The Division of Economic Development of the Navajo Nation is currently soliciting sealed bids
for the Purchase of One (1) 2023 Chevrolet Silverado 1500 - 4WD Crew Cab for the Division
Department Director utilization. The current Department vehicles have high mileage and need
reliable transportation to cover extensive distances to conduct business with the clientele. With
the Department Memorandum of understanding in combination with reasonable explanation.
Therefore, the Department is requesting One (1) Chevrolet Silverado 1500, 4WD, Crew Cab, 4
door with the following specifications to better serve our clientele.

Terms and Conditions
1. Bidders must be an Authorized Fully Certified Automotive Dealership who meets all standards
and qualifications for Automotive Manufacture. All vehicles are to be delivered in a timely
fashion as the bid evaluation shall be based on who is most responsive in compliance with
specification and criteria.
a. Bid price shall FOB (Freight on Board) to which delivery is made to the Navajo Nation
Fleet Management Department in Window Rock, AZ.
b. Vehicles will be delivered to the Navajo Nation free from any purchase money, Liens,
or Security Interest.
c. The manufacturers published warrants for the vehicle shall apply to All Vehicles
purchased by the Department of Economic Development of the Navajo Nation.
2. The bid price shall be effective on the date of award and the availability of funds will
determine the number of vehicles to purchase, and additional procurement for like-kind and
quality of vehicle also qualified for bid price. The Navajo Nation Fleet Management and/or
NNDED will make on site visits to either manufacture/bidder’s facilities, as needed to ensure
compliance with specifications are met, or approve any deviation, if necessary.
3. The NNDED and the Navajo Nation Fleet Management Department will receive, at time of
delivery of vehicle, all pertinent documents necessary for titling and licensing vehicles, including
Manufacturer’s Statement of Origin, Odometer statement, etc.
a. Only the Navajo Nation Fleet Management will be registering each vehicle through the
Navajo Nation Property Management Department. Payment will be made after delivery
of the vehicle and receipt of all pertinent documents, including invoice. Full payment is
to be made not later than 30 working days following receipt of all pertinent documents,
including invoice. Temporary License stickers must accompany upon delivery if no
release of Manufacture Statement of Original is included as part of the documents and
will delay timely payment.
4. It is the Division of Economic Development intention to award the Bid to the lowest
Responsible Bidder who meets all criteria of bid.
5. Submission of all bids are to include: one original and three (3) copies, be enclosed in one seal
envelope.
a. Respondent’s Name and contact information, RFP Bid Number: (23-12-3189KS), The
Division of Economic Development, One (1) 2023 Chevrolet Silverado 1500 Crew Cab
4x4.
b. Any sealed bid received after the closing date and time will not be accepted and will be
returned to the sender. Faxed or email proposal/bids will not be accepted.
c. The Division of Economic Development shall reserve the right to reject any or all bids
or increase or decrease the quantity of price.
6. Certified Navajo Business – Must provide proof that business is currently certified by the
Navajo Nation – Business Regulatory Department and prioritized under Navajo Nation Council
Resolution CAP-37-02 and under the Section 204 (A) (1) and (2) of the revised Navajo Nation
Business Opportunity Act.
7. Taxes – All performance under this Contract within the territorial jurisdiction of Navajo
Nation is subject to the six percent (6%) Navajo Sale Tax (24 N.N.C. 601 et seq.)
8. Nothing in the RFP is intended to or shall have the effect of waiving any privileges or
immunities afforded. The Navajo Nation includes, but is not limited to, Sovereign immunity or
official immunity and it is Expressly agreed that the Navajo Nation retains such privileges.
9. The Navajo Nation is a sovereign government and all contracts entered because of the RFP
shall comply with the Navajo Nation Laws, rules, and regulations, Navajo Business Opportunity
Act and Including the Navajo Preference in Employment Act, and applicable federal law, rules,
and regulations.

Regarding Debarment, Suspension, and
Contracting Eligibility
1. Applicant entity acknowledges that to the best of its knowledge that the Applicant entity,
either in its present form or in any identifiable capacity, has not, in accordance with 12
N.N.C. § 361:
A. Been convicted of the commission of criminal offenses incident to obtaining or
attempting to obtain a public or private contract or subcontract, or in the
performance of any such contract or subcontract;
B. Been convicted of embezzlement, theft, forgery, bribery, falsification or
destruction of records, receiving stolen property, or other offenses indicating
a lack of business integrity or honesty, which currently, seriously, and
directly affect responsibility as a Navajo Nation contractor;
C. Been convicted under antitrust statutes arising out of the submission of
bids or proposals;
D. Violated contract provisions, including:
i. Deliberate failure, without good cause, to perform in accordance with
the contract specifications or within the time limit provided in the
contract,
ii. A recent record of failure to perform or of unsatisfactory performance
with the terms of any contract, or
iii. Any other cause so serious and compelling as to affect responsibility
as a Navajo Nation contractor, including debarment by another
governmental entity.
2. Applicant acknowledges that if the Navajo Nation determines that the executed
Certification provided herein is untrue or not wholly accurate, it shall be grounds for the
Navajo Nation to terminate the contract and pursue other legal remedies, at the Navajo
Nation’s discretion.
