SECTION 1
GENERAL INFORMATION
1.1 Summary Statement
The Maryland Stadium Authority (“MSA”) is accepting proposals from prime
contractors to provide the scope of services set forth in Attachment E, generally
relating to abatement, deconstruction, and/or demolition for properties identified
and selected under Project C.O.R.E. (the “Program”). Specifically, MSA is seeking
proposals for abatement, demolition and site restoration services for the property
located at 146-150 S. Calverton Street (the “Calverton Properties”) and 2204
Frederick Avenue (the “Frederick Property” and with the Calverton Properties,
the “Properties”), in Baltimore City, Maryland.
The Calverton Properties are old industrial buildings previously used as a brewery,
paint and color facility, and office space. 150 S. Calverton Street is listed in the
Maryland Department of the Environment’s (“MDE”) Brownfield Master Inventory
(see MDE website https://mde.maryland.gov/). Additional information on the
Calverton Properties may also be found in the 2005 MDE Voluntary Cleanup
Program Summary with the then owner (Please visit:

The Frederick Property is an old warehouse building.
1.2 Abbreviations and Definitions
For purposes of this RFP, the following abbreviations and terms have the meanings
indicated below:
a. City - The Baltimore City Department of Housing and Community
Development.
b. COMAR - Code of Maryland Regulations (available on-line at
www.dsd.state.md.us).
c. Contract –The written contract or agreement entered into between MSA and the
selected Offeror responding to this RFP. The Contract will include all general
MSA terms and conditions, and will incorporate the entire RFP, including any
addenda, and all or indicated portions of the selected Offeror’s proposal. The
form contract is attached hereto as Attachment G.
d. Contract Manager – The MSA representative for this Contract who is responsible
for Contract administration functions, including issuing written direction,
compliance with terms and conditions, monitoring this Contract to ensure
compliance with its terms and conditions, and to assist the PM in requirements.

MSA may change the Contract manager at any time by written notice to the
Contractor.
e. Contractor – The Offeror selected under the requirements and procedures
contained in this RFP.
f. Department – The Maryland Department of Housing and Community
Development (DHCD).
g. eMMA – eMaryland Marketplace Advantage (https://emma.maryland.gov/).
h. Local Time – Time in the Eastern Time Zone as observed by the State.
i. MBE – Minority Business Enterprise certified by the Maryland Department of
Transportation (MDOT).
j. MBE Participation Goal – Has the meaning set forth on the Key Information
Summary Sheet of this RFP.
k. MSA – Maryland Stadium Authority (website – www.mdstad.com).
l. MSA Business Hours – 8:30 a.m. to 5:00 p.m. local time, Monday through
Friday, excluding State holidays.
m. MSA Procurement Policies – MSA procurement policies and procedures
(www.mdstad.com).
n. Notice to Proceed (NTP) – A formal notification issued by the Procurement
Officer that directs the Contractor to perform work and establishes the date on
which the work is to commence on a Project.
o. Offeror – an entity that submits a proposal in response to this RFP.
p. Procurement Officer (PO) – The MSA representative responsible for this RFP.
MSA may change the Procurement Officer at any time and will provide written
notice to the Offerors of any such change.
q. Program – Project C.O.R.E. – The Creating Opportunities for Revitalization and
Equity initiative which purpose is the improvement of blighted properties in a
safe and efficient manner, promoting safety, revitalizing Baltimore City through
demolition, deconstruction, and stabilization; and converting remaining open
parcels into gardens, parks, other green amenities, or redevelopment

r. Project Manager (PM) – The MSA representative that is primarily responsible
for monitoring the daily activities of a contract and providing technical
