The Town of Westerly/Westerly Public Schools, Westerly, RI, acting through its
Purchasing Agent, is hereby soliciting sealed bids for the above referenced RFQ and you
are hereby invited to submit an hourly fee for the Scope of Work described in this Request
for Quotation, in strict accordance with the Bid Documents.
TERMS AND CONDITIONS
Bids shall be based on the Terms and Conditions as referenced in this Request for
Quotation.
BID DUE DATE/SUBMITTING INSTRUCTIONS
BIDS ARE DUE and MUST BE SUBMITTED on the attached BID FORM, Attachments B, NO LATER
THAN 2:00 p.m. April 23, 2024. A Bid submitted on other than the attached BID BREAKDOWN
FORM may be rejected. Envelopes containing bids must be sealed and addressed to the
undersigned, at the Purchasing Department, Town of Westerly, 45 Broad Street, Westerly, RI
02891 and must be clearly marked with the Name and Address of Bidder, Bid Due Date and Time,
and RFQ Number and Title. Bidders must include the original plus a Public copy on a disk or flash
drive as defined in the Instruction to Bidders.

A non-mandatory pre-bid walkthrough will be held on April 9, 2024 at 8:30 AM at the
Westerly High School, 23 Ward Avenue, Westerly, RI 02891:

Questions regarding this solicitation must be emailed and received by the Purchasing Dept.
at ecardillo@westerlyri.gov no later than 12:00 p.m., April 15, 2024, in a Microsoft Word
attachment with the corresponding solicitation number. Questions, if any, and responses
will be posted on the www.westerlyri.gov website as an addendum to this solicitation.

SPECIAL INSTRUCTIONS TO BIDDERS
1. Bidder shall base the Proposal on providing all materials and equipment, FOB jobsite.
2. Bid Price which exceed $50,000 must include a 5% Bid Bond and cost of Payment and
Performance Bonds. The successful Bidder will be required to post a 100% Payment and
Performance Bond.
3. Bidders shall note that their bid is based on Prevailing Wage (RIGL Sec 37-13-1 et seq.).
The successful bidder and its subcontractors must pay their workers at the applicable
prevailing wage rates (adjusted every July 1) for the various trades on a weekly basis and
submit certified weekly payroll as described in the Instructions to Bidders. Prevailing wage
rate schedules are available at the Rhode Island Department of Labor and Training website
at www.dlt.ri.gov.
4. Bidder’s prices shall include all Permits/Fees.
5. Quotes must be firm for a minimum of 120 days from date of submission.
6. Bid Completeness - Pricing submitted on this project must be an all-inclusive price. The
intent of an all-inclusive Price is such that no Adds or Change Orders will be necessary.
7. If the Bidder submits a supporting/additional document with their bid, that document must
include page numbers.
8. This project is Tax exempt for Rhode Island Sales Tax and Federal Excise Taxes.
9. The Successful Bidder MUST be able to have a response time that will allow an assigned
project to be completed when requested by the Town/School.

This solicitation is available at www.westerlyri.gov. The Town of Westerly/Westerly Public
Schools reserves the right to reject any/all bids, waive any informalities in the bids received
and to accept and award the bid to the lowest qualified bid deemed most favorable to the

ATTACHMENT "A"
SCOPE OF WORK
The project shall consist of cleaning, prepping, seal coating, and restriping the parking lots of
Ward High School. This job consists of two different sections.
Front Teachers Parking Lot, Ward Ave
Back Student Parking Lot, Ward Ave
The successful bidder must include costs to complete the scope of work per Local, State, Federal Codes,
and OEM specifications.
The address to the project is 23 Ward, Westerly R.I. The specifications listed below are intended as
general guidelines to be followed by the contractor in preparing a proposal and during the ensuing
project. The brand name materials listed are intended as a standard to be met and contractors may
submit alternates that are equal to or superior to the products listed.
All parking lot edges shall be dressed out and all weeds and grass removed from the edges.
All surface exposed cracks shall be hot pour filled prior to seal coating. This shall include all cracks 3/8” or
more. Cracks shall be filled with any of the following approved products or products equal or superior in
quality: CrackMaster Supreme Hot Pour Crack Sealant SMT-190 by Sealmaster, Deery 102P Hot Applied
Sealant by Deery American Corporation or Crafco RoadSaver 534 Crack and Joint Sealant by Crafco
Incorporated.
Care shall be taken so as to not cause damage by equipment or materials to WPS property.
Where the asphalt sealing abuts concrete curbing or concrete flat work, special care shall be taken to
prevent the asphalt sealer from spraying or being applied to the concrete. Provide a clean, neat
application. Failure to do so may result in price deductions.
Under no circumstances shall application be made unless pavement and ambient temperatures are
above 50 degrees F and good drying conditions are present and can be reasonably predicted for the next
24 hours.
Schedule of work and proper signage and barriers shall be such that no vehicular traffic will be on newly
sealed parking areas for a minimum of 24 hours
CLARIFICATIONS
All work must be completed by 8/17/24
All disposal, shipping and rigging costs are the responsibility of the awarded vendor and the
associated costs are to be included in the bid price
The parking lot area square footages in Attachment A2 are approximated. All contractors shall
make their own field measurements prior to bidding. Your bid shall be based on the actual field
measurements and not on the approximated square footages provided by WPS. No change
orders or price increases of any kind shall be allowed due to any difference between the WPS-
supplied square footages and the actual field measurements of the contractors. Each contractor
shall supply the actual field measurements that they have recorded for each parking lot on the
proposal form where indicated.
The lump sum bid must include all labor and material to fully complete the project.
Add ADA required parking spots (if needed) to meet code compliance requirements.

All parking lots shall receive crack filling and one (1) coat of coal tar sealer with any of
the following approved products or products equal or superior in quality: SealMaster
Coal Tar Concentrate Pavement Sealer SMT-100 by Sealmaster, Jennite Coal Tar
Pavement Sealer by Neyra Industries, or Seal-Pave by Surface Coatings Company
All areas with surface markings shall be striped overlaying the same layout using white
marking paint. The paint material used shall be traffic zone latex paint sprayed on for
asphalt surfaces. All handicap accessible spots must be marked in blue and white and
meet all marking requirements of the federal Americans with Disabilities Act (ADA).
Add Directional Arrows to direct flow of traffic through the parking lot in compliance with
code.
