Scope Summary
The Jefferson Parish Sheriff's Office (JPSO) is seeking a contractor / vendor to facilitate the
completion of a new Twenty-Seven Foot (27') to Thirty Foot (30') Aluminum Center Console
Catamaran Landing Craft, with twin outboard engines, and trailer which will be outfitted for Law
Enforcement Search & Rescue purposes.
General Specifications
Offerors shall be capable of meeting or exceeding all specifications and are compelled to fulfill other
requirements contained herein before any proposal will be considered. The successful offeror will
have verifiable substantial experience before any proposal will be considered. It will be preferred that
the successful offeror will have verifiable substantial experience with law enforcement custom
configuration completions of Search & Rescue boats
It is desirable that the successful offeror be approved by the respective manufacturer(s) for
installation/service of all specified electronics, equipment, accessories and optional items, and any
other devices furnished to satisfy the requirements of this document.
The JPSO Purchasing Division, at its sole discretion may request information from the offeror. If
requested, the offeror shall provide the information. Failure to provide the requested information or
failure to adequately address any issue cited herein may result in the offer being found non-
responsive and not considered for award.
Specific installation locations of all specified electronics equipment, mission equipment, components,
provisions and accessories, as well as specific designs for all custom systems, and provisions
necessary to configure the boat and trailer as specified in this document shall be finalized after award
of contract.
Final installation locations and final custom designs (drawings, etc.) shall be approved, in
writing, by an authorized representative of the JPSO prior to commencing work on a particular
installation, or prior to purchasing custom components or parts and materials required for the
fabrication and /or installation of custom components.
Each installed component or item of equipment shall be state of the art technology. Where brand
names are specified, alternates will not be accepted unless otherwise specified and/or approved.

Each item made a part of an offer not specified by brand name in this document shall be identified by
manufacturer name, model number and other information necessary to determine compliance with
these specifications. Descriptive literature shall also be provided, when available. Literature shall be
sufficient in detail to allow full and fair evaluation of the offer submitted.
The installation of all equipment, components and accessories shall be in accordance with applicable
U.S. Coast Guard and Federal Regulations.
In addition to the requirements and specifications identified elsewhere, the items described in this
solicitation must, unless otherwise indicated, be an integral part of the boat at the time of delivery.
Each item shall be completely functional at the time of delivery.
All equipment, components and accessories provided by the offeror must be “factory new” or will be
tagged as serviceable and in good working condition.
All parts, accessories and equipment furnished by the JPSO will be “factory new” or will be tagged as
serviceable and in good working order.
Scope of Work
All installation designs shall ensure that the electrical system will have sufficient capacity to
accommodate the simultaneous operations of all electrical devices described in this document,
without interfering with any device necessary to the safe operations of the boat and successful
completion of assigned missions.
All electrical devices shall be protected by circuit breakers, buses, panels, switches, fuses, regulators
and/or other devices to reduce the potential for undesirable electrical issues. Circuit breakers or
fuses shall be easily accessible to the crew.
Electronic installation areas shall provide easy access for maintenance, removal and installation of
contained equipment and must provide protection from undesirable environmental hazards (e.g.,
water incursion, heat buildup, etc.).
All wire bundles shall have service loops which are of a sufficient length to allow electronic
components to be easily removed from the panel and/or console and easy removal and reinstallation
of connectors.
Should during inspection by JPSO personnel, it is determined that the service loop is of insufficient
length, the proper length wire harness will be replaced in its entirety, at no additional cost. Spliced
wiring harness extensions will not be accepted.
All wiring installed shall be ultraviolet (UV) laser marked along its entire length at a minimum of every
six (6) inches to identify its function. After installation every individual installed wire shall be checked
for excessive electrical resistance (ohms) and integrity.

Customization and Mission Equipment

Aluminum Hull, Center Console, Catamaran Landing Craft, with Twin
(2x) Outboard Engines, and trailer with the following specifications:
Hull length: Twenty-Seven Foot (27') to Thirty Foot (30') in length,
Beam: Minimum 8.0 feet (preferred)
Propulsion: Twin 250hp Mercury Four Stroke Outboard Motors
(preferred). Engines proposed will ensure that the vessel is not
underpowered.
Landing Craft Bow Door Opening: 64 inches (Preferred)
Bottom Plating: ¼ inch (Preferred)
Side Plating: ¼ inch (Preferred)
Deck Plating: 3/16 inch (Preferred)
HULL:
Hull shall include watertight structural bulkheads.
8” welded aluminum inspection hatches shall be installed to provide
access to all below deck compartments.
Six (6) 10” welded aluminum cleats shall be installed. (3 Per Side)
(Preferred)
¼” rolled plate, 7” radius bow corners installed on the port and
starboard sides of the bow door opening. (Preferred)
The transom shall be setup for outboard power and set for proper
outboard trim
Hydraulic Jack Plates installed for shallow water operations
The motor well shall be self-bailing
Drains shall be equipped with rubber flappers to divert water from
entering slop well when operating the boat in reverse.
The stern shall incorporate a full width cross seat/locker forward of
the motor well (Lockers will house batteries and fuel filter systems
and offer general storage).
Locker will have two (2) 3/16" welded aluminum weatherproof
hatches with 1-1/2” angle aluminum frame, key lockable Stainless
Steel "T" handle latches, welded aluminum hinges with grease fitting
and Stainless-Steel pins, and neoprene hatch seal.
Stainless Steel fastening hardware shall be used throughout the
vessel.
The hull shall incorporate a 2" pipe gunnel.

WELDING:

The hull and superstructure shall be constructed of marine grade
aluminum and MIG welded throughout.
All weld seams in the hull shall be welded 100%, both interior &
exterior.
All welding shall be performed in accordance with American Welding
Society D1.2-2003 procedure qualifications.
All surface areas shall be shiny, mill finish, with no grind marks,
splatters, or blemishes.
HULL OUTFITTING:
1¼” Sch 40 pipe safety railings shall be installed 32” above main
deck along port & starboard sides from stern to midship.
Four (4) 1/4" x 4" Beaching wear plates, 2 per demi hull.
Two (2) 26” wide side doors shall be installed. Doors shall swing
inboard and forward in direction, and lock in the closed position.
(Preferred)
Six (6) Open scuppers installed flush with the deck at midship and
two (2) large pipe drains in the stern shall create a self-bailing main
deck. Drains and scuppers shall be sized and installed in
accordance with ABYC deck drainage requirements.
One (1) 15” x 24” welded aluminum deck hatches shall be installed
on the main deck.
Two (2) Mini Diver Dream, 2.25 lb. zinc anodes, shall be installed on
brackets that are welded to the transom.
¼" Double plated push knees
BOW DOOR OUTFITTING:
A 12V Warn VRX-35 winch (Or similar) spooled with synthetic line
shall be installed for opening and closing the bow door.
The winch cable should run through stainless steel cheek pulleys on
each side of the door providing equal tension on both sides when
opened and closed.
The bow door shall be outfitted with two (2) ¾” stainless steel
positive locking pin to prevent the bow door from opening while
underway.
A replaceable rubber gasket seal will be installed on the bow door to
keep watertight when closed.
The inside face of the bow door shall be double plated for a smooth
working surface.
