NOTICE TO OFFERORS
ADDENDUM 3 TO REQUEST FOR PROPOSAL (RFP) 25/2024: WEST ASH PUMP STATION
IMPROVEMENTS
Offerors shall note the changes stated herein to the above-mentioned RFP and incorporate these changes in
their proposal. Offerors shall attach a signed acknowledged copy of this addendum to their proposal, if
submitting a hard copy (via paper) or agree to the addendum electronically if submitting through the
electronic bid system on-line.
This addendum consists of the following information:
1) The following clarification/information has been provided by the City of Columbia:
Q1: The tapered insulation to be used on the lower roof section. If I am figuring correctly, the tapered
insulation at the wall condition will be 6” thick. With the existing thru wall sheet metal counter flashing that
is installed at this wall, that will only give us approximately 3” of membrane wall flashing at these
locations. In order to try and give us as much wall flashing as possible, could the starting thickness of 4” be
lowered and maybe use a 1/8” sloped insulation instead?
A1: Refer to Addendum No. 3 for updated flashing drawing.
Q2: On sheet #10C101 Site Planning General Site Plan-
· The 83 SY, 11 SY, and 21 SY of "Full depth pavement restoration" (115 square yards total). Is
that supposed to be the 2" asphalt cap over 7” concrete? Detail 3 on 02C501
· The 71 SY of New Driveway Full Depth Pavement Restoration , is that supposed to be the 8"
asphalt paving section? Detail 1 on 02C501
A2: Refer to Addendum No. 3.
Q3: I have completed a sized report based on the site conditions and the load schedule in the generator
spec. Per the attached sizing report it shows that our 1250 KW genset would be sufficient to provide required
power to run the MCC and qty: (4) 250 Hp Pumps. Would this be an acceptable generator to provide for this
project?
A3: This statement alone is not enough information to approve 1250 KW. We discussed with a vendor
during design and with different scenarios and derating, the 1500KW was the recommended size. We will
need to review the sizing report before approving 1250 KW. Substitutions will be reviewed during the
submittal review phase. Refer to 01 25 00 for substitution procedure.

Q4: What type of gate valve you are looking for in the West Ash Pump Station improvement project that
bids 02/23/24. The plans show a 24” Resilient wedge gate valve but the specs only show a Knife gate valve.
Can you clarify which gate valve is to be used.
A4: Refer to Addendum No. 3
Q5: The front ends indicate that the project must be substantially complete within 300 calendar days. We
are hearing from the electrical subs that there is a one-year lead time on the specified switch gear and motor
control center required on this project. How are we supposed to be substantially complete when these items
have a one-year lead time from approved shop drawings. Please clarify if the substantial completion calendar
days will be changed or extended based on this information.
A5: The City understands that certain lead times may impact the completion of the project and contract
times will be adjusted accordingly. It is understood that these lead times are beyond the contractor’s control.
Q6: Please see the attached information requesting a substitution on the lab casework from Ravensberg.
A6: Substitutions will be reviewed during the submittal review phase provided the product meets the
specifications. Refer to 01 25 00 for substitution procedure.
Q7: Reference note 7 on 10101, the note tells us to remove the existing electrical manhole. The manhole
appears to be in a concrete entrance drive. The drawings do not indicate any pavement coming out at the
manhole or any patching notes on the new plan. Please provide a note indicating what type of pavement is
around the manhole and provide a patching note.
A7: The existing manhole will be filed and abandoned in place. Refer to Addendum No. 3 for
clarifications.
Q8: Please provide a detail for replacing the 6’ tall chain link fencing running in the north-south direction
where the new electrical feed is running. The new run appears to be directly below the existing fencing, so
we can either salvage the existing fencing or provide new fencing to match the existing.
A8: The existing fence shall be salvaged and reinstalled after the electrical feed is installed.
Q9: Please provide a demo note for any equipment pads that need to be removed below the existing
equipment that is either getting removed or salvaged at the operating level.
A9: All pump equipment pad shall remain in service. Boiler equipment pad shall be removed and flushed
to the finish floor. Refer to Addendum No.3.
Q10: Reference note 6 on 20U102, please provide the detail for the concrete pipe collars. The note
indicates X/XXX501 which does not appear on any of the 501 drawings.
A10: Refer to Addendum No.3.
Q11: Please confirm that the new site generator pad does not get any rock base below the concrete pad.
A11: That is correct, 3/02S501 does not show any rock base.

Q12: Reference note 3 on 10E401, the note calls for us to provide a concrete pad and pedestal for new
transformer and meter and references us to detail 10/02E502. They call for a 10” thick pad, but what are the
dimensions of the pad and I do not see any reference to a pedestal? Please provide required length and width
of concrete pad and provide requirements for any pedestal that is required.
A12: Refer to the top view shown on 10/02E502 for total pad dimensions.
Q13: Are there any weight restrictions over the reservoir areas? Will concrete trucks be allowed to drive
over the reservoir’s areas?
A13: No vehicle traffic is allowed over the reservoir areas.
Q14: Reference detail 3 on 20A601, does the new metal flashing only occur at stair, or will it be required
at landing as well?
A14: New metal flashing shall be at the landing also to prevent debris from falling below the stair.
Q15: Reference partition type M1.1 on 20A101, please provide sizing and spacing requirements for the
angle bracket. The detail references the structural drawings, but does not see it called out on the structural
drawings.
A15: Refer to Addendum No. 3 for updated structural drawing.
Q16: Reference note 4 on 20A902, how many blocks should we assume will need to be replaced in our
alternate 4 pricing? Please confirm that note 4 only applies to alternate 4 and does not include cost for base
bid pricing.
A16: As for the quantity of glazed blocks to be replaced (in locations other than at the columns covered by
Detail 7/20A502), assume 20 blocks for bidding purposes.
Q17: Reference note 5 on 20A902, how tall is the sawcut on each side opening and the note tells us to
reference detail 6 on 20A502 which only shows an aluminum ladder post, is that the correct detail to
reference?
A17: The detail should be revised to reference 7/20A502.
Q18: Reference drawing 20S101, the drawing calls out a small equipment at column line G and between
column lines 3 and 4. Are the other dark lined pads within the operating level between column lines A & D
and 3 & 4 new or existing equipment pads?
A18: The pads in question are new. Reference drawing 20E401.
