Notes:
The City of Davenport, Iowa is accepting bids from qualified vendors for the W. 53rd
Street Diamond Grinding Project (Northwest Blvd. to Candlelight Creek).
Project work includes Full depth patching, painted pavement markings, diamond
grinding of the PCC surface and other appurtenant items for W. 53rd Street, from
Northwest Blvd. to Candlelight Creek. Also includes the furnishing of all labor,
materials, equipment, and services necessary for the W. 53rd St. Diamond Grinding
Project, including but not limited to: Diamond Grinding, Slurry Management and
Removal, Painted Pavement Markings, and other related construction. It is
recommended that Contractors become familiar with existing site conditions prior to
bidding.
Bids must be submitted through the City of Davenport e-bidding system
(https://davenport.ionwave.net); no emails, faxes, paper copies or any other
submission method will be accepted. Within the system, each tab of the
Invitation to Bid must be reviewed and responded to accordingly.

1 Communication Disclosure
Any communication in reference to this Invitation to Bid between bidders and any City employee or official, outside
of the Purchasing Division, during the entire competitive bidding process is strictly prohibited. Such actions will
result in the disqualification of the vendor/rejection of the vendor's bid.
The only official position of the City is that which is state in writing and issued by the Purchasing Division. No other
means of communication, written or oral, shall be construed as a formal or official response statement.

2 Bond Requirements
For all bids over $100,000 the City of Davenport requires a bid bond for 5% of the total amount of the project to be
submitted with the bid. The bid bond should be attached in the "Response Attachments" tab. Bids over $100,000
received without a bid bond will be considered non-responsive.
For all bids over $100,000, the awarded contractor will be required to submit a performance, payment, and four-
year maintenance bond for 100% of the total amount of the project.

4 DBE Subcontractors

5 Equal Opportunity and Non-Discrimination Clause
During the performance of this contract, the contractor agrees as follows:
1. The contractor will not discriminate against any employee or applicant for employment because of race, creed,

familial status, physical or mental disability, or political beliefs and affiliations. The contractor will take affirmative

6 Non-Collusion Statement
By submitting a Bid for this project, the representative of the company certifies:
1. They are fully informed respecting the preparation and contents of the Bid submission and of all pertinent
circumstance respecting such Bid;
2. Such Bid is genuine and is not a collusive or sham Bid;

8 Line Items
The system will not accept a bid unless EVERY line item has been responded to. In the event you are not entering

9 Owner Contingency Allowance
You acknowledge that your bid includes a $10,000 Owner Contingency Allowance. This amount is to be used for
any unforeseen expenses that may arise. No additional work should be completed without the written permission of
the City of Davenport. If any additional work is performed without the City's written permission, the City will NOT pay
for that work. Any balance left in the contingency at the end of the project will be credited back to the City.
