PART I
DESCRIPTION OF PROJECT AND SERVICES REQUIRED
1.0 INTRODUCTION/DESCRIPTION OF PROJECT/SERVICES:
The City of Springfield is seeking proposals from qualified firms/providers to provide Over-The-Top (OTT) Video Streaming Services.
A contract will be issued in the form of a one (1) year term contract with the option to renew the contract for four (4) additional
one-year terms.
1.1 Description of Operations or Background:
The City is seeking a turnkey membership platform for video creation, with everything in one place needed to launch,
manage, and grow a membership community in one single place. The City is specifically looking for Over-The-Top (OTT) apps
to provide a system for delivering video streaming to smart TVs and computers without the ability to monetize.
2.0 SCOPE OF SERVICES:
Service Provider shall build and support an end-to-end live and video on-demand direct to consumer service that distributes broadcast
assets of the City of Springfield. This new digital video interface shall allow the City to stream to multiple streaming platforms in
an attractive and user-friendly interface across multiple platforms such as Roku, Hulu, Apple, Amazon Fire Stick, Google Play, etc.
by the end of the City’s 2024 fiscal year ending June 30, 2024.
The City is specifically looking for Over-The-Top (OTT) apps to provide a system for delivering video streaming to smart TVs and
computers without the ability to monetize.
2.1 General Requirements:
2.1.1 Video Content Management Solution: Upload, organize and manage video content.
2.1.1.1 Up to 50 hours of live streaming a month.
2.1.1.2 Minimum of 400 hours of on-demand video storage.
2.1.1.3 Minimum of 100k viewing minutes per month of bandwidth.
2.1.1.4 Video Player: Fast video playback in HD.
2.1.1.5 Security: Keep videos and user data secure.
2.1.2 24/7 support for the City and the membership community.
2.1.3 Customizable for the City of Springfield.
2.1.3.1 Branded Membership Apps: Distribute to mobile devices and TVs. No coding skills required.
2.1.3.2 Ability to build a strong community around the videos.
3.0 CITY PROVIDED SERVICES:
The City shall provide video library content and consulting on the best way to integrate new service with current City website.
4.0 ADDITIONAL AGREEMENTS: If applicable, any additional agreement(s)/contracts proposed by Offeror shall be included with
Offeror’s proposal as an attachment and may become exhibits of an ensuing City contract.
