Description:

The City is seeking a consultant to assist in the establishment and operation of the Quad Cities Regional Film Office. Such a consultant should have experience in the film industry (including to markets outside the Quad Cities region and the State of Illinois), establishing channels of communication, and creation of marketing plans. The consultant should have some familiarity with laws and practices applicable to the film industry, including relevant training programs and comparable local/regional film office efforts. The consultant will work with an advisory consultant that is already under contract with the City, staff from the Community and Economic Development Department, and interested community members during the course of their work.

The division of labor will essentially be that City staff handle grant management, the advisory consultant continues to leverage their professional network to inform the effort, and the operations consultant undertakes the day-to-day running of the film office. This work would include developing a strategic plan, planning events, marketing the region, coordinating with productions, and so on.

Qualifications:
1. Bidders must be currently licensed as required by the State of Illinois.
2. Bidders must have or be able to obtain all applicable licenses and permits in addition to meeting all local, state, and federal requirements to perform requested work.
3. Bidders must have and provide proof of General Liability, Vehicle, and Workers Compensation Insurances and name the City of Rock Island as a Certificate Holder.
4. Bidders must have at least five years of experience in relevant work.
Special Requirements:
The proposal should include the following sections to coincide with this RFP:
A. Description of your firm including size, location, number, and nature of the professional staff to be assigned to this project. Include as well a timeline for project completion.
B. Staff experience and training, including a brief resume for each key person listed. Describe experience your firm or organization has in pertinent creative and film industry consulting experience.
C. Experience in assisting similar entities, including any and all services for government agencies. List of at least three (3) references where and when your

firm provided similar services. Please provide names and telephone numbers of contact persons for each reference.
D. Additional services offered through your firm, if any that may be relevant to this effort or future possibilities.
E. Explain what you believe is the main challenge in attracting film production activities to the Quad Cities Region, or cultivating a local film culture, and how you approach this challenge.
F. Explain your national marketing experience and how you would market the office externally.
G. The proposed term and fee schedule, including your commission rate and any other costs for services and how the rate varies in event there are other consultants involved in the project.
