In accordance with the provisions of the Municipal Code of the City of Redding, sealed proposals
will be received by the City Clerk of the City of Redding, at the 3rd Floor City Clerk’s Office at
City Hall, 777 Cypress Avenue, Redding, California 96001, until 3:00 p.m. PST, Friday, January
19, 2024, to furnish to the City of Redding a proposal for providing HRSG’s and cooling towers
chemicals consulting and supply per bid specifications, insurance requirements, and general
conditions.
THE CITY RESERVES THE RIGHT TO REJECT AT ITS SOLE DISCRETION BIDS
RECEIVED AFTER THIS TIME AND DATE.
Proposals will be opened at 3:00 p.m. PST, on Friday, January 19, 2024, in the designated City
Hall Conference Room as posted in the main lobby of City Hall, 777 Cypress Avenue, Redding,
California.
All bids must be submitted as outlined in specifications and using forms provided by the City of
Redding. The bidder shall provide the original (unbound), one (1) copy, and one pdf copy on
a flash drive of the proposal. Fax or electronic submission of bid proposals will not be
allowed. The City will award any resulting contract in a manner consistent with the City
purchasing ordinance.
The cut-off date and time for receiving questions regarding this bid is 5:00 p.m. PST, on
Friday, January 5, 2024. All inquiries must be made in writing and may be submitted to the email
address shown below.

CONSULTING AND SUPPLY.

INTRODUCTION
The City of Redding invites qualified vendors to submit proposals to furnish and deliver:
All chemicals, technical support, laboratory equipment, apparatus, testing reagents and
other items necessary to provide a complete waterside protection program against
corrosion, scale, and microbiological problems in the steam boilers, cooling towers, and
associated equipment at the Redding Power Plant, located at 17120 Clear Creek Road,
in Redding, California 96001.
Training for power plant employees is to be provided as required to maintain an effective
and economical chemical treatment program.
The selected contractor will also be responsible for recommendations concerning changes
in, or implementation of, new service procedures and establishing in-plant training where
the City of Redding deems necessary.
A computerized chemical tracking system (and training for that system) will be supplied.
If your firm elects to submit a proposal, please address the items and follow the format specified
below. The selected proposal will become a part of a Consulting and Professional
Services Contract to be executed by the parties as shown in ATTACHMENT 3.

GENERAL BACKGROUND
The City of Redding power plant is a natural gas fired power station rated at 185 MW electrical
generating capacity. The facility utilizes 5 gas turbines and one steam turbine. Two of the gas
turbines, Units 5 & 6 operate in combined cycle with the steam turbine. The 2 Heat Recovery
Steam Generators (HRSG’s) are each capable of supplying 140,000 pounds per hour of steam.
The steam turbine can operate utilizing steam supplied by either of the two HRSG’s, or both in
combination. The intent of the City of Redding is to operate Unit-5 & 6 gas turbines in conjunction
with Unit-4, based on market demand. Plant operations have varied from long periods of down
time to daily cycling based on the city’s needs.

Market requirements for electrical power fluctuate seasonally, and the City will operate the plant
as required to best benefit the city’s customers in the most economically beneficial way. Because
the chemical requirements of the plant will vary in part with steam production, the quotation will
be tied to quantities of steam produced. That amount will vary each month, depending on market
conditions and the City’s requirements.

3. Products per system and site / limitations:
3.1 Boiler chemicals shall not contain chelants
3.2 All cooling system biocides and chemicals shall be approved by Federal and California
EPA, and by the Central Valley Regional Water Quality Control Board.
3.3 All cooling system inhibitors shall contain sufficient components to protect against
corrosion of both ferrous and non-ferrous metals, and protect from mineral deposition
in the tower, condenser and related piping.
3.4 Biocide programs shall maintain a total bacteria count of less than 10,000 colonies per
milliliter in cooling towers at all times
3.5 Filming amines shall not be used for condensate corrosion control.
4. Steam boilers:
4.1 Boiler scale inhibitor shall be phosphate or phosphonate based with polymer sludge
conditioners
4.2 Internal boiler corrosion inhibitor shall be a DEHA product or current industry standard.
4.3 Corrosion inhibitor shall be sodium nitrite, borate, or polymer and a copper corrosion
inhibitor (at no less than one percent of total treatment formula). Molybdate is not
allowed.
5. Cooling towers / Circ Water Systems:
5.1 Corrosion and scale control shall be a single product and will use sulfuric acid,
phosphate, and co-polymers. Molybdenum is not allowed.
5.2 At this time, the Unit-4 cooling tower biocide program consists of Sodium Hypochlorite,
which is currently purchased under a separate contract.
5.3 A biocide program for Unit-5/6 cooling tower shall be used with non-oxidizing biocides
and will be effective in controlling algae and slime.
5.4 Sulfuric Acid is utilized in both Circulating Water Systems to control pH and is supplied
through a separate vendor and is not a part of this RFP
5.5 All plant blowdown & R/O reject water is routed to Unit 4 cooling tower.
6. Make-up water:
6.1 The make-up water for the cooling towers is supplied from the City of Redding municipal
water system.
6.2 The water supplied to the steam boiler systems is softened by Reverse Osmosis
equipment.
