The Newport Police Department is soliciting sealed bids for a turn 01-key physical security surveillance system of up to seven outdoor rated cameras along Riverboat Row, Newport on the Levee, and Southshore Properties.

All sealed bids shall be delivered to City Clerk Tiffany Myers, 998 Monmouth St., Newport, KY 41071, before 10:00 a.m. local time on February 23, 2024, at which time the bids will be publicly opened and read aloud. All bids shall be in a sealed envelope and clearly marked “Surveillance System” in the bottom left corner. The City of Newport is not responsible for the premature opening of or failure to open a sealed bid that is not properly addressed or identified and can reject any bid not properly submitted.

All bids must be accompanied by a Bid bond in the amount of 5% of the bid. The successful bidder will be required to provide a performance bond in the amount of one hundred percent (100%) of the bid. The City of Newport reserves the right to reject all bids and waive all formalities in the award of the bid.

The City of Newport Police Department is seeking proposals from qualified vendors for procuring and installing remote-controlled video surveillance cameras as part of the Department of Homeland Security (‘DHS’) Port Security Grant Program (‘Grant’), FY 2023. The cameras must be NDAA compliant and include all equipment for the function and operation of the cameras.

The project will involve installing cameras in five zones along Riverboat Row in Newport. Each site will consist of up to two (2) cameras per zone, one multi-sensor panoramic camera and one PTZ camera. These cameras will be positioned in every block of Riverboat Row, starting from James Taylor Park in the 100 block of Riverboat Row and ending at the Newport Bellevue jurisdiction line in the 400 block of Riverboat Row. All cameras will be connected by wireless radio.

Two additional cameras, one PTZ camera on each structure, will be installed, pending agreement with property owners within the designated zones, mounted via sled or affixed to the structure of the building.

The cameras should meet a minimum of the following:

(a) Five (5) multi-sensor panoramic cameras total of 20 MP resolution or greater

(b) Five (5) PTZ cameras capable of 360-degree coverage

(c) Two (2) PTZ cameras with at least 40x optical zoom capabilities

(d) 1080p resolution or better

(e) low light operation

(f) compatible video format for distribution/viewing

(g) equipped with at least 12V/90W uninterruptible power supply

(h) 60GHZ/6GHZ radio for PTP connectivity.

Video management software must be GENETEC minimum version 5.12. Must include on-site federated connections and include a minimum of 15 client connections with a three-year advantage plan.

Qualified vendors must have a minimum of three GENETEC integrators at the local level. The vendor must be a Unified Elite Partner with GENETEC and have had partner status for at least five years. Must have a minimum GENETEC OTC-001 and STC-001 Certifications through GENETEC.

The Port Security Grant application requires that the Newport River Cameras be seamlessly integrated with other Northern Kentucky/Greater Cincinnati SOSINK (Southern Ohio, Southern Indiana, and Northern Kentucky) port partners. To manage and monitor the footage from these cameras, the agencies have integrated them into GENETEC, a proprietary video management software. This integration enables the agencies to monitor the river traffic, access real-time footage, and take prompt action to address potential threats.

The Newport Police Department will collaborate with the vendor to identify suitable sites within the five zones. Once the installation sites have been established, the Newport Police Department will ensure electricity is provided at these sites. Subsequently, the vendor will be responsible for testing all systems after coordination with the Newport Police Department.

Proposals must include technical labor and engineering for installation and setup. The vendor configures and connects all equipment and software and tests functionality through Genetec software.

The cameras must be new with all manufacturer warranties.

The bids should include a description of the equipment proposed, including specifications, installation, and maintenance requirements. The completion goal is September 2024, with a guaranteed completion no later than March 31, 2026. The bid submitted by the vendor must be able to itemize equipment costs upon request to avoid confusion or ambiguity. The successful bidder(s) should be proficient in installing and maintaining security systems and can comply with all applicable regulations and standards. The City of Newport Police Department retains the right to terminate any agreement if the vendor's ability to fulfill the project requirements is misrepresented or falsified.
