Section I – Introduction
A. Purpose for Request for Proposal (RFP): The City of Malibu is interested in contracting
with a highly qualified consulting firm to provide complete plan check services. These
services include building, plumbing, electrical, mechanical, accessibility, and grading &
drainage plan checks.
B. Scope of Work: The Scope of Work, as may be modified through negotiation and/or by
written addendum, will be made a part of the Agreement. Through this RFP, it is specifically
intended to procure the following:
Building/Grading & Drainage:
1. Review all building construction documents for compliance with the California Building
Code (CBC), Mechanical Code (CMC), Plumbing Code (CPC), Electrical Code (CEC),
and Energy Code as amended by Los Angeles County, as amended by the City of Malibu.
2. Review Grading and Drainage documents for compliance with the California Building
Code (CBC) as amended by the County of Los Angeles (Appendix J), as amended by the
City of Malibu.
3. Review all development documents as requested by the City.
4. Prepare grading bond calculations based on the City’s grading bond formula.
5. Perform all plan checks (commercial and residential) at consultant’s offices.
6. Maintain one (1) individual as the contact for all communication with the City.
7. Furnish assigned personnel with all necessary materials, resources, and training to
conduct plan check, including a current copy of applicable City amendments, policies,
procedures, and forms.
8. Provide the permit applicant designee and the City a list of items needing clarification or
change to achieve conformance with all State, Federal, or local regulations.
9. Perform plan reviews of revisions to plans that have been previously approved for permit
issuance.
10. Plan check approval shall not be recommended to the City until all code compliance
issues are resolved to the best of the applicant’s knowledge, and all permit issuance
requirements of the City have been satisfied.
11. Respond within one business day upon each notification that a plan check is authorized.
12. Supply pick-up and delivery of all documents daily.
13. Perform plan check services within ten (10) business days upon receipt notification that a
plan check has been authorized.
14. Conduct and coordinate all communications with clients during the process of completing
authorized plan check, and shall copy the City on all correspondence.
15. Receive final review and approval by the City on all Code interpretations.
16. Respond within one (1) business day to questions from the City generated during field
inspection for each authorized plan check that is subsequently issued a permit for
construction.
17. Attend and participate in local and regional meetings on behalf of the City; including
locations other than Consultants office and Malibu City Hall.
18. Calculate/Recalculate all plan check and permit fees based on the City’s most current fee
schedule.
19. Accept any and all documents electronically; including utilization of OnBase (records
management system) and any additional electronic formats accepted by the City.
20. Provide Code training for City staff, including graphic handout materials.
21. Prepare and coordinate all required documents and presentations for the City’s adoption
of the Malibu Building Codes (County of Los Angeles Building Code with Seismic
Amendments). This shall include preparation of presentation to City Council for final
adoption.
22. Make presentations to City Council, public and other agencies as requested by City staff.
Section II
Proposal Format and Evaluation Process
A. To simplify the evaluation process, the proposal shall be submitted in the format
outlined below:
1. Letter of Transmittal – The proposal letter shall be addressed to the contact listed and
shall include the complete name of the firm or person(s) submitting the proposal, the
main office address, primary contact person’s name, title, telephone number, email as
well as a signature of representative legally authorized to bind the proposal.
2. Table of Contents – Clearly defined sections and pages numbered.
3. Executive Summary – A summary of the proposal stating the understanding of the
requested needs and approach to work.
4. Vendor Profile and Qualifications – Include vendor and executive information,
including management team resumes and qualifications of all key staff assigned to the
City.
5. Experience – Provide a description of local government experience and experience
completing similar projects.
6. References – Provide at least three (3) references of current clients of similar scope with
the proposal. Include name, title, address, phone number, and email of contact person.
7. Cost Proposal – Provide cost proposal for the duration of the contract. The cost proposal
shall specifically identify the hourly rates to be charged for all staff level classifications
of your firm who will provide the required services. Any reimbursable fees or other cost
should be identified and included in the cost proposal. In addition, provide a list of any
additional costs that will be charged by your firm in providing the requested services
within the defined scopes of work. This section should also include the total cost to
perform the work in its entirety, and a breakdown of costs for individual tasks. Submit in
a separate envelope than all other documents for the RFP.
8. Additional Information – Provide any other information you feel is important for
consideration in our evaluation of proposals.
B. Confidential Material: Prior to the award of the contract, all proposals will be designated
confidential to the extent permitted by the Public Records Act. After award of the contract, or
if not awarded, after rejection of all proposals, all responses will be regarded as public
records and will be subject to the review of the public. Any language purported to render
confidential all or portions of the proposals will be regarded as non-effective and will be
disregarded.

D. Proposal Evaluation and Selection Process: Following the submission deadline, a selection
committee will evaluate all responses and short-list the proposing vendors. Responders will
be notified and finalists will be invited to present demonstrations to our staff. After all
demonstrations are completed, the selection committee shall reconvene to either make a
decision or to request further information.
The selection committee will then make recommendations regarding the selection and
request authorization to enter into a contract with the approved vendor. The committee
reserves the right to accept/reject any or all proposals. Submission of a proposal indicates
acceptance of the conditions contained in the RFP and an agreement to negotiate a contract
for services. An award can be made on the basis of greatest benefit and not necessarily the
lowest cost option.
C. Conflict of Interest: The Consultant shall disclose any financial, business or other
relationships with the City that may have an impact on the outcome of this contract or any
resulting project. The City reserves the right to cancel the reward if any interest disclosed
from any source could either give the appearance of a conflict or cause speculation as to the
objectivity of the program. The City determination regarding any questions of conflict of
interest shall be final.
D. Limits of General and Professional Liability: The Consultant shall provide detailed
information pertaining to the limits of the general and professional liability insurance. See the
attached professional services agreement for details.
