The Town of Westerly/Westerly Public Schools (Town), Westerly, RI, acting through its
Purchasing Agent, is hereby soliciting sealed bids for the above referenced RFQ and you
are hereby invited to submit Qualifications for the Scope of Work described in this Request
for Qualifications, in strict accordance with the RFQ Documents.
TERMS AND CONDITIONS
RFQs shall be based on the Terms and Conditions as referenced in this Request for Qualifications.
RFQ DUE DATE/SUBMITTING INSTRUCTIONS
RFQs ARE DUE and MUST BE SUBMITTED on the enclosed, Attachment B, NO LATER THAN 2:00 p.m.,
EST, November 30, 2023. Envelopes containing RFQs must be sealed and addressed to the
undersigned, at the Purchasing Department, 2nd Floor office, Westerly Town Hall, 45 Broad St.,
Westerly, RI 02891 and must be clearly marked with the Name and Address of Bidder, Bid Due Date
and Time, and RFQ Number and Title. Bidders must include one original, five copies and a Digital
(soft) copy for Public Use on CD or flash drive of the Bid as defined in the Instruction to Bidders.
A non-mandatory pre-bid will be held at 12:00 p.m. on November 9, 2023, at 41 Margin St.,
Westerly, RI 02891.
BIDDER’S QUESTIONS
Questions regarding this solicitation must be emailed and received by the Purchasing
Agent at ecardillo@westerlyri.gov no later than 12:00 PM on November 15, 2023, in a
Microsoft Word attachment with the corresponding solicitation number. Questions, if any,
and responses will be posted on the Town of Westerly website at www.westerlyri.gov as an
addendum to this solicitation. Bidders are responsible for checking the Town’s website for
all addenda distributed in response to questions and requests for additional information.
SPECIAL INSTRUCTIONS TO BIDDERS
1. If the Bidder submits a supporting/additional document with their bid, that document
must include page numbers.
2. This project is Tax exempt for Rhode Island Sales Tax and Federal Excise Taxes.
3. Selection Criteria -The evaluation will be completed by the Selection Team. The
members of the Team will, individually and collectively, evaluate each properly submitted
proposal, and shall select a group of finalists. Each finalist may be interviewed by the Team
to determine, all factors considered, the most qualified and capable Firm with which to
contract. The objective measurable criteria to be utilized is stated in the attached Scope of
Work.

SCOPE OF WORK/PROJECT SCHEDULE
Site Engineering Study
RFQ 24-48
OVERALL OBJECTIVES
The town of Westerly wishes to convert a former commercial boat yard into a river-based recreational
facility for general, popular use. Currently envisioned uses of the site include:
Bike Racks
Margin Street Sidewalk
A walkway north along the Pawcatuck River
Pavilion, picnic area
Seasonal marina/slips
A raised promenade on shore at WMLT
Passive boating (Kayaking, Canoeing, Paddle boarding, rowing/sculling)
A refurbished, publicized town launch
Rest-room facilities
Transient Boating Services
Artisanal commercial fishing
Storage lockers
Restaurant/Convenience store/Food Trucks
BACKGROUND INFORMATION
The former Westerly Marina sits on a 4.35 acre site, mostly located in the flood plain on the Pawcatuck River,
which has been examined by RI DEM for contaminants and a menu of remediation methods have been
described.
The remediation is complicated by an AM/FM radio tower that includes a web of transmission cables below the
soil needing evaluation and assessment by a radio transmission engineer.
For recreational uses the Residential standard of remediation applies, with an eye to containing remedial action
costs, enabling a phased introduction of desired uses and avoiding disturbance of the radio antenna use and
function.
SCOPE OF WORK
1. Provide two draft site plan conceptual design options to:
a. Re-establish the marina use and operation, optimizing the number of slips across potential uses,
Provide parking for cars and lite trucks
b. Rebuild docks and slips including accommodation of artisanal fishing and transient services for
boats or dinghies including schematic plan to show potential size of the docks and number of slips.
Review with the town and with the CRMC
c. Refurbish the boat launch and provide nearby parking for cars/lite trucks and trailers
d. Provide passive boating/kayak launch and short term tie up
e. Provide a pavilion/picnic area
f. Provide an elevated boardwalk (nature walk) starting from the docks (a possible pavilion site) from
there south, along the river into Town Land Trust site.
g. Include parking (and electrical outlets) for a limited number of food trucks

h. Recommend Re-use or re-build of the marina building targeting programmatic uses such as:
i. small office and visitors lounge.
ii. toilets for public and marina customers.
iii. tool storage, possible small workshop; storage for town/marina equipment.
iv. storage for passive boating/kayaks/seasonal rentals -
2. Present draft options to Town with the objective of narrowing down to one scheme only. Incorporate
comments and issue site plan.
3. Recommend remediation methods as applicable from study conducted by DEM, with the objective
to implement the desired land uses as shown in the approved site plan to meet public safety, code
compliance and cost effectiveness. Recommendations must allow for the continued operation of
the WBLQ radio tower and identify underground network and transmission interference constraints.
Recommendations must reflect discussions with DEM, CRMC and other relevant regulatory bodies
4. Present site plan with remediation recommendations to Town
5. Incorporate comments
6. Provide schedule for design, permitting and construction/phasing
7. Provide cost estimate for design, permitting and construction
Deliverables shall include a report with an executive summary, narrative and site plans describing the
project, soil remediation, recommendations, schedule and cost estimate.
DURATION OF ENGINEERING STUDY
4 months from issuance of purchase order.

SUBMISSION REQUIREMENTS
CONTENTS OF STATEMENTS OF QUALIFICATIONS
To be considered responsive at a minimum the following must be provided:
- Letter of Transmittal: A Letter of Transmittal must accompany each response signed by an owner,
officer, or other authorized agent of the firm.
- Proof of Professional Registration/Certification: Evidence of individual Rhode Island Professional
Architectural/Engineer registration and Certificate of Authorization for your Firm, as well as proper
certification for AutoCAD operator to be assigned.
- Company Introduction: Respondents are also required to include a complete description and other
relevant information documenting organizational structure, number of employees and business
background and specific office locations.
- Relevant Firm Experience: Respondents must demonstrate a minimum of FIVE (5) YEARS
expertise relative to the services requested and include a listing of the firm’s projects similar in
concept to the project being proposed. Include project sheets illustrating 3 most relevant projects.
- References: Names of Organization, Contact Name, email addresses, and telephone numbers of at
least THREE (3) previous clients who are familiar with the services provided by your firm must be

included. By so listing, specific permission is granted to the Town to contact said individuals to
verify the satisfactory performance of the services provided. Respondent acknowledges that the
Town is granted specific permission to discuss past performance of Bidder and any of its proposed
team members on any projects.
EVALUATION AND SELECTION CRITERIA
THE TOWN OF WESTERLY will base its evaluation of responses on the following criteria, which are not
necessarily in order of importance:

SELECTION PROCEDURES
(a.)
The Town reserves the right to reject any or all responses, to accept any
response, to negotiate changes to response terms, and to waive minor
inconsistencies with the RFQ, if deemed in the best interest of the Town.
(b.)
Responses submitted in response to this RFQ will be reviewed against
the Selection Criteria listed above.
(c.)
Consultants submitting the most acceptable, qualified responses may be invited to
an interview with a Selection Committee.
(d.)
The highest scoring firm will be selected to submit a cost proposal to be negotiated.
The Town intends to enter into a contract with the Consultant(s) whose responses are determined to
best meet the needs of the TOWN/SCHOOLS.
