Separate sealed bids for construction of W.O. 24-24: Voelker Pump Station Pressure Reducing Valve Project will be received by the City of Billings City Clerk, 210 N. 27th Street, Billings, MT 59101 or P.O. Box 1178, Billings, MT 59103 or bids@billingsmt.gov For security reasons, you must enable JavaScript to view this E-mail address. until 2:00 P.M. local time on May 7, 2024, and then publicly opened and read aloud. The bid opening will be via Facebook Live on the City’s Facebook page: Billings MT City Government.


The Project generally consists of the following major work items:


Installation of a 20-inch pressure reducing valve, 20-inch strainer, two 20-inch butterfly valves, ancillary piping, and appurtenances in the lower level of the Voelker Pump Station.

You may download the digital plan documents for a fee. The plans, specifications and a plan holders list may be examined through this site for no charge. In addition, the Drawings and Project Manual may also be examined at www.montanbid.com .


Contractors submitting a bid must be on the Engineer’s plan holders’ list, which requires purchasing the contract documents from QuestCDN.


There will be a non-mandatory Pre-Bid Conference via Microsoft Teams at 9:00 A.M. on Friday, April 26, 2024. All bids and contracts submitted under this invitation shall comply with the Provision of Article 13-500, Billings, Montana City Code unless modified in the contract documents.


Contractor's and any of the Contractor's subcontractors bidding or doing work on this project will be required to obtain registration with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. All laborers and mechanics employed by Contractors or subcontractors in performance of the construction work shall be paid wages at rates in accordance with the Montana Statewide Prevailing Wage Rates included in the Project Manual. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.


Each bid or proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond payable to the “City of Billings, MT”, in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided. Bids submitted via email shall have the bid bond scanned and included with the bid. Bids submitted via mail shall have any of the bid securities included.


No bid may be withdrawn after the scheduled time for the public opening of bids.


The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid which is in the best interest of the Owner.
