DOUBLE HILLS EXPANSION
The County Commissioners of Caroline County, on behalf of the Caroline County Department of
Information Technology, are accepting proposals from qualified vendors to install approximately
eight thousand (8,000) feet of two (2) inch conduit and approximately thirteen thousand feet
(13,000) of forty-eight strands of fiber optic cable and multiple fiber splices along the route.

C.1A MAIL DELIVERY
Bidders are cautioned that bids mailed, shipped express, or hand delivered to arrive the day of
the bid opening must be in the offices of the Caroline County Commissioners, located at 109
Market Street, Denton, Maryland 21629, ATTENTION: Nicole Pearce no later than 10:00 a.m.,
4/4/2024. Bids received later than that time will be returned unopened. Proposals must be
mailed, shipped, or hand-delivered to the address provided above.
Late deliveries will not be accepted under any circumstances.
C.2 CHANGES TO BID DOCUMENTS
Changes to bid documents shall be made only in writing, and copies will be emailed, faxed, or
mailed to all known prospective bidders. The County assumes no responsibility for verbal
instructions or interpretations. The bid documents contain the provisions required for the contract.
Information obtained from an officer, agent, or employee of the County or any other person shall
not affect the risks or obligations assumed by the bidder or relieve him or her of fulfilling any of
the conditions of the contract.

C.3 BID INSTRUCTIONS
Bids shall be submitted to the offices of the Caroline County Commissioners, located at 109
Market Street, Denton, Maryland 21629, ATTENTION: Nicole Pearce BIDS WILL NOT BE
RECEIVED AT ANY OTHER LOCATION. Bids must be received by no later than 10:00 a.m.,
4/4/2024.
The Statement below shall be prominently displayed on the outside of the sealed bid document.

C.4 BID OPENING
All bids will be opened and publicly read by designated County staff at 10:05 a.m., 4/4/2024, at
the offices of the Caroline County Commissioners, 109 Market Street, Denton, Maryland 21629,
ATTENTION: Nicole Pearce. Bidders and other interested parties are invited to attend.
C.5 BID COMPONENTS
Prospective bidders are allowed to submit bids for the total bid products.
C.6 OMISSION OF SPECIFICATIONS
The omission of a bidder of any specifications, or details of any specifications which would
normally apply to the products of service herein stated, shall not relieve the bidder from fulfilling
those required specifications to provide an end product best suited to the intended purpose. The
best commercial practices are to prevail, and only materials of first quality, correct type, size, and
design are to be used.
Workmanship shall be of first quality. All parts and materials, whether specified herein or not,
shall be rated to meet or exceed the maximum rating required by the product or service and its
maximum intended purpose.
C.7 BID FORMS Refer to Proposal
All Bids must be made on the required bid forms. Only one (1) original and one (1) copy of the bid
form are required. A conditional or qualified bid will not be acceptable. The base price on the bid
form shall be the total cost of the item being bid in accordance with the specifications in the
contract documents. Alternates shall only be used to reflect increases or decreases in the base
bid price. Only those alternates, that are specifically requested by the County, will be considered.
C.8 BID BOND NOT USED
All bids shall be accompanied by a Bid Security in the form of a certified check or bid bond payable
to the County Commissioners of Caroline County, for the penal sum of not less than five (5)
percent of the amount representing the bid noted on the standard bidding form. Bid Security will
be returned to all bidders upon completion of the Contract Award process, with the exception of
the successful bidder. Non-performance or failure to sign the contract within ten (10) working days
after award, or withdrawal of a bid after opening but prior to award, shall result in forfeiture of the
Bid Security.
Any Bid Security and related forms and instruments required must be executed and
attached to the bid submittal.
C.9 SCOPE OF WORK

Installation of approximately eight thousand (8,000) feet of two (2) inch conduit, approximately
thirteen thousand feet (13,000) of forty-eight strands of fiber optic cable, and multiple fiber
splices along the route.
This proposal is for the underground installation and supply of 2” (inch) SDR HDPE conduit,
including all necessary vaults, and pulling forty-eight (48) strands of County supplied fiber optic
cable with vendor-supplied 10 AWG solid core, continuous bond tracer wire along route as
specified in Routes 1 & 2. The entire route is from an existing underground vault located at
Market St. and Pearson Rd in Denton, MD to the Caroline County Sheriff’s Office. located at
9305 Double Hills Road, Denton, MD 21629. Refer to Routes 1 and 2 for approved routes.
Route 1 will include the installation of approximately 6,800 feet of conduit, pulling in fiber optic
cable, and tracer wire, and setting necessary vaults. Route 2 will include the installation of
approximately 1,300 feet of conduit installed, pulling fiber optic cable, tracer wire, and necessary
vaults. Fiber-optic installation is approximately 12,500 feet. A Google Earth (.kmz) file will be
provided to show approximate installation locations.
CONDUIT INSTALL
Conduit Route 1
1. Installation of conduit from existing underground vault located at Market St. and
Pearson Rd. in Denton, MD
a. Installation of conduit must be made inside this vault
2. Conduit installation will continue southeast from Pearson Rd. to Foy Rd. intersection.
3. Continue with conduit installation southwest from the Pearson Rd. and Foy Rd
intersection to the Legion Rd. intersection.
4. Continue with conduit installation southeast from Foy Rd. and Legion Rd
intersection to Engerman Ave.
5. At Engerman Ave. the conduit will make a penetration into an existing vault.
Conduit Route 2
1. At the Engerman Ave. and Industrial Park Way intersection the conduit will make a
penetration into an existing vault.
2. Conduit will continue south on Industrial Park Way onto Double Hills Rd.
3. Conduit will terminate into the existing Caroline County-owned vault at 9391 Double
Hills Rd. Denton, MD 21629.
FIBER INSTALL
1. Fiber-optic cable will be pulled the entire length of Route 1 to Engerman Ave.
2. At the entrance of Engerman Ave. fiber will be pulled into the existing conduit for the
entire length of Engerman Ave.
a. Conduit on Engerman Ave. is 1 ¼ inch conduit. An existing 48 ct. fiber -optic
cable is already in place and care must be taken not to disturb the existing cable.
3. At the Engerman Ave. and Industrial Park Way intersection fiber-optic cable will be
pulled into conduit for the entire length of Route 2.
4. When reaching the county-owned vault on Double Hills Rd the fiber will continue in
the existing County-owned conduit to the Sheriff’s Office located at 9305 Double Hills
Rd. Denton, MD 21629.
a. The County-owned conduit is a 2-inch conduit with an existing 48 ct. fiber optic
cable in place. Special care must be taken not to disturb the existing cable.
b. The fiber must be pulled into a network room inside of the Sheriff's Office. The
existing 4” conduit inside of the building is available to pull fiber into the existing
network room.

FIBER SPLICING
Splice Point 1 Gay St. and 6th St.
1. Splice 24 strands of single-mode fiber from an existing 48 ct cable to another existing 48
ct. cable in an existing vault.
2. An existing splice case in the vault can be used for this splice. Assigned strands on the
fiber-optic cable will be assigned upon the splicing install date.
3. Remaining strands must not be affected while the mid-span splice is being completed.
4. The installation location will be in a grass area on the northeast side of the intersection.
Splice Point 2 Market St. and Pearson Rd.
1. Splice 24 strands single mode fiber from an existing 48 ct. cable to a recently installed
48 ct. cable in an existing vault.
2. Vendor will supply an appropriate splice case and install a mid-span splice of the
installed 24 strands fiber onto the existing 48 ct. fiber. Assigned strands on the fiber-
optic cable will be assigned upon the splicing install date.
3. Remaining strands must not be affected while the mid-span splice is being completed.
4. Install location will be outside of the electric substation next to the travel portion of the
roadway.
Splice Point 3 9391 Double Hills Rd.
1. Splice 12 strands of Single-mode fiber from a recently installed 48ct cable to an existing
48ct cable in an existing vault.
2. Vendor will supply an appropriate splice case and install a mid-span splice of the
installed 12 strands of fiber onto the existing 48 ct. fiber. Assigned strands on the fiber-
optic cable will be assigned upon the splicing install date.
3. Remaining strands must not be affected while the mid-span splice is being completed.
4. The installation location will be in a grass area next to a parking lot outside of the travel
portion of the roadway.
SPECIFICATIONS
1. All private and public utility location, including but not limited to electrical, irrigation, and
other private utilities, is the responsibility of the vendor.
2. Any damage to private utility is the responsibility of the vendor and must be repaired to
the owner’s satisfaction prior to the VENDOR receiving any payment from the COUNTY.
3. Vendor must have specific instructions and permit from Caroline County Public Works,
Road Division, L. T. Blades, or Bryan North, as to the manner of installing conduit in
Caroline County Rights-of-Way to include depth and side of the roadway, (specifically
Pearson Rd.).
4. Vendor must have specific instructions and permit from the Town of Denton as to the
manner of installing conduit in the Town of Denton Rights-of-Way to include depth and
side of the roadway, (specifically Foy Rd., Legion Rd., Engerman Ave. and Industrial
Park Way).
5. Vendor must include a diagram of proposed conduit locations, depth, and proposed vault
locations in the approved route.
6. Vendor must have proper permitting and instructions from the Maryland Department of
Transportation - State Highway Administration for any conduit installation near or under
a State Roadway.
7. Refer to County Road Right of Way and Easement - Right of Way is 20’ from Road
Centerline to the center of the ditch with a 5’ easement from the center of the ditch to the
edge of the ditch
8. Conduit should be within 5' edge of the roadway and installation of vaults are behind the
ditch
9. All right-of-way use permits are the responsibility of the vendor. Any traffic control
and/or flagging is the responsibility of the vendor. Traffic Control and signs must be
provided on all roadway construction

10. All installed conduits must be a minimum of 36” (inches) deep at all locations. Spot
checks on the location of depth will be performed prior to payment
11. Vaults must be Tier 22 - 24” wide X 36” length X 36” depth. and will be placed at
approximately seven hundred (700) foot intervals. Should a longer vault distance be
deemed appropriate, give location and justification for the longer distance. Vaults must
be placed at each road/street intersection along the routes.
12. There should be at least 30 feet, and no more than 50 feet, of fiber optic cable service
loop in each vault.
13. Tracer wire shall be available inside each vault and in plain view.
14. Domed Post Utility Markers specifying Fiber Optic cable must be placed at each vault on
the routes. The post must be located on the opposing side of the roadway behind each
vault.
15. Vendor must ensure each end of the fiber-optic cable starts and ends in a vault with at
least 30 feet of fiber on both ends within the vault.
16. Spray paint on the roadway or vault to show splice points.
17. Inspection of County-supplied fiber-optic cable is available by appointment.
18. County-supplied fiber-optic cable is on one spool. The spool has 15,000 feet of fiber. All
spools are in good condition and fiber is covered while on spool.
19. Vendor will use appropriate fiber pull methods to ensure fiber optics is not damaged
during pull.
20. Installation of fiber can take place during normal working hours 7 am 5 pm Monday
through Friday. Any work that needs to be completed outside of these hours must be
approved by Caroline County.
21. Vendor must complete all ground disturbance restoration.
22. Vendor must only directionally bore and NOT plow through any form of driveway or
access.
23. Vendors must adhere to all environmental requirements.
24. A Performance Bond may be requested upon bid award.
25. If a Performance Bond is required, it will be added as a term to the contract.
26. Include 3 references of previous work with the proposal. These references must include
the following information:
Client name and address
Contact name
Telephone number
Email address
Length of time using your services
Brief description of the service provided
27. As-builds must be provided in electronic PDF format or hard copy format.
28. When crossing any drainpipes all conduit must be a minimum of 1 foot under the existing
drainpipe regardless of depth.
29. Installation methods must follow ANSI/TIA-568.3 standards for optical fiber cabling.
C.10 WAIVER OF TECHNICALITIES
The County reserves the right to waive formalities or technicalities in bids as the interest of the
County may require in accordance with the terms of the County’s Purchasing Ordinance, Chapter
51, Code of Public Laws of Caroline County, Maryland.
C.11 CONTRACT AWARD
It is the intent of the County to award a contract to the lowest qualified responsible and responsive
bidder within 30 calendar days following bid opening; however, the County requires bidders, by
