Contract Details and Requirements for Traffic Control Devices for
Large Scale Events at Huntington Bank Stadium (HBS)
Background and Scope of Work
Parking & Transportation Services (PTS) is a self-supporting unit of the University of Minnesota within
Auxiliary Services. The department is responsible for the administration, operation and maintenance of
reliable and efficient transportation services on the Twin Cities campus including transit, parking, fleet,
streets, walkways and way-finding. PTS, with assistance from campus partners such as Athletics and the
University of Minnesota Police Department, is responsible for administering an event-day transportation
demand management plan. This plan includes traffic control devices and signage to improve overall
traffic safety and efficiency during large events.
PTS is requesting bids for traffic control device services for Large Scale Events at Huntington Bank
Stadium (HBS). Primarily, these large-scale events will include Minnesota Gopher home football games
during the 2024, 2025, and 2026 football seasons. There may be additional large-scale events at HBS
such as concerts and other sporting events. A two-year extension is possible upon University approval.
Seven regular-season Minnesota Gopher home football games are scheduled each year in 2024, 2025,
and 2026. Most games occur on Saturdays, but the first game of each season occurs on a Thursday
night.
From event to event, the awarded Contractor should expect a reasonable number of minor changes
requested by the University minimally one (1) week in advance at no extra cost. The awarded Contractor
is expected to follow the initial traffic control plan (See attachment Football Sign Plan 2024) and time-
oriented checklist (See attachment Sign Vendor Checklist & Teardown Procedure LSE 2024) plus the
minor changes communicated each game. The awarded Contractor may be asked to adjust schedule
slightly for particular events such as concerts and other non-football events.
The awarded Contractor will be expected to provide at least one (1) small truck (such as a 1-ton stake
bed truck) and at least one (1) person to provide the pre-event traffic control device services. The trucks
and personnel for pre-event will be expected to be able to close Oak St six (6) hours before event start
time and have all other pre-event traffic control set up by three (3) hours before event start time.
The awarded Contractor will be expected to provide at least four (4) small trucks (such as a 1-ton stake
bed truck) and at least five (5) people to provide post-event traffic control device services, plus one (1)
post-event team lead. The trucks and personnel for post-event will be expected to be on-site from thirty
(30) minutes after event start time until traffic control device teardown/removal is complete after event
end. The awarded Contractor is expected to designate a post-event Lead who will be primary contact
with PTS and the PTS Transportation Management Center (TMC). This Lead must be on site before pre-
event staff leaves the site. The Lead is expected to stay on site until traffic control device
teardown/removal is complete. The numbers of trucks and staff required as specified above are based
on the University’s experience.

During events, the awarded Contractor will be expected to be contactable by phone or radio with
University personnel at all times. Traffic control devices must be staged so as not to impede the safety
or access of vehicular, pedestrian, and/or bicycle traffic. The awarded Contractor will ensure all provided
traffic control devices are removed and stored after each event per University direction, before leaving
the campus.
Between scheduled events, when the time between events is less than five (5) weeks, the awarded
Contractor will store all needed traffic control devices on campus at the designated storage area(s) to
reduce load and drop off times. The devices will be stored in a neat and organized manner. The awarded
Contractor will inventory equipment between events as needed and will replace missing or damaged
traffic control devices at no extra cost.
About one to two (1-2) weeks prior to the first football game of each season, the awarded Contractor
will attend a kick-off meeting to go over the plan and timeline. Additional meetings or phone
conferences may be required to address issues throughout the season. All of the awarded Contractor’s
staff on site each event will be expected to be familiar with the traffic control plan and time-oriented-
checklist provided as well as minor changes from past events.
Pricing
Bidders are asked to provide per-event and per-year pricing for the traffic sign control plan attached and
add alternatives below. The quotes should include any additional annual upcharges. The add
alternatives value can be either positive or negative. Respondents are also asked to provide the number
of trucks and staff they plan to use each event for pre-event and post-event.
ADD ALTERNATIVE 1: Portable Electronic Sign: The selected supplier will setup and take down a portable
electronic sign to replace the static sign on Harvard north of Beacon pre-game. This sign will include two
messages that PTS staff can switch as needed. This can be done remotely or by physically interacting
with sign. This sign will have to go in the bike lane, so this alternative will include signage to properly
close the bike lane on Harvard north of Beacon.
ADD ALTERNATIVE 2: Pedestrian Corral Fencing: The selected supplier will setup and take down
approximate 1,200’ of pedestrian fencing and 150’ of pedestrian stanchions along 23rd Ave and the U of
M transitway postgame. The fence will be provided by the university and will be staged on the sidewalk
outside the stadium. This fence must be in place before the shuttles start running, approximately the
end of the 3rd quarter for football games. About 500’ of the fencing may be set up before the event, if
that is more convenient.
