THIS PROJECT IS FUNDED BY A FEDERAL GRANT
The Town of Westerly/Westerly Schools (Town), Westerly, RI, acting through its Purchasing Agent, is
hereby soliciting sealed bids for the above referenced RFQ and you are hereby invited to submit a Lump
Sum Proposal for the Scope of Work described in this Request for Quotation, in strict accordance with
the Bid Documents.
TERMS AND CONDITIONS
Bids shall be based on the Terms and Conditions as referenced in this Request for Quotation.
NON-MANDATORY PRE-BID
A pre-bid conference will be held commencing at 2:30 p.m. on February 2, 2024, at Westerly High
School at 23 Ward Ave., Westerly, RI 02891. Attendance is non-mandatory but encouraged as this
will be the bidders’ only opportunity to visit and familiarize themselves with the facility where they
will be providing services, so that they may respond accurately to this RFQ.
BID DUE DATE/SUBMITTING INSTRUCTIONS
BIDS ARE DUE and MUST BE SUBMITTED on the attached BID FORM, Attachments B, NO
LATER THAN 2:00 p.m. EST, February 16, 2024. A Bid submitted on other than the attached BID
BREAKDOWN FORM will be rejected. Envelopes containing bids must be sealed and addressed
as follows:

Proposals will be publicly opened and read aloud at 2:00 pm on February 16, 2024 at Westerly Town Hall
Council Chambers.

SPECIAL INSTRUCTIONS TO BIDDERS
1. Bidder shall base the Proposal on providing all equipment, Delivered FOB Town of
Westerly, at location to be determined by the Town.
2. Quotes must be firm for a minimum of 120 days from date of submission.
3. Bid Completeness - Pricing submitted on this RFQ must be an all-inclusive price, also
known as a “Hard Bid”. The intent of an all-inclusive Price is such that no Adds or
Extra Changes will be necessary.
4. This project is Tax exempt for Rhode Island Sales Tax and Federal Excise Taxes.

1.0 - Overview
The Owner (Westerly Public Schools) through its Owner’s Project Representative (Colliers Project Leaders)
and its Design Engineer (H.F. Lenz Engineering) are soliciting bids for:

Multiple Phases:
Please note that there is the possibility this project will require multiple phases. The first phase would be all
work requiring internal access to the school. This would be completed by the Substantial Completion Phase
1 date as set in this RFQ. Phase 2 would be the installation of the rooftop/exterior HVAC equipment,
potentially during the time the school is open. This work will mee the Phase 2 substantial completion date.
Please include 2 separate mobilizations in your cost proposals as a separate line item.
Project Description:
Westerly Public Schools – High School HVAC Renovation Narrative
The intent of the project is to provide ventilation air to areas, which previously had ventilation systems,
however, at one point where disconnected or removed and never replaced. The project will also provide in-
kind replacement of ventilation fans and heating/ventilation equipment, which have either already failed, or
are at the end of useful life. These upgrades will provide significant improvement to the High School's existing
HVAC systems, however, due to limited budget/scope, does not encompass all square footage of each
building, only selected locations. The general scope is as follows:
Ward High School: Add outside air ventilation system at auditorium. Add ceiling mounted unit ventilator at
Nurse’s area and increase exhaust capacity of Nurse bathroom exhaust vents. At the south wing, replace
heating/ventilation units and exhaust fans which have failed or are at the end of their useful life.
Babcock Hall: Add outside air ventilation system at auditorium. At the South 1st and 2nd floor classrooms
install missing exhaust grilles and connect to existing exhaust system. At the North classrooms install new
exhaust fans and ductwork tying into previously abandoned exhaust grilles.

link). This bid is based on Drawing issuance “2024 0108_Westerly HVAC Ventilation_DD Submission”
(DD)* dated 01/08/2024. Any Drawing addendums issued during the RFQ period will be made publicly
available alongside RFI responses and should be acknowledged by each bidder on their bid form.
*The 60%-100% CD Package will be issued as an addendum the week of 1/29/2024.

Contractors Subject to Provisions –Weekly Payment of Employees:
All contractors who have been awarded contracts for Westerly Public Schools, by an awarding agency or
authority of the state or of any city, town, committee or by any person or persons therein, in which state or
municipal funds are used and of which the contract price shall be in excess of one thousand dollars ($1,000)
and their subcontractors on such public works shall pay their employees at weekly intervals and shall comply
with the provisions set forth in 37-13-4 to 37-13-14.1, inclusive of the Rhode Island General Laws of 1956 as
amended.
