ADDENDUM 1 TO REQUEST FOR PROPOSAL (RFP) 62/2024: INVESTMENT REPORTING
SOLUTION
Offerors shall note the changes stated herein to the above-mentioned RFP and incorporate these changes in
their proposal. Offerors shall attach a signed acknowledged copy of this addendum to their proposal, if
submitting a hard copy (via paper) or agree to the addendum electronically if submitting through the
electronic bid system on-line.
This addendum consists of the following information:
1) The following clarification/information has been provided by the City of Columbia:
Q1) What is your budget for this RFP?
A1) We have a flexible budget for the solution.
Q2) What software/solutions are you currently utilizing for your investment reporting needs?
A2) Excel
Q3) Who are the consumers of the reporting?
A3) Internal, City Council, Investment Committee
Q4) Can samples/copies of current dashboards and reports be provided?
• Are business and technical requirements available?
A4) We are currently using a manual process, and don’t have any standard reports or dashboards.
Q5) Can you elaborate on your analytics needs?
A5) Investment Cash Flow analysis, market forecasting and compliance. Investment assets class analysis.
Q6) How many integration points are required?
• Are business and technical requirements available?
A6) Three. See attachment 1 technical requirements.

Q7) How many funds/investment portfolios are there?
A7) Two investment portfolios.
Q8) What types of investments are in the funds/portfolio?
A8) See background information on page 3.
Q9) How many user licenses are required?
A9) 7-15
Q10) Will training need to be on premises?
A10) No
Q11) What software/solutions is utilized for your investment accounting needs?
A11) Excel and Tyler Enterprise ERP
Q12) Do you require market data services to value your portfolio? How frequently do you value your
portfolio?
A12) Yes, minimum monthly, preferred daily.
Q13) Please provide a diagram of your current operational workflow.
A13)
1. Download Monthly Investment Statements from Investment Company
2. Manually enter in excel the buys, sells, and fair values.
3. Create and post journal entries for buys, sells, gains, losses, discounts, and premiums monthly.
4. Balance GL to data within excel.
Q14) Please provide a diagram of your current technology stack.
A14) The City has 2 stacks
Linux, Apache, MySQL, PHP
Windows, IIS, SQL Server, C# / PHP
Q15) Is the City looking for an investment accounting solution or a reporting solution?
A15) Both
Q16) Can you share recent holdings report for both the City’ pooled cash investment pool ($500M AUM)
and the City’s Police and Fire Pension Fund ($180M AUM)

Q19) For the City’s pooled cash investment pool ($500M AUM) does this include LGIPs? If yes, how
many and what is the market value of each (a holdings report should help answer this as well).
A19) Yes
Q20) For the City’s Police and Fire Pension Fund ($180M AUM) how many Limited Partnerships (funds)
do you invest in today? This is referring to investments that aren’t public (alternatives/private placements).
A20) Four. Expansion likely in future years.
Q21) For the City’s Police and Fire Pension Fund ($180M AUM), is everything done in USD currency or
is there other currencies within the portfolio?
A21) Everything is USD
