Sealed bids for Bid Request No. 2023-046 for the Johnson County Wastewater Mill Creek Wet Weather Storage Facility Project shall be submitted electronically via IonWave until 2:00 PM CT, November 7, 2023, at which time they will be publicly opened and read aloud via Zoom Video Conferencing at the link provided in the Activities Tab.



This Project comprises a 5.3 million gallon underground concrete storage tank, a 30 MGD pump station, and associated equipment and appurtenances.



A MANDATORY Pre-Bid Conference will be held at 10:00AM CDT on October 11, 2023, via Zoom Video Conferencing at:

A MANDATORY Pre-Bid Site Visit will be held at 10:00AM CDT on October 12, 2023, at the Johnson County Parks and Recreation Department maintenance facility located at 6555 Vista Drive, Shawnee, Kansas 66218. Please gather in the parking lot. Bidders are required to attend both the Pre-Bid Conference and Site Visit to be able to participate in this bid opportunity.



Questions must be submitted via IonWave no later than 12:00PM CT on October 31, 2023, to allow adequate time to issue an addendum, if needed.



Copies of plans and specifications are available through IonWave or can also be seen and purchased for a Non-Refundable fee online at www.drexeltech.com in their eDistribution plan room; additional assistance is available at distribution@drexeltech.com .



Bidders must submit the following as part of their bid:


  • Bid Bond issued by a surety company licensed to do business in the State of Kansas in the amount of five percent (5.0%) of the total amount of their bid. Said guarantee shall be made payable to the Board of County Commissioners of Johnson County, Kansas. A sample form is provided in the Project Manual.


  • Materials/Equipment Manufacturer Questionnaire - form provided in Project Manual and as a separate Attachment

Answer No federal funds are being used for this project. SRF funding is not being used. Funding for the project is through the Capital Improvement Fund for the Consolidated Main Sewer District.

1.        Contained in specification section 08 36 10, 1.05 I is language regarding American Iron and Steel provisions and State Revolving Funds provisions however, I was unable to find other supportive documentation representing these provisions elsewhere in the contract. As these funds may not be applied selectively to portions of or particular products for the project, we must assume that this project will need to be quoted using domestic materials covered by these provisions. Please confirm.
Answer American Iron and Steel provisions are not a requirement of the project. SRF funding is not being used.

5 Will the owner consider extending the bid date to Nov 16th, 2023 due to the need to verify quantities with the lump sum, understand bypass pumping, understand support of excavation and involve/solicit local subs and suppliers during this busy estimating season? Thanks for the consideration.
Answer Due to the last Board authorization date this year of December 14, 2023, the bid date has been extended to November 7 at 2PM CT, per Addendum No. 1. This is the latest date possible to achieve project award for this year.

4        Drawing E003, on south side of pump station shows a pump junction box where the pump/weir/control cabling will come in. There is no description, size, or detail of this box shown in the plan set. Can a detail of this box be provided showing size, and wall/floor/ceiling details, and who will be providing the pump junction box? Is there a detail showing how the duct bank conduits will be entering this box, and also can a detail of the conduit penetrations through the pump station wall be provided?
Answer Refer to sheet E110 for requested details. The Contractor will provide these boxes.

3        Drawing E202, Keyed Note 4 states new utility xfmr pad shall be poured and reinforced to Evergy Standards. Do we have the size of transformer Evergy is planning on installing so we know what size concrete pad to install?
Answer We anticipate it will be 300KVA but Evergy will select the size of transformer.

2        Drawing E202, LP0001 panel shows a circuit going to exhaust fan EXF0003, I can not find this fan inside the control building. Drawing M002 exhaust fan schedule show only 3 exhaust fans; EXF0001, EXF0002 located in control building M101, and EXF0003 located in the new maintenance building M401.
Answer EXF003 was inadvertently being shown powered from both panels. EXF003 is located in the new Parks maintenance building and will be powered from the maintenance building panelboard.

Answer The 88”x57” boxes are provided by Evergy. The 3’x1’ boxes, and 3’x3’ boxes for future fiber are provided by the Contractor.

Question
Sloped excavations for the diversion pump station and storage structures would extend beyond TCE as well as in to the stream corridor. Please confirm shoring would be required as working outside of the TCE and in the stream corridor is prohibited unless authorized by other parties (JCPRD, USACE, KDHE, etc)?
Answer Safe excavations are the responsibility of the contractor and part of the contractor’s means and methods. It was assumed during construction that the contractor would use shoring to support the excavation.

On the equipment questionnaire #5 Section 40 67 00 – Process Control Panels & Hardware can you please clarify which product within specification 40 67 00 we are supposed to note the manufacturer for? There are multiple products under this specification; Motor Starters, VFD, PLC, etc.

Please confirm if the utility hook-up fees for WaterOne, JCW, gas company and Evergy are to be included in the contractors’ bid. If so, please confirm the costs for each.
Answer
All temporary utility connections to facilitate construction work are the responsibility of the contractor, and any temporary hook-up fees shall be paid by the contractor. Utility connections indicated in the final construction will be as follows:



  • Gas: There is no gas required for the site.

  • JCW: Refer to this website: Commercial Permitting | Johnson County Kansas (jocogov.org) which lists out the fees structure. https://www.jocogov.org/department/wastewater/developers-engineers-contractors/commercial-permitting. Contractor will pay the hook-up fee for the existing JCPRD building. A hook-up fee will not be required for the control building.

  • WaterOne: The Owner will pay the hook-up fees

  • Evergy: The Owner will pay the hook-up fees
