Invitation to Bid

The Board of County Commissioners of Seward County, Kansas, will accept sealed bids for the Sheriff’s Office Jail Security Control System, located at 505 N. Washington Ave., Liberal, Kansas 67901.

Sealed bids will be received at the Seward County Clerk’s Office, 515 N. Washington, Suite 100, Liberal, Kansas 67901, until 2:00 p.m. on Tuesday, April 30, 2024, at which time the bids will be publicly opened and read. The envelope should be plainly marked “Sheriff’s Jail Security Control System”. Bids received after the scheduled time will be returned unopened. Bids will be presented to the Board of Seward County Commissioners at their regularly scheduled meeting on Monday, May 6, 2024.

The accepted bidder will be required to provide a performance bond equal to 100% percent of the contract price. Such bond will be required at contract signing. All contractors and subcontractors that work on the project must be licensed with Seward County.

Solicitations from qualified minority and women owned businesses, firms and individuals are encouraged by Seward County. This encouragement does not infer preference and all solicitations will be evaluated equally. All purchases shall give preference to Seward County merchants when applicable. Award shall be made to the best bidder within Seward County when the amount is not more than five percent (5%) higher than the best out-of-county bid.

The Board of County Commissioners of Seward County, Kansas reserves the right to accept or reject any or all bids, the right to waive any or all irregularities therein, and the right to accept the bid deemed to be in the best interest of the County.

Specification Sheet for the upgrade of the Seward County Detention Center Tower

The existing Jail Security Controls System are outdated and are in need of a full upgrade.

Break the proposal into two separate sections for budgeting purposes.
The first is to upgrade the HMI (Human Machine Interface). The second is to upgrade the head-end equipment of the interface system. We intend to upgrade this system to a digital Harding system.

Human Machine Interface Upgrade:
The first Section is for the provision and installation of three new Touchscreen Control Computers. The Allen Bradley Panelview Touchscreens should be upgraded to new Dell PC’s and ELO Touchscreen Monitors. Additionally we need one fully programmed Dell PC for a ready spare backup. We assume we will need to reprogram the existing Allen Bradley PLC. If not then the proposal should be adjusted.

HMI Upgrade should cover the following:
3 – New PC’s
3 – New Software runtime License
3 – New Touchscreen Monitors
1 – Touchscreen programming
1 – System Testing, Installation and Commissioning

The existing intercom system is outdated and needs to be upgraded. The proposal needs to include the programing for camera call – up functionality to integrate with the Video System.

Harding Intercom System Upgrade should cover the following:
1 – New Harding DCC
2 – New Harding DCE
10 – New Harding QCD-120-1 / Terminal Board Station
10 – New Harding QCD-120-2 / Terminal Board Switch
2 – New Harding TMM-641-111-1 / Touch Screen Master
1 - New Harding PZE – 110-0 / Page Zone Expander
1 – Lot of System programming
1 – Lot of System Installation and Testing

We will need at least a Manufacturer Warranty and 1 year installation Warranty.
