• Bidder must quote firm or fixed prices for a period of 60 calendar days, unless otherwise noted in the specifications.

• The bid prices or agreed price will remain firm once a purchase order has been issued and delivered to the Bidder/Vendor.

• By submitting a bid for the City’s consideration, bidder acknowledges and agrees that the attached terms will be part of any contract with the City.

Scope of Work

The City of Upper Arlington is seeking an experienced and qualified contractor to apply root control products per Ohio EPA regulations in the Upper Arlington sanitary sewer system. The Public Service Department has identified segments of sewer lines with excessive root growth. The successful contractor will be required to control roots by applying chemical treatment to a designated list of locations. The contractor shall be required to submit chemical product labels with your bid to be used in this contract. If required, the bidder may be required to provide the chemical manufacturer sales representative information to obtain more details about the intended chemical use for this project.

Contract Length

All work assigned and associated with this project shall be completed within 90 days after the “Notice to Proceed” has been issued by the City to the contractor.

Personnel

Personnel assigned under this contract shall be competent, experienced, and trained. Adequate supervision shall be provided to ensure proper performance of all contract requirements.

Locations and Work Hours

Treatment locations will be provided at the pre-construction conference. A City employee will be present during the root treatment process. Work hours are 7:00 AM to 4:00 PM Monday to Friday. No work will be permitted on Sunday or any City holiday. Saturday may be permitted with prior approval from the City’s authorized representative.

Bid Submittals

All bids must be submitted online via the City’s e-bid system to be accepted. Questions related to the specifications shall be submitted through the bid system and the responses will be posted by the City for all bidders to review.

Experience Record

The bidder shall be required to list previous or current contract work, identify a minimum of three (3) references, and provide such information that will enable the City to determine the contractor’s ability to comply with the specifications. Include the number of years that the bidder has been in this type of business. Name, address and telephone number is required for all references.

Maintenance of Traffic

The contractor shall perform work so that it does not interfere with the safe flow of vehicular and pedestrian traffic. The contractor shall arrange to keep sidewalks open for pedestrian traffic when possible; signs and cones must be properly used if closing sidewalks. The contract unit bid price for root control services shall include all costs associated with the maintenance of traffic in accordance with the Ohio Manual of Uniform Traffic Control Devices (current edition). Safety and Training

The contractor shall provide documentation that employees assigned to work in Upper Arlington have been competently trained to perform this work following the intent and specifications to apply “Chemical Root Control” in the City’s sewer system. The safety provisions of all state and federal laws and ordinances shall apply.

The contractor must be equipped with the supplies (adequate spill kit, absorbent pads, PPE, etc.) for the containment and cleanup during the root treatment process. The contractor will be responsible for the immediate remediation of any spill caused by the contractor and any requirements for cleanup imposed by the City and/or State. The contractor will be responsible for immediately notifying the City of any spills that occur as a result of their work. Any damages/costs associated with a spill caused by the contractor will be the sole responsibility of the contractor.

Warranty

Bidders shall be prepared to submit their standard warranty with their bid submission. The minimum warranty period shall be two years from the date of treatment.

Documentation Required

The contractor is required to complete forms documenting work completed each day. These forms include the name of the street, date, time-in, time-out and comments. At the close of each day, the company shall email the completed forms to Tony Moore at kmoore@uaoh.net
