Introduction:
You are invited to submit your proposal and bid response on the enclosed forms in
accordance with the Request for Proposal, Instructions to Bidders, General Requirements and
Financial Spreadsheets contained within this bidding package entitled: “VoIP TELEPHONY
SYSTEM, REQUEST FOR PROPOSAL /MASTER AGREEMENT”.
Instructions to Bidders:
Bids must be submitted on attached forms. Bids must be sealed and clearly labeled
“VoIP TELEPHONY SYSTEM” RFP.
Fraser Public Schools reserves the right to reject any and all bids.
Fraser Public Schools reserves the right to waive any and all technicalities.
Return three (3) complete copies, one (1) marked “original”.
The bid opening will be held at the below address at 1:00 p.m. EDT on April 12, 2024

2.1 BIDDING PROCEDURES
Bidder should indicate they have read and understand the specifications and either
fully agree and comply, partially comply, do not comply or take exception to the
specifications as written. Any response, which partially complies, does not comply or
takes exception, must be explained in writing.
2.1.1
Proposals shall be submitted only on the forms provided within this RFP. All
designations and prices shall be fully and clearly set forth with the amount of
the bid stated in words and repeated in figures. In case of variation, the
worded amount shall prevail. Erasures or other changes in the bid shall bear
the signature of the Bidder.
2.1.2
THE BIDS SHALL BE ON THE BASIS OF A GUARANTEED SUM. BIDDERS
SHALL NOT ADD ANY CONDITIONS OR QUALIFYING STATEMENTS NOR
SHALL THE PROPOSAL CONTAIN ANY ADDED RECAPITULATION OF THE
WORK TO BE DONE OR THE PROPOSALS MAY BE DECLARED IRREGULAR.
Oral, telegraphic or telephonic modification of the work will not be
considered.
2.1.3 Any clarifications deemed necessary by Fraser Public Schools shall be by Fraser
Public Schools’ issuance of an Addendum to all Bidders.
2.2
PROPOSAL GUARANTEES
2.2.1
All bids shall be submitted sealed to Fraser Public Schools and shall be
accompanied by surety in the form of a certified check or bid bond in an
amount not less than five percent (5%) of the amount of the proposal
submitted. Guarantees shall be drawn in favor of Fraser Public Schools. The
bids shall be opened in public at the time and place stated in Section 1.
2.2.2
All contracts shall be approved as to form by Fraser Public Schools’ Attorney.
If the successful Bidder shall not, within ten (10) days after the award, enter
into a contract, he shall forfeit any surety which accompanied his bid. A copy
of each contract shall be filed with Fraser Public Schools. The award date is
the date the School Board approves the proposal.

2.3 MANDATORY SITE INSPECTIONS
VoIP Telephony System RFP and
Master Agreement
2.3.1
A mandatory Pre-Bid Walk-through of the District Buildings will be held, starting
at Fraser Public High School, 34270 Garfield, Fraser, MI 48026 on Thursday,
March 28, 2024 at 9:30 a.m. ALL BIDDERS MUST BE PRESENT AT THE Pre-
Bid Walk-through IN ORDER TO SUBMIT A BID. All bidder’s
representatives must sign-in at the High School.

2.3.2
Any questions regarding the Request for Proposal (RFP) prior to, during the
walk-through, or any time prior to the bid due date must be submitted in
writing to mstegner@phonerms.com. All submitted questions and answers
will be issued in the form of an Addendum to all Bidders.
2.3.3
Each Bidder shall carefully examine the building and surrounding territory, the
means of approach to the site and all entrances and elevators. Make all
necessary investigations required to inform themselves thoroughly and fully of
the facilities for delivering, storing, placing and handling of materials and
equipment, and to inform themselves fully of all difficulties that may be
encountered in the complete execution of all work in accordance with the RFP
documents.
