S ealed bids must be marked as specified by each bid packet requirement. Bi ds received after the specified time will be returned unopened to the sender. Bids will be evaluated by the City based on price, quality, experience of the Contractor, responsiveness of the contractor, adaptability of the particular materials and equipment to the specific use intended and conformity to specifications. The City reserves the right to select the bid that best suits its need whether the price is the lowest or not and reserves the right to reject all bids or waive informalities.

I. Purpose.
The City of Bonner Springs, Kansas, seeks written bids from companies to install new gym flooring on top of
the existing rubber gym floor. The gymnasium is used for multiple different sports and special events.

III. Scope Of Services.
Successful bidder shall furnish all labor, materials, equipment, insurance, supervision, waste disposal, and all
other incidental items to complete the replacement of the gym flooring and add alternates as selected.
Flooring shall be Taraflex Sport M+ or comparable with a suitable underlayer such as Isosport. The new flooring
shall include the painting of three (3) pickleball courts, two (2) volleyball courts, and one (1) basketball court
lines. Sport court markings, desired line colors, and code footprint of area are attached in this document. All
court lines shall be 2in width with the exception of pickleball which shall be 1in width. Additional 1volleyball
service lines are required at the 18and 21on the right half of each volleyball court. Desired color of the
flooring is Maple.
Contractor is to provide a smooth transition from the new floor installation to all gym exits and closets. No new
flooring shall be added to the existing storage areas located in the gym. All transitions from and to the gym shall
be ADA compliant. Existing volleyball floor anchors to remain in same positions and flush with new flooring.
Any non-fixed, moveable furniture shall be removed by City Staff prior to installation.
ADD ALTERNATE #1
Additional Taraflex Sport M+ or comparable with suitable underlayer such as Isosport to be installed in the
Cottonwood Room, labeled as Open Office on attached code footprint, located directly behind the Gym.
Flooring cover to include the two (2) storage areas located inside the Cottonwood Room.
ADD ALTERNATE #2
Remove and fill existing three (3) volleyball anchors that run North to South. Core and install three (3) new floor
anchors and sleeves for volleyball poles that are centered with the basketball center line East/West but center
pole should still be 38South from center of basketball key due to curtain placement.
IV. Bid Requirements.
Bids must be submitted on the attached Bid Form and must be enclosed in a sealed envelope marked
Gym Floor Replacement. Bids received will remain subject to acceptance for sixty (60) days after the
Bid date.
Each bid must be accompanied by Bid Security made payable to the City of Bonner Springs in an
amount of five percent (5%) of Bidders maximum bid price and in the form of a certified or bank check
or a Bid bond issued by a Surety.

The City reserves the right to select the work items in the Bid based upon available budget authority.
The City further reserves the right to increase or decrease quantities by twenty-five (25) percent based
on unit prices bid.
The successful bidder and all sub-contractors must obtain an occupational license from the City Clerks
office before Notice to Proceed will be issued. This is a tax-exempt project and the City Clerks Office
will secure a tax exemption certificate for the successful bidder.
V. Insurance and Bond Requirements.
The successful bidder shall provide a certificate of insurance that names the City of Bonner Springs as
an additional insured to the City Clerks Office. The General Liability and Workmens Compensation
limits shall be $500,000 for each occurrence and $1,000,000 for general aggregate. The successful
bidder shall secure a statutory bond in the total amount of the work to be completed if the awarded
bid is greater than $100,000. The statutory bond shall be filed with the Clerk of the District Court,
Wyandotte County, and the original filed statutory bond and receipt provided to the City Clerk. In
addition, the insurer shall agree to give a minimum of thirty (30) daysnotice prior to their decision to
cancel coverage.
The City reserves the right to select the work items in the Bid based upon available budget authority.
The successful bidder shall provide a signed written statement to perform the work and provide a one
(1)-year minimum, maintenance warranty.
VI. Submission Deadline.
Interested contractors shall submit one (1) sealed copy of their Bid Form to: City Clerk, City of Bonner
Springs, P.O. Box 38, 200 East 3rd Street, Bonner Springs, KS 66012. All bids must be marked on the
outside of the envelope: Gym Floor Replacement. Bids must be received no later than 3:00 p.m.,
Tuesday, January 16, 2024.
VII. Timely Delivery.
It is the responsibility of contractor to ensure that their bid arrives at the City Clerks office on time.
Late or non-delivery due to mail or express delivery company failure are insufficient reasons to
consider late bids. Bids received after 3:00 p.m. on January 16th, 2024 will not be considered.
VIII. Uniformity.
For ease, uniformity and fairness in the evaluation of bids, it is required that each bid conforms in all
respects outlined in this document.
IX. Award Criteria.
All bids received in accordance with this request will be evaluated based on criteria established by the
City which may include but not be limited to bid price, quality, experience of the bidder,
responsiveness of the bidder, adaptability of the particular materials and equipment for the specific
intended use and conformity to bid specifications. The City reserves the right to reject any and/or all
bids for any reason, whether or not the bid is lowest and to waive any irregularities or technicalities in
any bid. The contract, if awarded, will be awarded to the bidder whose bid is determined to be in the
best interest of the City. Once delivered, all bids are irrevocable for a period of 60 days from the
deadline stated in Section VI.

X. Waiver.
By the submission of a bid in response to this request, the bidder hereby expressly waives the right to
bring, file or enforce any and all claims or causes of action, legal or equitable, against the City, its
officers, agents or employees that pertain or relate to the Citys bid process, to include but not limited
to the notice, letting, review and award stages, processes and procedures. This waiver shall be
effective as of the bidders submission of its bid form and shall be irrevocable by bidder, its successors
and assigns. If bidder takes any action in contradiction of this waiver, then the City shall be awarded all
costs associated with its defense of such actions including but not limited to reasonable attorney fees,
filing fees and other legal costs, and the bidder shall forfeit its bid bond to City.
XI. Contract Time.
All work shall be completed within ninety (90) calendar days of Notice to Proceed unless otherwise
coordinated and approved by City Staff.
XII. Rights Reserved by City.
The City of Bonner Springs reserves the right to: 1) conduct in-person interviews of bidders and to
negotiate the final costs with any qualified bidders, 2) reject any and all bids submitted, 3) request
additional information from all bidders, 4) select the bid that best suits the Citys needs whether the
price is the lowest or not, 5) reject all bids and 6) waive informalities.
XIII. Preconstruction Meeting.
Bidders should attend pre-bid meeting on Tuesday, January 2nd, 2024 at 3PM to view the project
locations and ask any additional questions. All in attendance will be required to sign in. Any questions
asked after the meeting date will be sent out to those who attended the meeting via email.
XIV. Project Completion/Final Payment.
Final payment (of not less than 10% of total project) shall not be made until a signed State of Kansas
Project Completion (Tax Exempt Certificate Completion) form has been submitted to the City.
