Comments/objections will be received as required per Section 31‐7‐13 (C) of the Mississippi Code until
8:00 a.m. (Central Time) on April 24, 2024.
Any person or entity that objects and proposes that the commodity listed is not sole source and can be
provided by another person or entity shall submit a written notice to:

Appropriate documentation shall also be submitted if applicable.
If after a review of the submitted notice and documents, USM determines that the commodity in the
proposed sole source request can be provided by another person or entity, then USM will withdraw the
sole source request publication from the procurement portal website and submit the procurement of
the commodity to an advertised competitive bid or selection process.
If USM determines after review that there is only one (1) source for the required commodity, then USM
will appeal to the Public Procurement Review Board. USM will have the burden of proving that the
commodity is only provided by one (1) source.

The University of Southern Mississippi anticipates purchasing the item(s) listed below as a sole
source purchase. Anyone objecting to this purchase shall follow the procedures outlined below.
1. Description of the commodity that USM is seeking to procure:
a. VH Dissector Table ‐ Presenter 65 – 3 Units
i. A large format multi‐touch anatomical visualization platform for
ii. collaborative learning. Integrated VH Dissector software provides a
iii. complete, whole body, 3D and cross‐sectional anatomical reference built on
iv. data from the Visible Human Project. System includes:
v. • 65" 4K Capacitive Multi‐Touch Screen
vi. • Height and Tilt Adjustment from Horizontal to Vertical
vii. • 3‐Years of Software Updates
viii. • 3‐Years of Hardware Warranty
ix. • Onsite Installation and Training
b. VH Dissector Pro ‐ Annual Site License – for 30 Students
i. Annual VH Dissector Pro site license including all medical curriculum
ii. content. Includes installation on student, faculty and laboratory computers
iii. associated with the program(s) participating in the site license. Pricing is per
iv. incoming student per year.
2. Explanation of why the commodity is the only one that meets the needs of the agency:
a. The Dissector tables and Dissector Pro software (for student and faculty laptops) will be the
primary anatomy teaching technology for the PA Program. As there is no anatomy (cadaver) lab
available to students on the Gulf Park campus, this the best alternative for anatomy instruction.
b. In addition, the capabilities of these tables and software make an important adjunct to teach in
the Clinical Medicine, Clinical Reasoning, Clinical Skills classes as well.
c. There is only one other vender in this space. The hardware specs are either inadequate for our
needs or at a considerably higher price point.
d. The software used by students can be used on a variety of compatible devices, where the other
vender’s software is only available on the vendors tables, sold separately.
e. Much of the basic imaging on the other vendor’s tables are illustrations rather that cadaveric
images (Visible Human Project) thereby lacking some of the realism and cadaver lab equivalency
of the Toltech product.

3. Explanation of why the source is the only source is the only person or entity that can
provide the required commodity:
There is only one other vender in this space. The hardware specs are either inadequate for our needs or
at a considerably higher price point.
The software used by students can be used on a variety of compatible devices, where the other vender’s
software is only available on the vendors tables, sold separately.
Much of the basic imaging on the other vendor’s tables are illustrations rather that cadaveric images
(Visible Human Project) thereby lacking some of the realism and cadaver lab equivalency of the Toltech
product.
Any competing product must meet the following minimum requirements:
a. Software provides a complete, whole body, 3D and cross‐sectional anatomical reference built on
data from the Visible Human Project (not illustrations).
b. 65" 4K Capacitive Multi‐Touch Screen
c. Height and Tilt Adjustment from Horizontal to Vertical, to accommodate presentation vs. table
modes
d. Height adjustments to accommodate standing/seating requirements of all students.
e. The tables must be able to be moved from room to room through a standard doorway without
being disassembled.
f. Table and software package combined must be adequate to support graduate level anatomy
education, not designed for high school or undergraduate level education.
g. Student and faculty dissector software must be compatible with multiple personal devices such
as laptops, tablets, and iPads without requiring the purchase of additional hardware
h. Tables as described above must be available for less than $50,000.00 each
4. Explanation of why the amount to be expended for the commodity is reasonable:
a. VH Dissector Table ‐ Presenter 65: $45,000.00 each Total Hardware: $135,000.00
b. VH Dissector Pro ‐ Annual Site License – 30 Students $88.92 /student Total $2,667.60
c. The developmental budget for anatomy instruction hardware was in the neighborhood of
$100,000 with the tentative plan of acquiring a single SynDaver (synthetic cadaver) for the
program. After reviewing an existing SynDaver, that product was not impressive and not
deemed to be adequate for the PA Program. Acquiring three Toltech tables and student
software is a major step up with a minimal increase in cost.

5. Efforts that the agency went through to obtain the best possible price for the commodity:
