RE: Design and Engineering Services for City of Salina, Parks and Recreation Department
Jerry Ivey Memorial Park Improvements 2465 Edwards St., Salina, Kansas
The City of Salina requests statements of experience, qualifications and interest for design and
engineering services including, but are not limited to: scoping, development of final design,
bidding services and construction administration. The City of Salina has reserved funds for a
new water feature, an updated memorial and various landscaping and site improvements at Jerry
Ivey Memorial Park.
Interested firms should submit qualifications for this work via email by February 8, 2024 at 2:00
pm CST to jeff.hammond@salina.org
The proposal should be no more than ten (10) pages and may include but not be limited to the
following items.
Cover letter, qualifications and references
Project approach, management and capacity to meet the schedule
Identification of a principal point of contact and up to four primary staff that will perform
the work (with respective qualifications)
Firm information and a signed and notarized copy of the certification by prospective
participants as to current history regarding debarment, eligibility, indictments, convictions,
or civil judgments (not included in total page count)
The City anticipates selecting a consultant based upon qualifications and experience with other
water feature and park landscaping projects, but reserves the right to ask prospective consultants
to expound on their qualifications at a later date. The specific scope of services agreement will
be negotiated later and include items that are necessary to comply with the project. Proposals
will be evaluated in accordance with the City’s Professional Services Selection Guidelines,

The selection criteria will be as follows:
Related project experience with the City of Salina (if applicable) and other clients
Grasp of project technical requirements
Qualifications of persons proposed to work on the project
Ability to meet the work schedule
Project budget and consultant’s ability to stay within the budget
Overall project approach
Quality of complete proposal
No conflicts of interest
