NOTICE TO BIDDERS
ADDENDUM #1 RFP # 9/2024
FINANCE DEPARTMENT

WATER DISTRIBUTION INFRASTRUCTURE PROJECTS
Bidders shall note these changes to the above Request for Quotation and incorporate these changes in their
submittal. Bidders shall attach a signed acknowledged copy of this addendum to their bid, if submitting a hard
copy (via paper) or agree to the addendum electronically if submitting through the electronic bid system on line.
The following revisions and\or additions shall be referred to as part of the Bid/Contract Documents.
General Clarifications:
1. Joe to get notes from Public Works on questions with surface restoration.
a. Per conversation with Public Works:
i. Garth Avenue- Garth is an existing concrete street. There is upcoming work to improve
Garth including an asphalt overlay. Work within pavement shall be restored with an 8”
PC surface patch. The patch may be ½ panel wide if trench width is kept small enough
to maintain required 1’ bearing surfaces along the edge of the trench. Alignment shall
be shifted to replace the internal ½ panel with minimal impacts to curb.
ii. Garth Curb- The existing curb is integral to the street panels with no separate gutter.
Shifted alignment will allow minimal impact to curb.
iii. Leslie Ln is an asphalt street with concrete curb and gutter. The restoration along
Leslie Ln shall follow the asphalt pavement repair detail for 8” thich PC patch with 2”
bituminous top surface.
iv. Glenwood is an existing asphalt street. Pavement restoration within Glenwood Ave &
Glenwood Ct shall be 10” PC to the street surface
v. Woodbine Dr is rplacement out of paved surface, when crossing cul-de-sac, ½ panel
PC restoration is required with 8” thickness.
2. The Glenwood project is designed to be constructed of standard push join 6” PVC. There are notes on
profile drawings in some sheets indicating restrained joints. Restrained joint pipe is not required for this
project.
3. All water service replacements shall include replacement of meter pits and setters. All services shall
have tracer wire and be grounded via anode rod per specifications.
4. When in street digging, when is steel required?
a. Per public works pavement patching detail 120.01, steel is required when trench width exceeds
3 feet. This is not measured as the patch width including the required 1’ shelf along the trench.
b. Pinning the patch to existing concrete streets is still required regardless of trench width.
5. Asphalt removal and replace; no quantity in line items.
See item 1 above and quantities on bid form.

6. Address where milling and overlay is needed per project
a. This project does not include any milling activities.
7. How will payment be handled for the retirement of the existing main on woodbine?
Pay item 59 for connection to the existing 8” should also cover the retirement of the current
main on woodbine as the new connection is a replacement of the existing one. The existing 6”
valve shall be closed and plugged.
8. Line Item 65 Quantity of one (1) was added.
9. Rock excavation is set at $85.00 which is an old MoDOT spec. Can contractor set their own unit price
for rock excavation for the bid?
The city will adjust the rock excavation price to $120 per CY. Will are not opening up the unit
price to contractor submittals for these projects.
10. Can you add a line item for Bedding through areas of rock excavation?
No. Bedding will continue to be considered ancillary to the construction costs.
11. Can main in the Woodbine project be moved to the road?
No sufficient funding is not available for pavement replacement of this quantity on this project.
12. If contractor dammages irrigation lines in the right-a-way, is the contractor responsible for the repair?
Yes, the contractor is responsible for repairing damage they cause.
13. Is contractor responsible for removing and replace mailboxes on project(s).
Yes, if removal of a mailbox is necessary for completion of the project, the contractor will be
responsible for resetting or replacement.
14. On the Woodbine project, is the light pole owned by the City?
Yes, Water and Light owns the light pole near the trench and will provide assistance in
supporting this pole as construction passes it.
15. Woodbine cul-de-sac is in poor condition. Is the trench patch there a standard width?
½ Panels will be required to be replaced.
16. Items #25, 47 and 65. As the unit price of “Each” is difficult to quantify, I would recommend changing
these items to a unit price of LF, similar in structure to the PCCE contract bore items. The contractor
would then be paid per foot of rock encountered in addition to the price per each service.
With the small diameter and relatively short bore lengths for services, payment will be kept as
“each”. Provide the cost for an assumed amount of rock encountered on a bore of this type of
installation.
17. I wanted to check and see if we would be allowed to upsize the casing in the Providence bore from 20''
to 24'' at no additional cost. Some of our boring contractors do not have the tooling for the 20" bore but
do have it for the 24".
24” bore and casing would be allowable. Provide the appropriate centering casing spacers.
