Separate sealed bids for construction of W.O. 24-01: Contract 2, 2024 Sewer Main Replacement will be received by the City of Billings City Clerk, 210 N. 27th Street, Billings, MT 59101 or P.O. Box 1178, Billings, MT 59103 or bids@billingsmt.gov For security reasons, you must enable JavaScript to view this E-mail address. until 2:00 P.M. local time on March 5, April 2, 2024, and then publicly opened and read aloud. The bid opening will be via Facebook Live on the City’s Facebook page: Billings MT City Government.


The Project generally consists of the following major work items:


Zone 1: Hospital Area

The Zone 1 project area generally includes the alleys east and west of N. 31st St. between 9th Ave. N. and Grandview Blvd. The work in Zone 1 includes about 4,400 linear feet of 8-inch sanitary sewer main (both open cut replacement and CIPP lining the existing sewer main), manholes, service reconnections, and associated work.


Zone 2: North Park Area A

The Zone 2 project area generally includes the area between 10th Ave. N. and 6th Ave. N. and between N. 27th St. and N. 23rd St. The work in Zone 2 includes about 4,600 linear feet of 8-inch sanitary sewer main (both open cut replacement and CIPP lining the existing sewer main), manholes, service reconnections, and associated work.


Zone 3: Industrial Area A

The Zone 3 project area generally includes the alley between 3rd Ave. N. and 2nd Ave. N. and between N. 20th St. and N. 19th St. The work in Zone 3 includes about 350 linear feet of 8-inch open-cut sanitary sewer main replacement, manholes, service reconnections, and associated work.


Zone 4: Industrial Area B

The Zone 4 project area generally includes the alley between 2nd Ave. N. and 1st Ave. N. and between N. 20th St. and N. 19th St., the alley between 3rd Ave. N. and 1st Ave. N. and between N. 19th St. and N. 18th St., and the alleys between 4th Ave. N. and 3rd Ave. N. and between N. 18th St. and N. 16th St. The work in Zone 4 includes about 1,600 linear feet of 8-inch open-cut sanitary sewer main replacement, manholes, service reconnections, and associated work.


Zone 5: Lower Mountain View Area

The Zone 5 project area generally includes the section of sewer south of Mountain View Blvd that runs parallel to the BBWA irrigation ditch, east of Valley Dr. The work in Zone 5 includes about 860 linear feet of 8-inch sanitary sewer main (CIPP lining the existing sewer main), replacement manhole, lining existing manholes, service reconnections, and associated work.


Zone 6: North Park Area B

The Zone 6 project area generally includes the area between 10th Ave. N. and 8th Ave. N. and between N. 23rd St. and N. 22nd St., and the alley north of 8th Ave. N. between N. 19th St. and N. 18th St. The work in Zone 6 includes about 1,830 linear feet of 8-inch open-cut sanitary sewer main replacement, manholes, service reconnections, and associated work.

You may download the digital plan documents for a fee. The plans, specifications and a plan holders list may be examined through this site for no charge. In addition, the Drawings and Project Manual may also be examined at www.montanbid.com . Contractors submitting a bid must be on the Engineer’s plan holders’ list, which requires purchasing the contract documents from QuestCDN.


There will be a non-mandatory Pre-Bid Conference at the office of Public Works – Depot Conference Room, 2224 Montana Avenue, Billings, MT 59101 at 2:00 P.M. on Monday, February 26, 2024. Interested Contractors are encouraged to attend.

Interested Contractors are encouraged to attend.


Contractor's and any of the Contractor's subcontractors bidding or doing work on this project will be required to obtain registration with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. All laborers and mechanics employed by Contractors or subcontractors in performance of the construction work shall be paid wages at rates in accordance with the Montana Statewide Prevailing Wage Rates included in the Project Manual. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.


Each bid or proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond payable to the “City of Billings, MT”, in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided. Bids submitted via email shall have the bid bond scanned and included with the bid. Bids submitted via mail or hand delivered shall have any of the bid securities included. No bid may be withdrawn after the scheduled time for the public opening of bids.


The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid which is in the best interest of the Owner.
