It is the intention of the City to prequalify respondents through this RFQ to assist with design services. These prequalified firms may aid in the planning, design, bid document development, and limited construction period services for a variety of project types. Firms may elect to submit for one or more of the project categories. The prequalification list(s) resulting from this RFQ will be used when seeking proposals for various design contracts through January 1, 2026.

REQUEST FOR QUALIFICATIONS (RFQ) #24-30
On-Call Architectural and Engineering Design Services
PURPOSE
The City of Davenport, Iowa (hereafter referred to as “City”) invites consultants to submit
qualifications for consideration to provide professional engineering, architectural, and related
design services for City public improvement projects. It is the intention of the City to prequalify
respondents through this RFQ to assist with design services. These prequalified consultants may
aid in the planning, design, bid document development, and limited construction period services
for a variety of project types. The prequalification list resulting from this RFQ will be used when
seeking proposals for various design contracts through January 1, 2026.
INQUIRES
Questions regarding the RFQ shall be submitted through the City of Davenport electronic
submission system under the “Questions” tab at: https://davenport.ionwave.net by November 27,
2023 at 10AM CST. Answers to questions, if any, will be posted in the same location by
November 29, 2023 at 2PM CST. It is the vendors responsibility to review the answers provided.
Be advised that any conversations referencing this RFQ between suppliers and
any City employee, City official, or City Project Manager outside of the Purchasing
Division, during the entire RFQ process is strictly prohibited. Such actions will
result in the removal of the vendor from the bidder’s list and rejection of the
vendor’s submission. The ONLY official position of the City is that position which
is stated in writing and issued by the Purchasing Division. No other means of
communication, whether written or oral, shall be construed as a formal or official
response statement.
RFQ SUMMARY
Qualification submittals in response to this RFQ will be used to evaluate and prequalify
consultants for work on a variety of future City projects. The types of projects that may be
available to prequalified “on-call” consultants will generally be simpler projects with relatively
straight forward scopes of service and somewhat limited funding/regulatory agency requirements.
Once a project is identified, prequalified on-call consultants will be provided with information
identifying specific project requirements, information from records, a general scope for the project
and expected deliverables. From this information, the prequalified on-call consultants will be
expected to seek any required clarifications and submit a proposal for the project to the project
manager.

Consultants with expertise in one or more of the specific disciplines outlined below are
encouraged to submit a response to this RFQ. Consultants may elect to submit for one or more
of the project categories.
The following project categories will be considered as part of this RFQ:
Retaining Walls May include design of new or replacement retaining walls or repair
of existing retaining walls. Retaining walls may be publicly or privately owned.
Streetscaping May include design of areas ranging in size from one parcel to multiple
blocks in the downtown area. Streetscaping projects often require lighting/electrical
and/or structural design components.
Bridges May include design of replacement, or repairs, and associated improvements.
Less commonly non-routine/non-regular bridge and/or culvert inspections.
Buildings and Architectural May include building inspection, repairs, restorations
and/or improvements. Services may require structural engineering services or
architectural services, or both. Services may also include assisting City staff in the
evaluation of privately owned facilities.
Mechanical, Electrical and Plumbing (MEP) May include planning, studies, and/or
design of MEP improvements and/or repairs to City owned or maintained buildings.
Parks May include planning or design of park shelters, playgrounds,
trails/sidewalks, landscaping and other related work within City parks, on City
properties or within City rights-of-way.
Public Utilities May include sanitary or storm collection system repairs and
improvements.
Street Improvements May include street or alley construction, reconstruction, or
rehabilitation as well as public utilities, sidewalks, curb ramps, and other related
work.
Traffic Engineering Traffic Impact studies, Traffic Impact Letters and less
commonly, studies related to evaluating potential traffic related policy changes.
Surveying May include topographic, construction layout or boundary surveying in
various forms, at various times through the project development process. Work can
range from determining ownership of a particular feature (i.e., retracement) to the
production of easements to staking in support of property acquisition efforts or for
construction.
Information from the City’s Capital Improvement Plan (CIP) can be found on the City’s website
at https://www.davenportiowa.com/government/davenport_cip. It is anticipated that public
improvement projects with local funding available in 20242026 and requiring consultant
services that are not currently included in a design contract, and with total consultant fees of
less than about $400,000 per project would be considered under this Request for Qualifications.
The majority of the projects that will be issued through the On-Call Design Services process will
have fees less than about $40,000, will be funded with local monies (i.e. limited funding
requirements), will have limited ROW acquisition needs and will be relatively less complex in
nature.
Projects funded through state or federal funds may be awarded through this RFQ, although it is
more likely to be through a project specific RFQ as required by the funding agency.
Projects are expected to occur over a number of years with different construction years, and
award of project design contracts may be delayed to better align with overall project funding.

Please note that project work within City programs may, or may not, be included in the projects
available to the awarded consultants.
SCOPE OF SERVICES
The information provided in this section is not intended to comprise a detailed scope of services
that will be required in a final consultant contract but is intended to provide general information
to consultants that choose to submit qualifications. The City will review the detailed scope of
services, schedule and fee submitted by consultants for each project.
Each contract for engineering and design services may include, but is not limited to, the
following:
Conduct a kick-off meeting with City Staff.
Review available information provided by the City.
Survey and field verify the project area (using the Iowa State Plane South Coordinate
System).
Survey boundary work and preparation of acquisition plats, as needed.
Create a base map for use during design and project document development.
Project team meetings (City and Consultant staff) and field visits as necessary.
Provide project plans, including estimate of construction costs, for review at
preliminary, check and final plan milestones through City ePlan system.
Provide special provisions, for review at check and final plan milestones.
Provide information to be used by City staff to coordinate with private utility
companies, as needed, for required utility coordination.
Provide final bid documents, including an engineer’s estimate of construction costs.
Bid phase services, as necessary, including but not limited to, assisting the City
in responding to bidder inquiries on technical matters and preparing the
appropriate clarifications and addenda.
Limited construction period services as needed, potentially including but not
limited to, attending construction meetings and issuing meeting notes, shop
drawing review, responding to Requests for Information (RFIs), issuing
Instructions to Contractors (ITCs), preparing punch lists, assisting with closeout
and providing as-built record drawings based on contractor mark-ups.
Following selection of a preferred consultant for each project, the City will meet with the selected
consultant to review final project design scope and fee.
QUALIFICATIONS FORMAT
Respondents must supply the following information in the order listed below. Each section
should be clearly labeled with numbered pages and correspond to the number and titles below.
Failure to include all listed items, in the order outlined below with the associated headings,
may result in a rejection of the submission.
Specific requirements for each section, outlined below, have been minimized in order to allow for
flexibility for each consultant to provide information they feel best conveys their qualifications. All
information and materials requested as General Qualifications (Sections 1, 2, and 3) shall be

provided in the submittal under a single cover. Information and materials requested as Project
Category Qualifications (Sections 4 and 5) shall be provided in the submittal under a single cover
per project category. The submittal length shall be limited to a maximum number of pages,
based on the sections described below, not including dividers and covers. Minimum font size shall
be ten (10) point.
General Qualifications:
1. Cover Letter | Provide a cover letter indicating your Firm’s philosophy, areas of
concentration, and how the categories align with the firm’s expertise. The letter must be
brief and provide information regarding the firm’s interest in and ability to perform the
requirements of this RFQ. The letter shall be signed by an individual who is authorized to
enter into an agreement with the City of Davenport. Include contact information. Identify
project categories for which the consultant would like to be considered. (1 page
maximum)
2. Firm Background | Provide number of years in business under present name, and
provide the name and address of each office and location including the office location
where the majority of the work will actually be performed. Describe the general nature of
services provided by the firm, the location of main and branch offices, and the number of
years the firm has provided services similar to those anticipated in the categories included
in the Request for Qualifications. Any sub-consultants who are expected to be a part of
the design team should be identified. (2 pages maximum)
3. Project Approach | Provide the Team’s approach to the development and completion of
design of a project with similar size and scope. (2 pages maximum)
Project Category Qualifications:
Sections 4, and 5 should be submitted for each category for which the consultant would
like to be considered.
4. Qualifications of Key Personnel | Please provide a detailed description of your assigned
project team, including:
a. Identify the engineer and/or project manager (primary contact). Also identify
project engineer(s) and/or design technician(s) expected to produce the design.
i. Demonstrate their qualifications and experience:
1. in the design of projects within the given category
2. working with preferences, standards and procedures of the Iowa
DOT, SUDAS, or MasterSpec as applicable
3. outlining applicable professional registrations or certifications
b. Examples of cost-control strategies and cost-sustainability strategies.
c. Demonstrate the organization of the proposed design team and outline their
respective roles and responsibilities.
d. Provide resumes for key personnel to be assigned to the project(s).
(4 pages maximum per category)
5. References | Provide at least five (5) references of similar design projects that your
company provided services for. For each reference, please include the below information:
a. Project name and location
b. Name and address of client
c. Contract start date and duration of project

d. Type and size of contract
e. Photograph of completed project
f. Describe the firm’s role in the project
g. Name of the General Contractor and contact information
QUALIFICATIONS SUBMISSION
Submissions will be accepted by the City of Davenport electronic submission system at:
https://davenport.ionwave.net until December 13, 2023 at 10AM CST. You must be a registered
supplier to submit. This is a one-time, no-fee registration. The system will not accept late
submittals. No paper, emailed, or faxed submission will be accepted. It is recommended that
vendors allow plenty of time for registration and submission upload, the system will save your
work.
The City often receives Freedom of Information Act (FOIA) requests. Per Iowa Code, vendors
submitting to a RFQ are allowed to remove any proprietary information prior to their submission
being made public. In the Response Attachments tab for the RFQ, a “Public Copy” is requested.
In the Public Copy, the vendor may remove or redact any propriety information from their
submission. The Public Copy, rather than the original Qualifications Submission, will be
distributed should the City receive a FOIA request.
SELECTION CRITERIA
To be considered, consultants must document the knowledge, skills, and abilities of key team
members, and resources available to the team as provided by the consultant. If, at the City’s
discretion, no consultant submissions meet the minimum qualifications for one or more
categories, the City of Davenport reserves the right to decline all submittals and proceed with
another consultant selection process.
Submittals will be evaluated through a comprehensive approach that balances the consultant’s
demonstration of the below competency areas for each project category:
Qualifications (40%) | Illustrates and demonstrates work on projects of similar scope and
size, along with relevant work with regulatory agencies.
Experience with Specifications (25%) | Illustrates and demonstrates experience working
with preferences, standards and procedures of the Iowa DOT, SUDAS, or MasterSpec as
applicable for project category.
Project Approach (25%) | Demonstrates an understanding of the scope of the types of
projects within a given category illustrating work on projects of similar scope and size.
References (10%) | Reference projects should be of similar size and scope as those for which
the consultant would like to be considered. Particular emphasis should be placed on
innovative, sustainable and cost-effective solutions.
RFQ EVALUATION AND SELECTION PROCESS
Submittals will be opened at the date and time specified and each submitting consultant will be
recorded as a respondent. Submission content will be kept confidential until after the award has
been made. After the award has been made, submittals will become public record and can be
released upon records request. The City may reject any submission not in compliance with all
