The range of services includes, but is not limited to:

The purpose of this document is to solicit qualifications from professional architect, planning, or engineering consultants to identify feasibility and provide analysis of up to four (4) identified sites that could be renovated to house a child care facility. Additionally, the consultant will be asked to provide cost and facility needs information for a new child care facility for comparison to renovation costs. The intent of the City is to continue with the selected firm for design and construction administration of the selected facility renovation or new build.

The City’s Child Care Crisis Task Force performed an initial evaluation of multiple sites (see attachment A) and recommended utilizing available grant funds to further evaluate highly ranked sites. While the task force identified the highest scoring sites, those may not be the only sites identified for evaluation.

Due to the nature of the current and future project funding, the project timeline may need to be adjusted based on available funds.

The City reserves the right to select the qualified firm and/or firms deemed most beneficial to the City. The Consultant will report to a City Project Manager and will be responsible for assisting with design development and value engineering where applicable. All applicable survey, design, permitting, and public outreach (web, social media, town hall, etc.), shall be considered inclusive of this contract.

Facility Assumptions

The consultant should evaluate the spaces assuming a program of work for the following demographics: Infants, 10ea; under 3 years old, 12ea; 3-5 years old, 30ea; Teachers & staff, 7-10ea.

Consultant should identify ability to expand or additional children within the various age categories.

The City can provide any available drawings for the City owned facilities and it is understood that assumptions will have to be made for non-City facilities for which the land file is deficient of as-builts.

The current assumption is that the facility will be run by an independent third party outside of the City of Valdez departments. Future design may need to incorporate the operator’s specific criteria. No operator has been identified at this point.

Budget & Timeline

The City has a budget of $75,000 in grant funds available for this initial task and expects a final report prior to September 1, 2024.

Scope of Work & Tasks

Consultant will be responsible for the tasks identified below (not an all-inclusive list):

1. Outline State and Federal requirements for a child care facility including all relevant building and fire code requirements.

2. Provide Rough order of Magnitude (ROM) cost estimates for construction at all 4 sites (initial estimates are not expected to be produced by professional estimators but rather based on known square foot data or similar past experience)

3. Provide information detailing the number of children that each facility can accommodate

4. Detail building cost of ownership information i.e. range of anticipated yearly energy costs and maintenance needs for the life of the facility.

5. Provide equivalent (above mentioned) information for a new construction facility.

6. Work closely with community stakeholder groups, the City Administration and Council representation. The initial phase is not expected to have public meetings other than a report to Council of the final findings. Progress update meetings may be attended by outside stakeholders.

7. Ensure the project meets the Owner’s goals.

8. Identify potential phasing & value engineering.

9. Keep the project within budget and on schedule.

10. Report to City’s Project Manager on progress, concerns, and needs.

11. Coordinate and facilitate all needed meetings with oversight groups.

12. Oversight of all project close-out requirements.

13. Review project redlines and final as-builts for completeness.

14. Provide City with final deliverable to be presented to the Valdez City Council containing comprehensive information of all sites evaluated.

Deliverables

1. Digital copies (in an agreed upon format) of final report and all presentation and meeting materials which may be posted on the City of Valdez webpage;

2. Meeting summaries for all progress meetings and workshops in which significant decisions are made

The City reserves the right to waive any irregularities or informalities in a quote, to reject any and all quotes without cause, and to re-solicit for quotes.

Current minimum prevailing wage rates as published by the Alaska Department of Labor must be paid if required by law.

Requirements of the Alaska Employment Preference (AS 36.10) must be met.

The City of Valdez encourages disadvantaged, minority and women-owned firms to respond and is available to assist said firms in learning how to do business with the City.
