Sealed bids will be received by the City of Hernando until 10:00 A.M., Local Time Tuesday, January 9th , 2024 at City of Hernando, 475 W. Commerce Street, Hernando, MS 38632 for supplying all labor and materials (as specified) necessary for Highway 51 at West Oak Grove Road Roundabout. All local, state, and federal special conditions and regulations will be adhered to. The work shall consist essentially of the following type items for Highway 51 at West Oak Grove Road Roundabout: 1. Roadway earthwork, grading, paving, pavement marking, signing, driveways, and sidewalk 2. Extension of existing box culvert and construction of new stormwater inlets and pipe The above general outline of features of the work does not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, labor, equipment and materials required by the specifications and the drawings referred to therein. Bidders are expected to inspect the site of the work as provided in the Instructions to Bidders and to inform themselves of all local conditions. A Notice of Award is anticipated to be issued on January 16th, 2024. A Notice to Proceed date is anticipated to be set on February 19th, 2024. Contract time shall be 164 consecutive calendar days from the effective date shown in the Notice to Proceed. Liquidated damages will be assessed for each consecutive calendar day thereafter in the amount of One Thousand Five Hundred Dollars ($1,500.00). Additionally, whether or not liquidated damages are being assessed, Highway 51 and West Oak Grove Road must be open to traffic in all directions on weekdays from August 1st, 2024 to August 15th, 2024. Special Damages - In addition to the amounts provided for liquidated damages, Contractor, in the event of such default, shall pay to the Owner the actual costs reasonably incurred by Owner for engineering and inspection forces employed on the work after the time stipulated for completion of the work. Bidder must be qualified under Mississippi Law and show current Certificate of Responsibility issued by the Mississippi State Board of Public Contractors establishing his classification as to the value and type of construction on which he is authorized to bid. Each Bidder shall write his Certificate of Responsibility Number on the outside of the sealed envelope containing his proposal. The outside of the envelope should also bear the Bidderís name, address, and name of the project for which the Bid is submitted. Proposals shall be submitted in duplicate, sealed and deposited with The City of Hernando City Clerk prior to the hour and date hereinbefore designated. In order to ensure that Mississippi's so-called Golden Rule is followed state law requires a non-resident bidder to attach to his bid a copy of his resident state's current laws pertaining to such state's treatment of non-resident contractors. Each Bidder must deposit with his proposal, a Bid Bond or Certified Check in an amount equal to five percent (5%) of his bid, payable to the City of Hernando, as bid security. Bidders shall also submit a current financial statement, if requested by the City. The successful bidder will be required to furnish a Payment Bond and Performance Bond each in the amount of one hundred percent (100%) of the contract amount. Work to be performed shall be in accordance with the Mississippi Road and Bridge Construction (the 2017 edition) together with all amendments and/or special provisions and/or addenda to the standards duly approved and adopted, unless otherwise noted in these specifications. The 2017 Edition of the Mississippi Standard Specifications for Road and Bridge Construction, adopted by the Mississippi Department of Transportation, as referred to herein, may be purchased from the Mississippi Department of Transportation. The City of Hernando hereby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged and women's business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, religion, or national origin in consideration for an award.
