Description:

REQUEST FOR QUALIFICATIONS AND PROPOSALS

Separate Statements of Qualifications (SOQs) and Proposals for General Contractor/Construction Manager (GC/CM) services for “W.O. 24-12: West End Raw Water Unloader Project” will be received from Contractors by the Billings City Engineer’s Office, 2224 Montana Avenue, Billings, MT 59101, until 4:30 p.m. local time on Friday, April 12, 2024.

The project consists of raw water unloader/diversion facilities at and near the BBWA Canal on City property between Shiloh Road and 48 th Street West south of Hesper Road. The BBWA unloader facilities will be designed by HDR Engineering to normally divert up to approximately 75 cfs (50 MGD) of raw water by gravity through a pipeline to a raw water pump station. The pump station (part of the water reservoir project already under a separate GC/CM contract) will normally pump water to a new storage reservoir or the water treatment plant (the water plant is also under contract). A second diversion structure to Canyon Creek will also be constructed that will be able to divert up to approximately 100 cfs to Canyon Creek which would convey the water back to the Yellowstone River. The contractor selected through this RFQ&P process will work with the current project team consisting of the City of Billings and HDR Engineering, Inc. to complete the project design and construction.

SOQs and Proposals received will be ranked by a selection committee using a scoring system based on defined criteria. Preconstruction contract negotiations will ensue with the Contractor having the highest ranked SOQ and Proposal. Pending successful contract negotiations and Billings City Council approval, the Contractor will join the project team consisting of the City of Billings and HDR Engineering.

During the preconstruction phase, the Contractor will work as an integral part of the project team to evaluate and further develop the project design, assisting the Engineer and City in identifying opportunities for improvement, value engineering, and offering alternative solutions. The various project components are currently in preliminary design. The Contractor will develop cost estimates and offer suggestions with respect to means, methods, materials innovations and construction sequencing. During the construction phase, the Contractor will provide the necessary resources and subcontractors to construct the project. Throughout the entire process, the objective is to maintain a spirit of cooperation and open communication so that project goals and objectives are clearly understood, potential problems are promptly resolved, and upon completion, the project is deemed a success by all.

The Contractor or other key personnel cannot team with other partners to submit more than one SOQ and Proposal. Only one SOQ and Proposal per Contractor is acceptable, and City receipt of multiple SOQs and proposals from a Contractor will disqualify the Contractor.

Contractors interested in submitting SOQs and Proposals may contact the City of Billings to receive the SOQ and Proposal Instructions and any addenda that may be issued. A complete digital SOQ and Proposal Instructions package is also available at QuestCDN . The documents may be downloaded at no charge at www.questcdn.com by inputting QuestCDN Project No. 9016646 on the QuestCDN project search page. For any questions contact:
