I. Introduction
The Town of Hanover is seeking installation of fencing/railing as part of the ongoing
development of the Hanover Branch Rail Trail. The intent of this project is to furnish and
install wooden fencing/railings at various locations as indicated on the attached plans as
part of the ongoing development of the Hanover Branch Rail Trail in West Hanover,
Massachusetts.
Sealed bids marked on the outside of the envelope “Hanover Rail Trail Safety Fencing
Bid” shall be accepted at the office of the Hanover Department of Public Works, 495
Hanover Street, Hanover MA 02339 on the approved bid forms until 2:00 pm local time
on February 15, 2024 at which time they will be opened and read aloud. All bidders must
complete and submit the attached Non-Collusion Statement, Bidder’s Certification
Regarding Payment of Prevailing Wages, Tax Compliance Certificate, and Bidder’s
Qualification Form. All bid forms must be either typewritten or written in ink. All
signatures must be in ink.
Copies of this bid package may be viewed and/or downloaded from the Hanover DPW
website at https://www.hanover-ma.gov/public-works/pages/open-bids-and-bid-results.
Documents will be available after 12:00 PM on January 31, 2024. Hardcopies of bid
packages can be made available at the Hanover Department Works with an advance request
through 781-826-3189.
The Town of Hanover reserves the right to reject any or all bids should it be deemed in the
best interest of the Town to do so.

II. Specifications
The Contractor shall furnish and install approximately 1,150 linear feet of wooden fencing
at various locations along a former rail bed location that is currently being developed as a
shared-use path. Please see the attached plans for proposed locations and fencing details.
It is recommended that contractors coordinate a site visit with the Deputy Superintendent
of Public Works to ascertain the location and layout of the proposed fencing installation
and repairs.
The contractor shall furnish all equipment and labor necessary for the installation of the
proposed fencing. The contractor shall supply trained labor, materials, and equipment to
safely and professionally perform this required work according to all applicable codes and

regulations. Locations and extents of fencing will be field marked by the Department of
Public Works. The contractor shall be responsible for maintaining all field markings once
in place.
An on-site laydown area for materials shall be coordinated with the Department of Public
works if deemed necessary.
The Town of Hanover reserves the right to alter the scope of work as needed or as field
conditions dictate.
III. Schedule and Completion of Work
Work hours shall be restricted to Monday Friday between the hours of 7:00 AM and 4:00
PM. Work will not be allowed to take place on recognized Federal & State Holidays.
This proposed work shall be completed by June 30, 2023.
IV. Prevailing Wage
Massachusetts Prevailing Wage Regulations shall apply to this work. A prevailing wage
rate sheet for this work will be provided upon request.
V. Rule for Award
The award will be given to the responsible and responsive Contractor offering the lowest
unit price for the proposed work. The lowest responsible and responsive Contractor must
possess the skill, ability, and integrity necessary for the faithful and safe performance of
the work.
To determine whether the Contractor is responsible, the Town may request the Contractor
to provide references for recent work completed of a similar scope.
The Town of Hanover reserves the right to make any inquiries regarding this procurement.
VI. Payment Terms
The payment terms of this contract shall be net 30 for work completed and in place. The
Town of Hanover is Tax Exempt and will provide necessary paperwork for the contractor
as requested for the purchase of necessary materials required of this project.
VII. Right to Reject Any and All Bids
The Town may consider informal any quote not prepared and submitted in accordance with
the provision hereof and may waive any informality or reject any and all proposal, should
the Town deem it to be in the Town’s Interest

The Town may reject any quote which in its sole judgment is incomplete, conditional,
obscure, or not responsive or which contain additions not called for, erasures not properly
initialed, alterations or similar irregularities, or the Town may waive such omissions,
conditions or irregularities, if considered minor.
The Awarding Authority reserves the right to reject any and all quotes if it is in the Town’s
interest to do so.

VIII. Bid Form
The undersigned hereby proposes to the Town of Hanover and agrees to furnish and install all material,
labor, and equipment necessary to install wooden fencing/railing on the Hanover Branch Rail Trail in
accordance with the specifications listed above.
