of work, ability to meet deadlines, previous communication history, organizations skills, and the ability to maintain a project budget) (30 points)
4.3 Understanding of Project/Project Approach (35 points)
4.4 Project Schedule and Hours (15 points)
5. Selection Process
The firm ranked highest in the Technical Proposals will be deemed to be the most qualified firm and will be selected to negotiate Scope and Fee for the work.
