Improvement Project No. 23-20

Notice is hereby given that all bids will be received electronically on QuestCDN.com until 10AM on September 25, 2023, then electronically opened and posted online at QuestCDN.com and the project website located at blainemn.gov/23-20 by representatives of the City Council of Blaine, Anoka County, Minnesota for furnishing of all work and materials for consideration of City Improvement No. 23-20 and consisting of approximately:

  • Valving & Process Piping – Installing valves, flow meters, chemical pumps, etc.
  • Concrete Work – Tank Maintenance Pad and Leveling of Exterior Concrete Panels
  • Painting and Special Coatings – Cleaning and painting walls, floors, pipes, valves, vessels, etc.
  • Doors and Windows – Removing & replacing windows, doors, frames and hardware
  • Reseal Blocks and joints – cleaning and sealing block walls
  • Re-Tuck Point Mortar Joints – Re-tuck select areas of mortar joints
  • Ladder – Furnish and install exterior ladder and rooftop guardrail
  • Electrical – Remove and replace interior and exterior lights, outlets, switches, wiring

Complete digital Bidding Documents for use by Contractors submitting a bid are available at www.questcdn.com. Bidding Documents may be downloaded as portable document format (PDF) files for a nonrefundable fee of $22.00 by inputting QuestCDN project #8693146 on the website’s Project Search page. Bids will only be accepted from Contractors who purchase Bidding Documents as specified above and follow the instructions for filing bids electronically. The website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the website www.questcdn.com . Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from other sources.

Bids must be on the basis of cash payment for the work and materials, and no bid will be considered unless submitted via the electronic bidding service through QuestCDN and accompanied by a cash deposit, certified check, or bidder’s bond, payable to the City, for not less than 5%, as a guarantee that the bidder will, within TEN (10) days after notification of the award of contract, enter into an agreement with the City and furnish a bond for the full amount of the contract as provided by law. This deposit will be subject to forfeiture as provided for by law. Cash deposits, certified checks, and bidder’s bonds of the three (3) lowest bidders may be retained until the contract has been awarded and executed, but not longer than 60 days from the date of opening bids.

The City reserves the right to reject any and all bids, to waive any informality therein, and to adjourn the meeting to a later date for the purpose of further consideration of the bids and taking action thereon. No bid may be withdrawn within 60 days from date of opening bids.

The City Council will consider award of contracts at their regular meeting held on October 2, 2023, at 7PM in the Council Chambers, 2 nd Floor at 10801 Town Square Drive NE, Blaine, Minnesota. It is the City’s intent that all work is to be completed by May 17, 2024
