Grant Administration & Writing Services
This is a request for qualification, not a request for bid. Responses will be evaluated on the
basis of their qualifications; there will be no public opening or reading of the qualification
statements received pursuant to this request. Interested parties must provide a qualification
package on or before Wednesday, December 13, 2023 at 11:00 am.
Specifications may be obtained at the Purchasing Office, 25 Fifth Avenue, Narragansett,
Rhode Island between the hours of 8:30 a.m. and 4:30 p.m. Monday through Friday
and are available on the Town of Narragansett website, www.narragansettri.gov.
All proposals must be submitted in duplicate, and clearly marked:

GRANT ADMINISTRATION & WRITING SERVICES
Proposals must be enclosed in an opaque envelope addressed to "Purchasing Manager,
Town Hall, 25 Fifth Avenue, Narragansett, Rhode Island 02882-3699" bearing the
name and address of the bidder.
No vendor may withdraw his/her proposal within ninety (90) days after the scheduled
closing time for receipt of the proposal.
The Town of Narragansett reserves the right to reject any/all proposals, waive any
informalities in the proposals received and to accept and award the proposal deemed
most favorable to the interest of the Town of Narragansett.
Individuals requesting interpreter services for the hearing impaired must notify the Finance
Department (401) 782-0644 three business days prior to the RFQ opening.

REQUEST FOR QUALIFICATIONS
to Provide Grant Administration &
Writing Services
I. Scope of Work
The Town of Narragansett, RI, requests Statements of Qualifications for a consultant
w h o will be responsible for grant administration services, for the Town of
Narragansetts infrastructure projects and priorities, to identify, research, submit
and track funding opportunities, relative to but not limited to Federal and State (RI
DEM, EPA, USDA, RI Infrastructure Bank etc.), as well as resources from private
foundations. The consultant should have skills and experience in successfully
securing funding from the aforementioned sources and have experience in working
with local, Federal and State officials, their agencies and departments. The
consultant should have extensive experience and qualifications in grant management
and Federal and State regulatory compliance. Responses should consider that this
position may be a part-time position, or a contracted position, which would be
determined by the Town Council
II. General Information

Please use the above contact (Susan Gallagher) and do not contact other staff
or elected officials regarding this procurement process. Improper contact may
result in disqualification of your proposal. No pre-proposal conferences or
meetings shall be conducted. Any questions that are necessary to complete
submissions should be sent in writing no later than five (5) business days prior
to submission deadline to name listed above.
III. Submission of Qualifications
1. Qualifications shall be delivered to the Town of Narragansett, Purchasing
Department, Susan W. Gallagher, Purchasing Manager, 25 Fifth Avenue,
Narragansett, RI 02882 with two (2) copies and a thumb USB drive with digital
copy. Statements of Qualifications/Proposals received after that time indicated
will not be considered. Copies via email will also not be accepted. The Town
is not responsible for late submissions. Envelopes should be labeled with the
title Sealed RFQ- Grant Administration and Writing Serviceswith the
due date.
2. The Town reserves the right to cancel or reject any or all qualifications and/or
to negotiate and award a contract deemed to be in the Towns best interest.
3. The Town shall not be liable for any expenses incurred by any firm responding
to this RFQ. Firms submitting a proposal in response to this RFQ agree that

the materials and submittals are prepared at the firms own expense with the
express understanding that the firm cannot make any claims whatsoever for
reimbursement from the Town for the costs and expense associated with
preparing and submitting a proposal.
4. Each firm shall hold the Town of Narragansett harmless and free from any
and all liability, costs, claims, or expenses incurred by, or on behalf of, any
person or firm responding to this RFQ.
5. The Town is not required to enter into a contract with any respondent if
deemed not in the best interest of the Town. The respondent certifies that to
the best of its knowledge no employee of the Owner nor any member thereof,
nor any public agency or official affected by this submission, has a pecuniary
interest in the business of the respondent, and that no person associated with
the respondent has any interest that would conflict in any manner with the
performance of the work associated with this submission.
6. The Town of Narragansett is an Equal Opportunity Employer. For purposes of

7. Proposals must include a cover letter, a description of the consulting firm's
capabilities and services, a listed history of the firm's expertise as stated, with
background and experience requirements, along with the resumes of qualified
professionals who will be responsible for completing assigned tasks. This
material should also be provided for key sub- consultants. A completed and
signed W9 must also be submitted.
IV. Addendum to the Request for Proposals
All changes to this request and any questions will be answered on an
Addendum posted to the Towns website.

V. Evaluation Criteria and Selection Process
1. Firms must meet the minimum qualifications and requirements set forth in this
Request for Proposals. A very low rating in any of the categories will be
sufficient cause for the rejection of incomplete materials.
2. Respondents will be evaluated on the basis of written material submitted and
according to the following conditions:
Required Qualifications of the Firm
The qualifications, experience and past performance of the respondent will be
judged against the scope of services. The consultant should preferably have
five (5) years or more experience with grant writing and administration
services, list clients and funding secured from noted Federal or State agency
and department. Consultant should list experience and outreach in working
with RI municipalities, non-profit organizations, Federal and State Agencies.
Proposed key staff qualifications and experience
The evaluation team will review the resumes of the respondent's proposed
staff to determine the level and type of qualifications and experience as it
relates to the scope of services. The same criteria will be applied to the
personnel of proposed subcontractors which the respondent intends to
employ.
The information on staff qualifications should include education, training,
technical and project experience, names and points of contact of prior
employers and dates of employment, relevant and related experience, job
descriptions on current and prior projects and any applicable certifications.
Resumes should include a list of knowledge, skills and abilities of the individual
which qualify that individual for the assigned position that individual will hold.
References are a plus.
List experience in working with Federal and State agencies and types of funding
secured.
Project methodology approach
Each proposal will be evaluated on the respondent's experience in representing
Rhode Island municipalities in front of Federal and State agencies, boards and
commissions. The respondent should submit a project strategic plan that supports
the Town, community, its resources and its residents.
Compensation
The Consultant shall supply fee structure for the aforementioned services. In the
event two or more respondents receive equal points, an interview will be conducted
with each firm. It is Town's discretion to interview any potential respondents to this
