For any contract for services greater than $5,000, the successful offeror shall comply with § 285.530, RSMo., as amended, and (1) provide by sworn affidavit affirmation that it does not knowingly employ any person who is an unauthorized alien and (2) provide documentation affirming its enrollment and participation in a federal work authorization program with respect to the employees working in connection with this contract. The required documentation affirming enrollment must be from the federal work authorization program provider. A letter from the respondent reciting compliance is not sufficient. All bids should include the signed and notarized Work Authorization Affidavit and the electronic signature page from the E-Verify program. A letter from the Offeror reciting compliance is not sufficient. Remove E-Verify and Work Authorization Affidavit if the solicitation is for commodities.

PART I
DESCRIPTION OF PROJECT AND SERVICES REQUIRED
RFP # 067-2024
1.0 INTRODUCTION/DESCRIPTION OF PROJECT/SERVICES:
The City of Springfield is seeking proposals from qualified firms/providers to develop and train on a plan for national retail and
restaurant recruitment to support the City’s economic development efforts.
1.1 DESCRIPTION OF OPERATIONS AND BACKGROUND:
With a major component of the City’s annual budget deriving from sales tax, staff must have a strong understanding of the
retail sector, how best to attract certain retailers, and the opportunities that the City may have. The City is seeking both in-
person training and customized data/analytics to better prepare City staff for retail recruitment and attraction.
2.0 SCOPE OF SERVICES:
2.1 The Service Provider shall have a minimum of five (5) years of experience in retail recruitment.
2.2 The Service Provider shall have a minimum of five (5) years of experience making outreach to property owners, brokers,
developers, retailers, restaurants, and other retail industry players on behalf of their customers.
2.3 The Service Provider must have a strong relationship with a full-service commercial real estate firm focused on retail
real estate.
2.4 The Service Provider must be able to demonstrate active participation in the International Council of Shopping Centers
and Retail Live.
2.5 The Service Provider must demonstrate experience in data collection, reporting, and identifying opportunities for the
expansion and attraction of new retail sales operations in the City.
2.6 The Service Provider must demonstrate experience beyond data collection and into relationships and connections with
retail operators.
2.7 The Service Provider must have at least ten (10) members of staff with a current Real Estate License, with knowledge of
Missouri Real Estate laws if licensed outside of Missouri.
2.8 The Service Provider must have at least one (1) member of staff with the CCIM (Certified Commercial Investment
Member) Professional Certification.
2.9 Provide training to City staff that provides an understanding of retail recruitment/attraction as well as desired retail
sectors that are a fit for Springfield, Missouri.
2.10 The ability to present data/metrics/charts and other sources to show City staff the status of the retail sector as well as
current opportunities the City may have as it stands today.
2.11 The Service Provider will provide both data/analytics on the City and the current retail climate to equip City staff with
what the data retailers are looking for AND in-person training that allows staff to be prepared to interact with developers
representing the retail sector using the data that has been provided by the Service Provider.
2.12 TECHNICAL REQUIREMENTS: If software is to be provided as part of the Service Provider’s services, all software
submitted for consideration must meet or exceed the minimum requirements as set forth below:
