Notes
The City of Davenport is seeking bids from qualified vendors for the River Drive flood mitigation project from Carey Avenue to East 3rd Street. The work includes furnishing of all labor, materials, equipment, and services necessary for installation of storm sewer and gatewell structures, including but not limited to trenched and trenchless storm sewer installation, HMA and PCC pavement restoration, and seeding.


Bids must be submitted through the City of Davenport e-bidding system (https://davenport.ionwave.net); no emails, faxes, paper copies or any other submission method will be accepted. Each tab of the Invitation to Bid must be reviewed and responded to accordingly.

Bid Attributes
1 Communication Disclosure
Any communication in reference to this Invitation to Bid between bidders and any City employee or official, outside
of the Purchasing Division, during the entire competitive bidding process is strictly prohibited. Such actions will
result in the disqualification of the vendor/rejection of the vendor's bid.
The only official position of the City is that which is state in writing and issued by the Purchasing Division. No other
means of communication, written or oral, shall be construed as a formal or official response statement.

2 Bond Requirements
For all bids over $100,000 the City of Davenport requires a bid bond for 5% of the total amount of the project to be
submitted with the bid. The bid bond should be attached in the "Response Submission" tab. Bids over $100,000
received without a bid bond will be considered non-responsive.
For all bids over $100,000, the awarded contractor will be required to submit a performance, payment, and four-
year maintenance bond for 100% of the total amount of the project.

3 SUDAS | Statewide Urban and Design Specification
The City of Davenport has adopted the Iowa Statewide Urban and Design Specification (SUDAS) and city specific
Supplemental Specifications. This project adheres to these specifications.

4 DBE Subcontractors

5 Equal Opportunity and Non-Discrimination Clause
During the performance of this contract, the contractor agrees as follows:
1. The contractor will not discriminate against any employee or applicant for employment because of race, creed,

familial status, physical or mental disability, or political beliefs and affiliations. The contractor will take affirmative
action to ensure that applicates are employee, and that employees are treated during employment, without regard

familial status, physical or mental disability, or political beliefs and affiliations. Such action shall include, but not be

6 Non-Collusion Statement
By submitting a Bid for this project, the representative of the company certifies:
1. They are fully informed respecting the preparation and contents of the Bid submission and of all pertinent
circumstance respecting such Bid;
2. Such Bid is genuine and is not a collusive or sham Bid;
3. Neither the said Bidder nor any of its officers, partners, owners, agents, representatives, employees or parties in
interest, including the submitting party, has in any way colluded, conspired, connived or agreed directly or indirectly,
with any other Bidder, firm or person to submit a collusive or sham Bid in connection with the Contract for which the
attached Bid has been submitted or to refrain from bidding in connection with such Contract, or has in any manner,
directly or indirectly, sought by agreement or collusion or communication or conference with any other Bidder, firm
or person to fix the price or prices in the attached Bid or of any other Bidder, or to fix any overhead, profit or cost
element of the Bid price or the Bid price of any other Bidder, or to secure through any collusion, conspiracy,
connivance or lawful agreement on the part of the Bidder or any of its agents, representatives, owners, employees,
or parties in interest, including the submitting party.
