Description of Work
Location: 401 Bellevue Park Drive, Belleville, IL, 62226
Proposed Improvement: Resurfacing and converting tennis courts to pickle ball, renovate the amphitheater, remove and replace the existing playground with a new play and swing area, construct a pavilion, construct an exercise court, repair about 330 feet of lake bank stabilization, and remove 50 feet of culvert and build a swale with ornamental grass plants.

Bidders Instructions
1. Complete digital project bidding documents are available by emailing Oates Associates, Inc. at oai@oatesassociates.com or by downloading the plans from the City’s website at www.belleville.net.
2. To bid the project, you must register as a plan-holder with Oates Associates by email the address above or by contacting Terri Schlater at 618-345-2200.
3. IDOT prequalification is NOT required.
4. The successful contractor will enter into the City of Belleville’s Project Labor Agreement, attached at the end of the special provisions.
5. The project is a “Public Works Construction” Project as defined in the Illinois Prevailing Wage Act 820 ILCS 130. As such, all bidders shall account for in their bids and will be subject to the general prevailing wage rates for St. Clair County, Illinois, currently published and as amended from time to time by the Department of Labor. Prevailing rate of wages are revised by the Department of Labor and are available on the Department’s official website.
