REQUEST FOR QUALIFICATIONS (RFQ):
The Town of Normal will receive statements of qualifications for the following:
Professional Engineering & Architectural Services 2024-2027
The Town of Normal is seeking Statements of Qualifications from professional engineering and architectural firms to assist with the implementation of the Town’s community investment plan including project work in the areas of transportation, surveying, water, sewer, storm water management, GIS, parks and recreation, and architecture and MEP engineering with sub-specialties related to energy. Statements of Qualifications must be submitted electronically (pdf format) to the Town of Normal Public Works & Engineering Department via e-mail to

with a subject heading of "Professional Services – Firm Name”. Statements of Qualifications (SOQs) must be received by 12:00 PM CST on Tuesday, January 16, 2024. Submittals received after the deadline will not be eligible for selection.
A RFQ packet containing project information, submittal instructions, content requirements, conflict of interest forms, professional services contract, and selection procedures may be obtained from the Town of Normal website at
http://www.normal.org/bids.aspx
. All submitted proposals shall include the completed conflict of interest form included in the RFQ packet. Submittals must not contain any cost information.
Selection will be in accordance with The Brooks Act, (40 USC 11) and the FHWA’s requirements for Procurement, Management, and Administration of Engineering and Design related Services (23 CFR 172) to promote open competition by advertising, ranking, selecting, and negotiating contracts based on demonstrated competence and qualifications for the type of engineering and design related services being procured, and at a fair and reasonable price. The evaluation criteria and weighting for this project is as follows: staff capabilities - 40%, firm experience - 30%, technical capabilities - 20%, specialized expertise – 10%.
The contract awards will be made by the Normal Town Council and their decision will be final.
