E. CHICAGO ST. SANITARY SEWER SERVICE LINING PROJECT
Sealed Bids will be received by the City of Elgin, Illinois (Owner) electronically by the Purchasing Department, until 3:00 P.M., local time on Wednesday, August 9th, 2023 for the E. Chicago St. Sanitary Sewer Service Lining Project. The specifications and bidding documents are available for viewing and download for no cost at the City of Elgin’s electronic bidding web portal: https://cityofelgin.ionwave.net/VendorRegistration/PreliminaryInfo.aspx.
An original bid bond (in the amount of 5% of the original bid amount) must be delivered to the City of Elgin Purchasing Department, 150 Dexter Court no later than 12:00 pm on Wednesday, August 9th, 2023, which sum shall be forfeited in case the successful bidder fails to enter into a binding contract and provide a properly executed contract and surety bond within 15 days after the date the contract is awarded by the City Council. All other bid documents shall be uploaded to https://cityofelgin.ionwave.net/CurrentSourcingEvents.aspx.
A mandatory pre-bid meeting will be held on date Friday, July 21st, 2023, at 9:00 A.M. at Elgin Public Works Department located at 1900 Holmes Rd Elgin, Il 60123, Elgin, Illinois, 60123. Any Bidder who does not attend the Pre-Bid Meeting will have their Bid rejected. The Bidder is also encouraged to visit the site to become more familiar with existing site conditions and proposed project work.
The Work is generally described as follow:
The intent of this bid proposal request is for the City to upgrade existing private sanitary sewer services within the project limits identified herein by proposing Cured In Place Pipe (CIPP) lining of the private sanitary sewer service laterals. The bidding contractor is to understand that this bid proposal is a participation type project and will be dependent upon owner’s participation by signing up for the City’s identified program and by also signing agreements that are being secured separately by the City. The project limits shown in the contact documents have identified the following approximate private service laterals and totals summarized below:
Total of approximately ninety-nine (99) private sanitary sewer service laterals that will requiring CIPP lining:
• Fifty-Four (54) Sanitary sewer service – Short Side*
• Forty-Five (45) Sanitary sewer service – Long Side*
• *the side of the private sewer service lateral that leads to a building being served relative to the location of the sanitary sewer main if not centered equally on either side of the main. Two types have been identified and included as part of this project which are a Short Side or Long Side.
The lining of the private sanitary sewer services is expected to extend from the sewer main line and terminate at a newly installed cleanout as part of the project. The location of the installed cleanout will be field verified on a case-by-case basis during the contactor’s initial investigation and will be ultimately located within the Right-of-Way (ROW) or within a predetermined location on private property that will be approved/agreed upon by the City and the Owner prior to the clean out installation.
Such work shall include but is not limited to furnishing all labor, materials, equipment and other as-included items necessary for the completion of bid quantities shown within the contract documents and items described as the following: initial cleaning of the sanitary sewer lateral; pre-construction televising of the sanitary sewer lateral; identifying location of the existing sanitary sewer lateral; installation of a clean out on the private sanitary sewer lateral; installation of the CIPP lining in the sanitary sewer lateral; parkway and property restoration; post-construction televising of the lined sanitary sewer lateral; and other miscellaneous items of work (such work and other activities related thereto collectively referred to as the “Work” in accordance with the Contract Plans and Specifications).
The successful bidder shall be required to furnish a Performance and Payment Bond equal to one hundred percent (100%) of the total contract price as security for the faithful performance and the payment of all bills and obligations arising from the performance of the contract. The Contract Bond prepared by a surety company authorized to do business in the State of Illinois covering the full amount of the contract.
The successful bidder and all Subcontractors shall be required to conform to the labor standards set forth in the Contract Documents. The successful bidder shall pay prevailing wage and shall provide certified payrolls to the City for the duration of the Project. This project must comply with the Elgin Responsible Bidders Ordinance and the Illinois Works Jobs Program Act (Apprenticeship Initiative) [30 ILCS 559/20/20-1].
Due to the high unemployment rate caused by the ongoing COVID19 pandemic, the Employment of Illinois Workers on Public Works Act became effective on July 1, 2020. This Act requires the workforce on all public works projects to be comprised of a minimum of 90% Illinois residents. This applies to workers and does not exclude out-of-state companies from bidding on projects. The successful bidder shall submit a list of qualified references for projects of similar size and scope of the project. Proposal withdrawn may not be resubmitted at the same letting. Each bidder shall satisfy the City as to their ability, financially or otherwise, to carry out the work. The right is reserved to reject any or all bids or to waive technicalities and any informality in any bid.
