To All Prospective Bidders:
RE: RFP #B23-09-025 COVID-19 After-Action Report and Improvement Plan,
Addendum #3
The following is a list of questions and answers requested for the above referenced RFP
as of November 6, 2023:
1. Has the County identified a specific budget amount for this project?
Response: Please refer to Question #2 on Addendum No. 1.
2. In reference to Page 4, Deliverables #3 Presentations, does the County intend for
the contractor to deliver the internal and external audience presentations or simply
providing slide decks to the County? If the contract is to facilitate the presentations,
approximately how many external presentations does the County anticipate? Would
these presentations be virtual or in person?
Response: The county does intend for the contractor to deliver the internal and
external audience presentations – 1 internal and 1 external with our support. We
would also expect that the slide decks be shared with us. These presentations can
be done virtually for both our internal audience and our external audience.
3. In reference to Page 4, last paragraph, the RFP states: The Contractor will attend a
planning session with NCPHSD prior to beginning work on the project. Would the
County confirm that virtual attendance at the planning session is permissible?
Response: Virtual attendance for planning sessions is permissible.
4. In reference to Page 5, Data Collection: In Person Feedback, will the County
consider remote feedback acceptable for all community partner sectors?
Response: The county will consider remote feedback acceptable for all community
partner sectors.
5. In reference to Page 3, fourth paragraph, fourth sentence, the RFP states that "All
proposals must be completed in ink or typewritten." Would the County confirm that
DocuSign processing of forms would be acceptable?
Response: DocuSign is an acceptable format for signatures.

6. A discrepancy exists between the Attachments requirements listed on page 11 and
page 28. Would the County confirm which Attachments must be submitted?
Response: Please refer to Addendum No. 2, Question No. 2.
7. Are interpretation services expected to be needed /utilized?
Response: We do not anticipate them being needed or utilized.
8. What limitations are there on the use of funding e.g. refreshments, stipends for
vulnerable population community members?
Response: This grant does not allow for these types of expenditures.
