INVITATION TO BID
RECEIPT OF BIDS:
Sealed bids for the
2024 COLORADO GULCH PEDESTRIAN BRIDGE PROJECT
addressed to: “Blaine County” will be received until 3:00 PM, Local Time, on March 21, 2024, and then
publicly opened and read aloud at BLAINE COUNTY COURTHOUSE, 206 SOUTH 1ST AVENUE, HAILEY,
IDAHO 83333. The public may attend the formal bid opening via Teams meeting.
OBTAINING CONTRACT DOCUMENTS:
The Contract Documents will be available beginning at 1:00 PM, Local Time, on February 28, 2024. The
Contract Documents may be examined at the Blaine County Courthouse, 206 South 1st Avenue, Hailey,
Idaho 83333. Copies of the Contract Documents in PDF file format may be obtained upon request by
contacting Chris Corwin, ccorwin@co.blaine.id.us, (208) 788-5508. Printed copies of the Contract
Documents may be obtained upon similar request, at the cost to the Bidder of $25 for reproduction and
handling, plus any necessary postage. No return of reproduced documents is required, and no refund will
be made.
DESCRIPTION OF WORK:
The proposed Work consists of construction of the Colorado Gulch Pedestrian Bridge. This construction of
the bridge will require the removal of the remnant concrete abutments out there now, new poured-in-
place concrete abutments set on driven piles, and a steel truss bridge with wood decking that is
prefabricated as described in the Project Drawings. The pathway is to be a natural pathway.
Improvement/rehabilitation using natural materials like dirt or wood chips on an existing natural pathway
that measures approximately 15ft x 450 ft, to access the bridge site, for construction and for pedestrian
access after work is completed.
The Work shall be completed in accordance with the Contract Documents. The Contractor shall bid the
construction of the abutments, approach, and bridge, accordingly. Bid Forms will be provided in the
Contract Documents. The project is planned to be completed by September 15, 2024. If this date is not
able to be met by contractor, please indicate in submittal.
BID SECURITY:
A Bid must be submitted on the prescribed forms and shall be accompanied by Bid Security in the form of
a certified cashier’s check, or a corporate bid bond executed on the prescribed form, payable to the Blaine
County, in the amount of five percent (5%) of the amount of the Bid. The successful Bidder will be
required to provide Performance and Payment Bonds each in the amount of not less than one-hundred
percent (100%) of the contract price.
OTHER REQUIREMENTS:
Bidders must have a Public Work Contractor’s License for the State of Idaho in effect as of the bid date.
Bidders will submit a list of all subcontractors with their Bid.
The attention of Bidders is directed to the applicable local, state, and federal requirements regarding
conditions of employment to be observed.
PROJECT ADMINISTRATION:
All questions regarding this project prior to the opening of Bids shall be directed to Danielle McKee via
email to dmckee@co.blaine.id.us. Questions will be due no later than March 11, 2024 and answers will be
distributed to all plan holders by March 14, 2024. No “substitutions” of products will be considered for
approval prior to the award of the contract. Blaine County reserves the right to reject any and all Bids.
