In accordance with the provisions of the Municipal Code of the City of Redding, sealed
bids will be received by the City Clerk of the City of Redding, at the 3rd Floor City Clerk’s Office
at City Hall, 777 Cypress Avenue, Redding, California 96001-2718, until 3:00 p.m. PST,
Thursday, March 28, 2024, for furnishing and delivering Air Brake Parts to the City of Redding,
per the bid specifications and general conditions.
BIDS RECEIVED AFTER THIS TIME AND DATE WILL NOT BE ACCEPTED OR
CONSIDERED.
The said bids will be opened at 3:00 p.m. PST, on Thursday, March 28, 2024, in the
designated City Hall Conference Room as posted in the main lobby of City Hall, 777 Cypress
Avenue, Redding, California.
All bids must be submitted on standard bid forms provided by the City of Redding. The
bidder shall provide the original (unbound) and one (1) copy of the bid proposal. Fax or
electronic submission of bid proposals will not be allowed. Completed Excel documents
using the provided spreadsheet are to be included. The City will award any resulting contract in a
manner consistent with the City purchasing ordinance.
The cut-off date and time for receiving questions regarding this bid is 5:00 p.m.
PST, on Thursday, March 14, 2024. All inquiries must be made in writing and may be
submitted to the email address shown below.

SPECIFICATIONS
TO FURNISH
AIR BRAKE PARTS
(Schedule Number 5459)
GENERAL INFORMATION
The City of Redding wishes to establish a contract with a qualified vendor to furnish and deliver
Air Brake Parts to the Fleet Division, located at 20055 Viking Way, Building #1, Redding,
California.
The materials/items to be furnished under this proposal shall be delivered at such time and in such
quantities as called for by the City of Redding.
TERM OF CONTRACT
The term of this contract shall be May 1, 2024 through April 30, 2025. If mutually agreeable, with
all prices (with allowed adjustments as outlined below), terms, and conditions remaining the same,
the contract may be extended on an annual basis for two (2) additional one-year periods, through
April 30, 2027.
Prices shall be firm for the first year of the contract. Annual renewals, if any, for subsequent
contract periods must be mutually agreeable, and prices quoted may remain the same, or be
increased or decreased in direct proportion to the change in the Producer Price Index (PPI),
before seasonal adjustment, as reported by the Bureau of Labor Statistics of the U.S. Department
of Labor, Series ID PCU441330441330, Automotive Parts and Accessories; Retailers. The
base index shall be the most current available at the time of this bid publication, being the
January 2024 index of (272.724(P)). Copy of PPI statistics available upon request.
Subsequent price changes shall be based on the latest available published index in comparison to
the January 2024 index of (272.724(P)). Changes in prices will be no more frequent than every
twelve (12) months, if necessary.
SCOPE OF WORK
Once each week, or as often as deemed necessary by the City, Vendor shall meet with City Fleet
Maintenance personnel who will authorize orders to replenish inventory. Vendor shall deliver the
order the next business day. City staff will check in the order prior to the vendor placing the items
on the shelf.
On an "as needed" basis, City of Redding Fleet Maintenance personnel will contact Vendor for air
brake parts needed immediately. Vendor shall deliver the item(s) within one hour after receipt of
telephone order.
Service level and availability of air brake parts is a vital factor in the award of this bid. If the
Vendor does not have the required item(s) in stock, the Vendor may be required to obtain the
item(s) from another supplier and provide it at the City’s contracted price within the time period
specified. If the vendor can not obtain the item(s) in a satisfactory time, the City reserves the right
to purchase needed item(s) elsewhere.
VENDORS WHO CANNOT MEET THESE REQUIREMENTS SHOULD NOT SUBMIT A BID.
The City will not accept third party bids.

Vendor shall provide an after-hours phone number for emergency purchases.
Fleet Maintenance regular business hours are Monday through Friday, 8:00 a.m. to 5:00 p.m.

The City may purchase air brake parts not listed within the bid spreadsheet, or other related
item(s) offered by the vendor as part of this contract purchase agreement. These non-contracted
item purchases shall be invoiced at the City’s already established price code or at/below
wholesale rate.
SUBMITTAL
Attached spreadsheet is for informational purposes only. Bidder shall use the electronic (Microsoft
Excel) spreadsheet posted with this bid on the City of Redding’s Website, or you may obtain a
copy by email by requesting it from the Purchasing Division prior to bid submission.
On the fillable spreadsheet, list the catalog number that would appear on the invoice for each item.
Additionally, only input a bid price for either the Reman OR New column. Do not input prices for
Reman AND New on the same line as this will cause an inaccurate spreadsheet total. Vendor must
choose which column/type they are bidding for that line.
Failure to properly complete the bid may be grounds for rejection.

AWARD OF CONTRACT
The award of this Contract, if it is awarded, will be made on the basis of availability of budgeted
funds and to the responsible Contractor with the lowest responsive price for the base bid.
