Sealed bids will be received in the Office of the Westmoreland County Controller, 2 North Main Street, Suite 111, Greensburg, PA 15601, until 2:00 P.M. on May 7, 2024 for RFP- MENTAL HEALTH EVALUATIONS-WESTMORELAND COUNTY BH/DS. Bids shall be publicly opened and read aloud at 2:15 P.M. that day in the Commissioners’ Meeting Room #101.

The County Commissioners reserve the right to reject any or all bids.

A pre-submission meeting with interested Proposers will be held on April 22, 2024, from 2 PM to 4 PM, in the Westmoreland County BH/DS Office, 40 North Pennsylvania Ave, First Floor Suite 110, Greensburg, PA 15601. While not mandatory, attendance is strongly encouraged.

An original and five copies of the complete Bid must be submitted in a sealed envelope, and addressed to the Westmoreland County Controller and clearly marked on the outside of the envelope with the Bidder’s name and address and the designation:

SERVICE UNIT OR COUNTY BH/DS OFFICE IN THE
COUNTY OF WESTMORELAND
GENERAL INFORMATION
The County of Westmoreland, a political subdivision of the Commonwealth of
Pennsylvania, seeks proposals from licensed psychologists or psychiatrists who are qualified to
perform mental health evaluations and assessments for recommendations. . Specifications are
available in the Office of the County Controller, 2 North Main Street, Suite 111, Greensburg PA
15601.
Sealed proposals will be received in the office of the Westmoreland County Controller until
2:00 PM on Tuesday, May 7, 2024, and publicly opened approximately 15 minutes later in the
Commissioners’ Conference Room 101 in the office of the Westmoreland County Commissioners,
Greensburg, PA 15601. Late Proposals will NOT be accepted or considered. The County
Commissioners reserve the right to reject, in whole or in part, any or all proposals received, and further
reserve the right to negotiate the final contract terms, including cost, subsequent to the submission of
sealed proposals.

REQUEST FOR PROPOSALS
INTRODUCTION
Westmoreland County BH/DS is dedicated to ensuring the well-being and mental health
support for individuals with developmental disabilities, autism, and mental health concerns within
Westmoreland County. As part of our commitment, we seek to partner with qualified providers to
deliver comprehensive mental health evaluations and assessments for recommendations. The
purpose of this RFP is to identify a qualified provider or providers who can deliver timely,
culturally competent, and evidence-based mental health evaluation services to individuals as
referred by the Base Service Unit or County Behavioral Health and Developmental Services Office
and assessment for ID and Autism DYS.
The initial term of the contract is expected to begin on July 1, 2024, and is intended to be
for an initial term of one year. The timetable presently contemplated by the County Commissioners
for submission of proposals, evaluation of proposals and award of the contract is as follows:
* Deadline for submission of questions regarding RFP: April 23, 2024
* Deadline for submission of Proposals: May 7, 2024
* Begin Service: July 1, 2024 (tentative)
SUBMISSION OF PROPOSALS
A. Proposals Due:
Sealed proposals will be received in the Office of the County Controller, 2 North Main St,
Suite 111, Greensburg, PA 15601 until 2:00 P.M. on Tuesday, May 7, 2024. LATE PROPOSALS
WILL NOT BE ACCEPTED OR CONSIDERED. Proposals must be submitted in a sealed
package, with the Proposer's name and address on the outside of the package, along with the
designation: "PROPOSAL FOR MENTAL HEALTH EVALUATIONS WESTMORELAND
COUNTY BH/DS." One original signature master copy shall be included in the package along with
FIVE (5) duplicate copies.
B. Questions Regarding the RFP:
Questions about the RFP may be submitted by e-mail to showmap@westmoreland.swsix.com
and must be received not later than April 23, 2024 at noon, to be considered for answer and possible
inclusion in an addendum.
C. Withdrawal of Proposals:
Proposals may be withdrawn by a Proposer at any time up to the deadline for submission.
After said deadline, proposals must remain firm (subject to negotiation of terms as provided for in
these specifications) and cannot be withdrawn for a period of thirty (30) days.
D. Familiarity With Proposed Work
The Proposer certifies that Proposer has carefully considered the work proposed and the terms
of the RFP to determine for itself the difficulties and requirements incidental to the prosecution of the
work, and that the submission of a proposal is considered conclusive evidence of such examination.
E. By submitting a Proposal, the Proposer agrees that the materials presented to the
County of Westmoreland will become the sole property of the County of Westmoreland, and
further agrees that the County may share such materials with any persons deemed appropriate by
the County, at the sole discretion of the County and its authorized officers, agents and/or
employees. Any materials considered by the Proposer to be confidential and proprietary must be
clearly marked as such. The ability of the County to treat such materials as confidential will
depend upon their qualification as confidential under the Pennsylvania Right-to-Know Law
(RTKL), and may be subject to disclosure, if necessary, to comply with the RTKL.
PROCEDURES FOR AWARD OF CONTRACT
A. Proposal Review:
1. Proposals received shall be evaluated and reviewed by representatives from
Westmoreland County BH/DS and DHS. Following evaluations of written proposals, some
firms may be selected for interview in order to determine the firm deemed best qualified.
2. Each proposal must be responsive to the requirements set forth in the Request
for Proposals. Proposals that do not meet the mandatory requirements will be considered non-
compliant.
3. The County Commissioners reserve the right to waive technicalities and to
reject any or all proposals in the best interest of the County.
B. Interview of Respondents and Selection of Finalists:
1. Proposers may be asked to attend interviews with County officials. Proposers
will be rated based on qualifications, scope of work, and price.
2. After review of proposals and conducting interviews (if any), County staff
may be authorized by the County Commissioners to commence negotiation for a contract with
the proposer recommended for the award. The Commissioners will be the signatories on any
agreement entered into as a result of this RFP.
C. Contract Negotiations:
1. Upon determination of the proposer deemed to be best qualified and authorization
by the County Commissioners, the County's representatives shall enter into negotiation of
contract terms for the required services. The County reserves the right to cancel or re-issue
the Request for Proposal.
2. The Proposer agrees to negotiate in good faith with the County to enter into a
formal agreement with the County, with such agreement substantially incorporating the terms
and conditions in the RFP and including a HIPAA Business Associate Agreement. The
Agreement will incorporate, in order of precedence, the following:
a. The Agreement.
b. The terms and conditions contained in this RFP document.
c. The proposal submitted by the Proposer.
3. The selected Proposer will be required to enter into a non-exclusive
Westmoreland County Professional Services agreement as prepared by the Westmoreland County
Solicitor’s Office. The County may enter into Agreements with more than one provider.
D. Contract Award:
1. Based on the proposal, interview, and any other information which may be
obtained by the County, the County may prepare and offer a contract for a one (1) year term
tentatively beginning July 1, 2024, and ending June 30, 2025, with the County having the
right to terminate for convenience upon advance written notice.
2. The successful Proposer shall commence work only after the transmittal of a
fully executed contract and all required insurance certificates, and after receiving written
notification to proceed from the County. The successful Proposer will perform all services
indicated in the proposal in compliance with the negotiated contract.
3. The County reserves the right to reject any or all proposals in whole or in part
received by reason of this RFP. The County will not pay for any information herein requested,
nor is it liable for any costs incurred by the Proposer.
SCOPE OF SERVICES
The selected providers will be a licensed psychologist or psychiatrist who is competent and
qualified in conducting evaluations and treatment recommendations for diagnosis in children and
adults. Services to be provided include psychiatric and/or psychological evaluations, level of care,
recommendations, and reports, regarding persons in the community or placement to assist with
treatment recommendations.
